In selecting the subject area for the first volume, we were attracted by the area to which applied modeling efforts are increasingly being drawn, regional economics and its associated subfields. Applied modeling is a broad rubric even when the focus is restricted to econometric modeling issues. Regional econometric modeling has posted a record of rapid growth during the last two decades and has become an established field of research and application. Econometric models of states and large urban areas have become commonplace, but the existence of such models does not signal an end to further development of regional econ ometric methods and models. Many issues such as structural specification, level of geographic detail, data constraints, forecasting integrity, and syn thesis with other regional modeling techniques will continue to be sources of concern and will prompt further research efforts. The chapters of this volume reflect many of these issues. A brief synopsis of each contribution is provided below: Richard Weber offers an overview of regional econometric models by discussing theoretical specification, nature of variables, and ultimate useful ness of such models. For an illustration, Weber describes the specification of the econometric model of New Jersey.

This unique relationship between the Federal Reserve Bank of Chicago and the University of Illinois at Urbana-Champaign has been a significant source of intellectual inspiration for many students, visiting colleagues and members of the participating institutions for the past decade. The idea for REAL was hatched by Philip Israilevich and Geoffrey Hewings in typical Chicago style - in the back room of a local bar. In early December 1997, their collaboration came to an untimely end when Philip died after a three-year battle with cancer. The challenge of moving across a spectrum from theory to model development to implementation and interpretation provided the underlying motivation for REAL's formation together with an equally important component, namely the translation of many of these efforts into a form that could be understood and implemented by policy makers. For Philip, REAL and the Regional Science Association International provided the forums for his intellectual endeavors, although he also contributed many papers in banking. In recognition of his contributions and to provide a sense of the current research in the fields in which he published, many of the authors of these chapters assembled in Chicago in November, 1998 to participate in a small seminar in his honor. Several others who were not able to come nevertheless contributed chapters to this volume. Subsequently, all of the papers have been revised and updated.

I did not want to discuss the problems of parameter-estimation, at least not in any detail, as there are other books on these problems written by specialized statisticians. This book is about the models them selves and macro-economic models in particular. A second related sub ject is the policy decision that can be made with the help of a model. While I did write a chapter on policy decisions, I limited myself to some extent because of my views on planning as such. The logical approach to this problem is in terms of mathematical programming, but our models and our ideas about the policies we want are too crude for its effective utilisation. A realistic formulation of the problem should involve non linearities in an essential way, the models I consider (and most existing models) are linear. At the present state of econometrics, I do not really believe in such a thing as the 'optimal' plan. The possible result of bad planning or no planning at all, for instance massive unemployment, sudden financial crises, unused capital equipment, or the production of unsalable goods is agreed to be undesirable. Programming methods may of course be needed, if only for having a systematic algorithm to find a solution that avoids this kind of 'obvious' non-optimality. However, the main emphasis is on forecasting models.

The input-output technique was originally developed for spaceless, short-term analysis of a national economy. This study focuses on the trade coefficient updating problem, and a solution is presented in which a trade coefficient model is coupled with the price model built into the input-output system. When I began this project, the main problem facing me was not purely theoretical but a very practical one: how to design an interregional model for Indonesia. Indonesia is a country characterized by its quite uneven population distribution over the archipelago. My interest was in the formation of its settlement policy, and the use of modeling to assist in this process. This original intention may be evident in various parts of the text.
