In this year's report the key question to address is why the OBR over estimated the pace of economic growth so significantly since the autumn of 2010 whilst public sector borrowing has fallen no more slowly than expected? The underestimation of economic growth reflects several factors: the impact of stubborn inflation on real consumer spending; deteriorating export markets; impaired credit conditions; euro area anxiety and demand uncertainly for business investment. Public sector net borrowing, on the other hand, fell much as expected. The public finances have been buoyed by the resilience of cash spending and the labour market, while local and central government have spent less on public services and administration than budgeted. Individual chapters cover: the economy; the public finances; conclusions and lessons to be learned. Annexes contain the decomposition of fiscal forecast errors and comparison with past official forecasts.

It is also a book about the changing political economy of British capitalism's relationship to the European and wider global economies. It focuses on the creation in 2010 and subsequent operation of the independent body created to oversee fiscal rectitude in Britain, the Office for Budget Responsibility (OBR). More broadly, it analyses the politics of economic management of the UK's uncertain trajectory, and of British capitalism's restructuring in the 2010s and 2020s in the face of the upheavals of the global financial crisis (GFC), Brexit and COVID. A focus on the intersection between expert economic opinion of the OBR as UK's fiscal watchdog, and the political economy of British capitalism's evolution through and after Brexit, animates a framework for analysing the politics of technocratic economic governance. The technocratic vision of independent fiscal councils fails to grasp a core political economy insight: that economic knowledge and narratives are political and social constructs. The book unpacks the competing constructions of economic reason that underpin models of British capitalism, and through that inform expert economic assessment of the UK economy. It also underlines how contestable political economic assumptions undergird visions of Britain's international economic relations. These were all brought to the fore in economic policy debates about Britain's place in the world, which in the 2010s centred on Brexit. This book analyses OBR forecasting and fiscal oversight in that broader political context, rather than as a narrowly technical pursuit.

Book excerpt: The backdrop to this report is: a real economy that, until very recently, has been weaker than expected; a labour market that has been stronger than expected in terms of employment, but weaker in terms of earnings growth; and a fall in public sector borrowing as a share of national income of around a third from its peak in 2009-10, with the deficit falling significantly in 2010-11 and 2011-12 but by much less in 2012-13. The report explains the OBR's June 2010 and March 2012 forecast errors, and the weakness of the real economy. GDP remains 3.3 per cent below its pre-recession peak, the disappointing performance over the last three years reflecting the weakness of domestic and external demand. Private sector employment growth has far exceeded forecasts. The March 2013 forecast for public sector borrowing predicted a figure of £119.8 billion in 2013-14, a reduction of £1 billion over the previous year; but the new forecast is for an increase of £4.2 billion increase over 2012-13.

Book excerpt: The Forecast Evaluation Report (FER) assesses the accuracy of the OBR's June Budget 2010 forecast against outturn for calendar year 2010 and fiscal year 2010-11. It allows the OBR to learn where source data, methodology and its forecasting could be improved. The latest outturn data show that public sector net borrowing is now estimated at £137 billion in 2010-11. This was £12 billion lower than the OBR forecast in June 2010. The FER shows that tax receipts were higher than forecast and government expenditure lower than forecast. There was, however, an overestimate of local authority spending. Locally financed non-investment spending is currently estimated at £22.6 billion for the year, £4.4 billion lower than forecast in June 2010. Rather than drawing down their reserves to cushion spending from the impact of financial pressures, local authorities appear to have added to them - perhaps in readiness for an even tighter squeeze ahead. More timely and accurate information on local authority behaviour would make it easier to keep track of the state of the public finances, and quarterly in-year estimates of local authority current spending, which recently became available for the first time from the Department of Communities and Local Government (DCLG), will assist in this area. The FER sets out a number of other areas in which the OBR hopes to be able to improve its forecasting methods. These include recent improvements in balance sheet analysis, access to a new model for forecasting debt interest, and a review of HM Revenue and Customs' forecasting models for stamp duty land tax, alcohol duties and business rates.

