A successful deterrent strategy is key and requires a balance between resolve and restraint, and this balance must be recognized and understood by our adversaries. So for our forceful actions to have their intended deterrent effect, they should be framed by a process of communication with our potential adversaries that establishes mutually recognized limits and rules about what we will and will not do. From early roots in the work of John von Neumann and John Nash, game theory developed as a general framework for analyzing systems of incentives that involve two or more rational actors. Applications of game theory have extended beyond the traditional scope of economics to include the design of auctions, incentives in organizations, analysis of political institutions, and problems of international relations. In game-theoretic analysis of international relations, the great seminal classic is Thomas Schelling's Strategy of Conflict (Harvard University Press, 1960). In particular, the vital importance of our strategic coordination with our adversaries, as well as with our friends, was shown by Schelling and is a fundamental point of this paper. Indeed, all arguments herein may be viewed as straightforward applications or extensions of Schelling's ideas.

That competition avoided World War III in part because during the 1950s, scholars like Henry Kissinger, Thomas Schelling, Herman Kahn, and Albert Wohlstetter analyzed the fundamental nature of nuclear deterrence. Decades of arms control negotiations reinforced these early notions of stability and created a mutual understanding that allowed U.S.-Soviet competition to proceed without armed conflict. The first half of the 21st century will be dominated by the relationship between the United States and China. That relationship is likely to contain elements of both cooperation and competition. Territorial disputes such as those over Taiwan and the South China Sea will be an important feature of this competition, but both are traditional disputes, and traditional solutions suggest themselves. A more difficult set of issues relates to U.S.-Chinese competition and cooperation in three domains in which real strategic harm can be inflicted in the current era: nuclear, space, and cyber. Just as a clearer understanding of the fundamental principles of nuclear deterrence maintained adequate stability during the Cold War, a clearer understanding of the characteristics of these three domains can provide the underpinnings of strategic stability between the United States and China in the decades ahead. That is what this book is about.

Book excerpt: Since the early 1960s, the U.S. strategic nuclear posture has been composed of a triad of nuclear-certified long-range bombers, intercontinental ballistic missiles, and submarine-launched ballistic missiles. Since the early 1970s, U.S. nuclear forces have been subject to strategic arms control agreements. The large numbers and diversified nature of the U.S. nonstrategic (tactical) nuclear forces, which cannot be ignored as part of the overall nuclear deterrent, have decreased substantially since the Cold War. While there is domestic consensus today on the need to maintain an effective deterrent, there is no consensus on precisely what that requires, especially in a changing geopolitical environment and with continued reductions in nuclear arms. This places a premium on having the best possible analytic tools, methods, and approaches for understanding how nuclear deterrence and assurance work, how they might fail, and how failure can be averted by U.S. nuclear forces. U.S. Air Force Strategic Deterrence Analytic Capabilities identifies the broad analytic issues and factors that must be considered in seeking nuclear deterrence of adversaries and assurance of allies in the 21st century. This report describes and assesses tools, methods - including behavioral science-based methods - and approaches for improving the understanding of how nuclear deterrence and assurance work or may fail in the 21st century and the extent to which such failures might be averted or mitigated by the proper choice of nuclear systems, technological capabilities, postures, and concepts of operation of American nuclear forces. The report recommends criteria and a framework for validating the tools, methods, and approaches and for identifying those most promising for Air Force usage.

It has been a convenient and comforting guide because it requires little detailed knowledge of an opponent’s unique decision-making process and yet typically provides confident generalizations about how deterrence works. The model tends to postulate common decision-making parameters across the globe to reach generalizations about how deterrence will function and the types of forces that will be "stabilizing" or "destabilizing." Yet a broad spectrum of unique factors can influence an opponent’s perceptions and his calculations, and these are not easily captured by the rational actor model. The absence of uniformity means there can be very few deterrence generalizations generated by the use of the rational actor model that are applicable to the entire range of opponents. Understanding Deterrence considers how factors such as psychology, history, religion, ideology, geography, political structure, culture, proliferation and geopolitics can shape a leadership’s decision-making process, in ways that are specific and unique to each opponent. Understanding Deterrence demonstrates how using a multidisciplinary approach to deterrence analysis can better identify and assess factors that influence an opponent’s decision-making process. This identification and assessment process can facilitate the tailoring of deterrence strategies to specific purposes and result in a higher likelihood of success than strategies guided by the generalizations about opponent decision-making typically contained in the rational actor model. Book excerpt: The United States, Barry R. Posen argues in Restraint, has grown incapable of moderating its ambitions in international politics. Since the collapse of Soviet power, it has pursued a grand strategy that he calls "liberal hegemony," one that Posen sees as unnecessary, counterproductive, costly, and wasteful. Written for policymakers and observers alike, Restraint explains precisely why this grand strategy works poorly and then provides a carefully designed alternative grand strategy and an associated military strategy and force structure. In contrast to the failures and unexpected problems that have stemmed from America’s consistent overreaching, Posen makes an urgent argument for restraint in the future use of U.S. military strength. After setting out the political implications of restraint as a guiding principle, Posen sketches the appropriate military forces and posture that would support such a strategy. He works with a deliberately constrained notion of grand strategy and, even more important, of national security (which he defines as including sovereignty, territorial integrity, power position, and safety). His alternative for military strategy, which Posen calls "command of the commons," focuses on protecting U.S. global access through naval, air, and space power, while freeing the United States from most of the relationships that require the permanent stationing of U.S. forces overseas.

Why do nations faced with the prospect of large-scale conventional war opt for or against an offensive strategy? John J. Mearsheimer examines a number of crises that led to major conventional wars to explain why deterrence failed. He focuses first on Allied and German decision making in the years 1939–1940, analyzing why the Allies did not strike first against Germany after declaring war and, conversely, why the Germans did attack the West. Turning to the Middle East, he examines the differences in Israeli and Egyptian strategic doctrines prior to the start of the major conventional conflicts in that region. Mearsheimer then critically assays the relative strengths and weaknesses of NATO and the Warsaw Pact to determine the prospects for conventional deterrence in any future crisis. He is also concerned with examining such relatively technical issues as the impact of precision-guided munitions (PGM) on conventional deterrence and the debate over maneuver versus attrition warfare.Mearsheimer pays considerable attention to questions of military strategy and tactics. Challenging the claim that conventional detrrence is largely a function of the numerical balance of forces, he also takes issue with the school of thought that ascribes deterrence failures to the dominance of "offensive" weaponry. Unlike the Cold War, this mutual restraint regime may not take the form of binding treaties. But patterns of understanding and restraint may be enough to maintain stability."
