This book is premised on the idea that polycentric governance, developed by Vincent and Elinor Ostrom, is a fruitful place to start for addressing this challenge. Assessing the presence of, and potential for, polycentric governance within the EU means approaching established principles and practices from a new perspective. While the debate on these issues is rich, longstanding and interdisciplinary, it has proven difficult to sidestep the 'renationalisation/federalisation' dichotomy. The aim of this volume is not to reject the EU's institutional structure but provide a different benchmark for the assessment of its functioning. Polycentric theory highlights the importance of multilevel horizontal relationships within the EU - between states, but also between many sub-state actors, all the way down to individuals. This helps us answer the question: how do we achieve self-governance in an interdependent world?

Book excerpt: This aim of this book is to look at the dominant representation that at present underpin the issues of territorial organisation and planning in Europe. Cities and networks are often envisaged as inevitably driving territorial development. However, the conceptualisation of European territorial integration has often been reduced to two conventional models: the centre-periphery model and the hierarchical model of urban networks. Limiting territorial integration to these two schema means that integration is limited. Today, reference to polycentric territorial development has to some extent changed the picture. Rather than being viewed in a polarised, pyramidal manner, spatial dynamics are being read in terms of interconnection and reticulation. In addition, reflection on the subject of polycentric territorial strategies has encouraged politicians and spatial planners to include the principle of "territorial cohesion" in the priorities of European public policies. From considerations which associate conceptual approaches and analytical studies, this book makes it possible to understand in what manner polycentrism, viewed as an alternative to metropolisation, could sow the seeds for new readings, at various scales, of the organisation of European territory. The main challenge of this book is to explain why it is worthwhile revisiting some rather too static representations of territorial systems in Europe. The aim is to promote the emergence and the consolidation of new, critical ways of looking at the issues of territorial dynamics.

Book excerpt: The autonomy granted to local communities (such as towns, municipalities, and city-states) by larger, central powers (such as empires, kings, lords, and central states) is a recurrent feature of European history over time, from Antiquity to the contemporary period. This volume explores the political, social, and cultural aspects of this feature in a diachronic and comparative perspective, from the Roman Empire to today's city partnerships. To this end, it uses the concept of polycentric governance. Originally developed by political economist Vincent Ostrom in the 1960s and then expanded by the 2009 winner of the Nobel Prize in Economics, political scientist Elinor Ostrom, this concept characterises the interdependent system of relations between different actors involved in a process and, for that reason, it is frequently used in policy studies. This volume applies the concept of polycentric governance to historical studies as a heuristic device to analyse the multilayer systems into which cities were integrated at various points in European history, as well as the implications of the coexistence of different political structures. Fourteen chapters examine the structures, the dynamics, and the discourse of polycentric governance through various case studies from the Roman Empire, from medieval towns, from early modern Europe, and from contemporary cities. The volume suggests that for extended periods of time throughout European history, polycentric governance has played a pivotal role in the organisation and distribution of political power.

But what caused good institutions? Scholars once pointed to the polycentric governance structures of medieval Europe, but this explanation has been replaced by arguments favoring state capacity. Here we revitalize the 'polycentric Europe' hypothesis and argue it is a complement to state capacity explanations. We develop a new institutional theory, based on political property rights and what we call polycentric sovereignty, which explains how the medieval patrimony resulted in the requisite background conditions for good governance, and hence widespread social wealth creation.

Book excerpt: The thesis analyze how the polycentric development concept has been interpreted in national spatial plans in Europe. The thesis also pose the question whether the national spatial plans will contribute towards a polycentric development on a European level. The findings presented in the thesis suggest that even though the national spatial plans have been inspired by the ESDP and the aim of developing a polycentric development the interpretation of polycentrism on the national level seem to be contradictory to the policy aim at the European level. Also, the Swedish planning experience of the 1960/70s highlights the difficult task of prioritising the development in some cities at the expense of others. Thus, it is concluded that even if the spatial plans are better coordinated so that they contribute towards a common spatial vision it is still highly doubtful that they will be able to deliver on their objective to create a more balanced urban system.

Book excerpt: Metropolitan areas concentrate the main share of population, production and consumption in OECD countries. They are likely to be one of the most important units for economic, social and environmental analysis as well as for the development of policy strategies. However, one of the main problems that occur when adopting metropolitan areas as units of analysis and policy in European countries is the absence of widely accepted standards for identifying them. This severe problem hinders comparative research between European countries using metropolitan areas as units of analysis. In this text we defend the necessity of a methodology to identify metropolitan areas in Europe. This methodology should fulfil three requisites: first, to be useful for analysis and planning, which requires to represent in a realistic way economic, social and environmental phenomena; second, to be applicable to all the European countries; and third, to be flexible enough to deal with the existence of different administrative and territorial structures across countries as well as to take into account that many metropolitan areas, particularly the largest ones, are polycentric. The aim of this paper is to identify metropolitan areas in Spain and Italy using similar methodologies and to evaluate their application to other European countries. The results allow comparing the metropolitan realities of these countries as well as providing the metropolitan units that can be used in subsequent comparative researches. Two methodologies are proposed: the Cheshire-GEMACA methodology (FUR) and an iterative version of the USA-MSA algorithm, particularly adapted to deal with polycentric metropolitan areas. Both methods show a good approximation to the metropolitan reality and produce very similar results: 75 FUR and 67 DMA in Spain (75% of total population and employment), and 81 FUR and 86 DMA in Italy (70% of total population and employment).