The global financial outlook is clouded by a triad of policy challenges: emerging market vulnerabilities, legacy issues from the crisis in advanced economies, and weak systemic market liquidity. With more vulnerable balance sheets in emerging market companies and banks, firms in these countries are more susceptible to financial stress, economic downturn, and capital outflows. Recent market developments such as slumping commodity prices, China’s bursting equity bubble, and pressure on exchange rates underscore these challenges. The prospect of the U.S. Federal Reserve gradually raising interest rates points to an unprecedented adjustment in the global financial system as financial conditions and risk premiums “normalize” from historically low levels alongside rising policy rates and a modest cyclical recovery. The report also examines the factors that influence levels of liquidity in securities markets, as well as the implications of low liquidity. Currently, market liquidity is being supported by benign cyclical conditions. Although it is too early to assess the impact of recent regulatory changes on market liquidity, changes in market structure, such as larger holdings of corporate bonds by mutual funds, appear to have increased the fragility of liquidity. Finally, the report studies the growing level of corporate debt in emerging markets, which quadrupled between 2004 and 2014. The report finds that global drivers have played an increasing role in leverage growth, issuance, and spreads. Moreover, higher leverage has been associated with, on average, rising foreign currency exposures. It also finds that despite weaker balance sheets, firms have managed to issue bonds at better terms as a result of favorable financial conditions.

As the book describes, a key contribution of the NCA3 approach is a far more deliberate interdisciplinary process, as well as an engagement strategy that brought hundreds of public and private sector stakeholders into the assessment community. Book excerpt: In March 2015 HM Treasury agreed to sell its 40% stake in Eurostar for £585.1 million, almost double the valuations produced before the sale by both the government's project team and UBS its financial adviser. While some of this difference may be explained by the successful sale process and favourable market conditions, it is also further evidence of the government and its advisers undervaluing assets. We are also concerned about the seeming over-reliance by government on a small pool of costly advisers for asset sales. For example, UBS, the financial adviser for this transaction, was also involved in the sale of the Royal Mail and High Speed 1 (HS1). Eurostar also agreed, in a separate transaction, to redeem the government's preference share, providing a further £172 million for the taxpayer. The sale of the UK government's entire financial interest in Eurostar therefore generated proceeds of £757.1 million, significantly less than taxpayers' total financial investment in Eurostar which is estimated to have been some £3 billion. In October 2015, some two years later than expected, the Department for Transport published an evaluation of the economic impact and regeneration benefits for HS1. We are concerned that this delay has prevented the evaluation, which shows that the costs of HS1 far outweigh its quantified benefits, from being used to aid the scrutiny of other projects such as High Speed 2. Despite the results of its own evaluation, which it described as "world class", the Department maintains that there are further "wider wider benefits" from HS1 that it cannot yet value which make the investment worthwhile.

Bringing together leading researchers—including biologists, urban planners, utilities experts, and climatologists, among others—Taking Chances illuminates reactions to the dangers revealed by Sandy. Focusing on New Jersey, New York, and other hard-hit areas, the contributors explore whether Hurricane Sandy has indeed transformed our perceptions of coastal hazards, if we have made radically new plans in response to Sandy, and what we think should be done over the long run to improve coastal resilience. Surprisingly, one essay notes that while a large majority of New Jerseyans identified Sandy with climate change and favored carefully assessing the likelihood of damage from future storms before rebuilding the Shore, their political leaders quickly poured millions into reconstruction. Indeed, much here is disquieting. One contributor points out that investors scared off from further investments on the shore are quickly replaced by new investors, sustaining or increasing the overall human exposure to risk. Likewise, a study of the Gowanus Canal area of Brooklyn shows that, even after Sandy swamped the area with toxic flood waters, plans to convert abandoned industrial lots around the canal into high-density condominiums went on undeterred. By contrast, utilities, emergency officials, and others who routinely make long-term plans have changed operations in response to the storm, and provide examples of adaptation in the face of climate change. Will Sandy be a tipping point in coastal policy debates—or simply dismissed as a once-in-a-century anomaly? This thought-provoking collection of essays in Taking Chances makes an important contribution to this debate.
