Book excerpt: In Jan. 2006, Sec. of State Rice announced the ¿transformational development¿ initiative to bring coordination and coherence to U.S. aid programs. She created a new Bureau, which developed a Strategic Framework for Foreign Assistance to align aid programs with strategic objectives. The Framework became a guiding force in the FY 2008 and FY 2009 budgets, as well as the FY 2010 budget request. Numerous studies have addressed various concerns and provided recommendations regarding U.S. foreign aid policy, funding, and structure. Of the 16 recommendations, only enhancing civilian agency resources has the support of all of the studies covered in this report. This report is a review of selected studies written between 2001 and 2008. Table.

Available in PDF, EPUB and Kindle. Book excerpt: Several development proponents, nongovernmental organizations (NGOs), and policymakers are pressing the 111th Congress to reform U.S. foreign aid capabilities to better address 21st Century development needs and national security challenges. Over the past nearly 50 years, the legislative foundation for U.S. foreign aid has evolved largely by amending the Foreign Assistance Act of 1961 (P.L. 87-195), the primary statutory basis for U.S. foreign aid programs, or enacting separate freestanding laws to reflect specific U.S. foreign policy interests. Many describe U.S. aid programs as fragmented, cumbersome, and not finely tuned to address the existing needs and U.S. national security interests. Lack of a comprehensive congressional reauthorization of foreign aid for about half of those fifty years further compounds the perceived weakness of U.S. aid programs and statutes. The current structure of U.S. foreign aid entities, as well as implementation and follow-up monitoring of the effectiveness of aid programs, have come under increasing scrutiny in recent years. Criticisms include a lack of focus and coherence overall, too many agencies involved in delivering aid with inadequate coordination or leadership, lack of flexibility, responsiveness and transparency of aid programs, and a perceived lack of progress in some countries that have been aid recipients for decades. Over the last decade, a number of observers have expressed a growing concern about the increasing involvement of the Department of Defense in foreign aid activities.

Book excerpt: The linkage of development aid to the promotion of human rights, democracy and good governance was a striking departure in the post-cold war foreign policies of Northern 'donor' governments. Uniquely, this book provides a systematic and comparative investigation of policies and practices in the 1990s to promote political reform in Southern 'recipient' countries by four donors, the governments of Sweden, the United Kingdom and the United States, plus the European Union. The use of both carrot and stick, that is democracy assistance and aid sanctions, is examined and sharp criticism of current practice offered.

Book excerpt: This is the final report of the bipartisan CSIS Task Force on Reforming and Reorganizing U.S. Foreign Assistance. As the Trump administration attempts to curb government spending, particularly in foreign assistance, this study reviews past attempts at reorganizing the U.S. Agency for International Development (USAID) and the U.S. Department of State, and it provides recommendations for the new administration. The task force consisted of former civil and foreign service officers and is co-chaired by Senator Jeanne Shaheen (D-NH) and Senator Todd Young (R-IN). The report addresses the potential damage that can occur if these budget cuts are not done in an informed and effective manner. It suggests that an uninformed merger of USAID/State could damage U.S. national security and prosperity and adversely affect U.S. leadership and impact abroad. The task force members have lived and worked through the Obama and Bush administrations and have important perspectives on how such reform and reorganization can be done in a productive way to maximize efficiency and resources.

Book excerpt: In Jan. 2006, to better align foreign assistance programs with U.S. foreign policy goals, the Sec. of State appointed the Administrator of the U.S. Agency for Internat¿l. Dev¿t. (USAID) to serve concurrently as Dir. of Foreign Assistance and gave it authority over all Dept. of State and USAID foreign assistance funding and programs. The Office of the Dir. of Foreign Assistance (State/F) was given responsibility for reforming foreign assistance by, among other things, consolidating State and USAID foreign assistance processes. This report: (1) examines State/F's key efforts to consolidate State and USAID foreign assistance processes; and (2) identifies any key challenges that affect State/F's reform of foreign assistance. Book excerpt: "Talk of reform is on the lips of many in Morocco, from the salons to the slums, and far into the countryside. Moroccans talk about reform in their country as an imperative, and the country s young king has been a key driver. Because of that, Morocco has drawn the attention of governments in the United States and Europe, which have seen their own strategic interests being tied to economic, political, and social reform in the Middle East and North Africa. Given all of the interest in reform, are the Moroccans going about it the right way? Are outside powers playing the proper constructive role, or are they undermining their own and Moroccans efforts toward positive change? This study analyzes U.S. and European policies to promote reform in Morocco, as well as the efforts of Moroccans themselves, and it seeks to understand the most effective ways to create complementary strategies toward reform." -- Product description.

Available in PDF, EPUB and Kindle. Book excerpt: Economic aid to developing countries is an important -- and often controversial -- part of foreign policy for many Western nations. But how effective is such aid in achieving the objectives of the giver and the recipient? In this important study, Paul Mosley offers a challenging reassessment of the role of economic aid for nations on both sides of the equation. Mosley examines in detail the foreign aid programs of the leading Western powers with particular regard to the role of aid in international politics, and then examines the effectiveness of aid as a subsidy to exports, as an instrument of development, and as a means of redistributing income and bargaining power to the very poor. Mosley also incorporates overseas aid into the general economic theory of public expenditure. He examines the various protagonists on the supply side of the market for aid expenditures and in particular those on the demand side. Supporting this analysis of ways in which the aid market adjusts over time are extensive data from the OECD countries for the past thirty years. With its searching assessment of the effectiveness of foreign aid as an instrument of dogmatic and economic policy, Mosley's new book will be essential reading for all students in the field of international relations.
