Book excerpt: Strengthening agricultural producer organizations (POs) and cooperatives has been recognized as a key way forward to support farmers in the West Bank and Gaza Strip (WBGS) and, in turn, promote food security, income generation and private sector development. [Author] Agriculture in the WBGS is characterized by smallholdings; there are just over 110 000 of these, and 90 percent are classified as small or medium-sized. [Author] the annual report on states that have limited or absent governance capability and are vulnerable to conflict or collapse. [Author] Yet, few would deny the extreme fragility of the WBGS given the conflict situation, a deadlocked political process and failing state and institutional performance. [Author] Access restrictions to natural resources, movement restrictions affecting goods and people, a longstanding economic food-access crisis, high unemployment rates, the breakdown of livelihoods, the COVID-19 pandemic and insufficient institutional capacity to respond have all negatively impacted the lives of the population. [Author] The key challenge is therefore how to increase the effectiveness of support for POs in an environment where citizens do not suffer only from poverty, economic exclusion and inequality but experience high levels of repeated or cyclical violence amidst weak support institutions and poor governance capability. Available in PDF, EPUB and Kindle. Book excerpt: The West Bank and Gaza Strip, occupied by Israel since 1967, have stagnated in the number employed (some 17,000) in domestic industry for 20 years and in the percentage contribution (8.5 per cent) to the gross domestic product. Their 4,000 establishments are mostly workshops employing on average just over four workers. Food and textiles are the dominant industries and there is much sub-contracting for Israeli firms. Some 90 per cent of industrial imports come from or through Israel and some 70 per cent of their industrial exports go to Israel, with the remainder going to or through Jordan. There are many barriers to the development of industry in the occupied territories but they overwhelmingly have their origin in the occupation itself and to a lesser degree result from difficulties made by Jordan. The Military Government runs the territories to ensure not only military security but also Israel's "economic security." Three alternative economic scenarios are projected to 1997 based on three possible futures facing the territories: (a) a conservative scenario based on continuing the occupation in its present form (status quo); (b) a reformist scenario in which both Israel and Jordan liberalize their policies within the framework of continued occupation; and (c) a radical scenario in which Israel leaves the territories in return for peace, and a separate Palestinian entity is established. In terms of industrial development the conservative scenario would yield minimal results, the reformist scenario some minor improvements in the "quality of life," and the radical scenario would result in rapid industrial development and settlement of returning refugees.

Book Synopsis Developing the Occupied Territories: Agriculture by :
Download or read book Developing the Occupied Territories: Agriculture written by and published by World Bank Publications. This book was released on 1993-01-01 with total page 122 pages. Available in PDF, EPUB and Kindle. Book excerpt: The economy of the Occupied Territories (OT) is currently in turmoil. Income levels have stagnated over the past decade; unemployment and underemployment are rising rapidly; public infrastructure and social services are grossly overstretched; and the fragile natural resource base is threatened with irreversible damage. This study aims to assess prospects for sustainable development in the OT, as well as outline a priority agenda of policy reforms, institutional development and investments needed to promote such growth. The report is in six volumes. Volume I provides a summary overview of the key findings and recommendations of the study. After commenting selectively on the current socioeconomic situation in the OT and its evolution over time, it discusses prospects for sustainable development in the future and outlines the priority agenda of policies and programs needed to promote such development. Volume II explores the strategic choices at the macro level that will be faced by the OT in the future and the implications for economic relations between the OT and the rest of the region. The study looks at the current situation and its evolution over the past 25 years. The study then examines several policy choices for the future affecting the structure of development in the OT. Finally, it outlines some illustrative scenarios for the future, focussing on the consequences of current developments in the region. Volume III reviews the performance of the private sector (including, in particular, the industry and tourism sectors) in the OT. The study assesses the environment in which the private sector operates and its future prospects and makes recommendations for accelerating private sector development in the future. Volume IV reviews the evolution and structure of the agricultural sector in the OT; analyzes its current characteristics; assesses OT competitiveness in the immediate and longer term; outlines the main policy options and their implications; and provides a preliminary assessment of sectoral financial and technical assistance (TA) needs. Volume V assesses the current situation in the infrastructure sectors (electricity, water supply and sanitation, transport, housing and solid waste services) in the OT; identifies the major issues confronting these sectors; and outlines priorities for TA and investment needs. As local authorities are major institutions in the delivery of public services in these sectors, the study also includes a review of their current situation and makes recommendations for improving the functioning of municipalities. Volume VI reviews the current status as regards human resource development; analyzes options for enhancing individual welfare and labor productivity in the OT; and outlines investment and TA priorities for strengthening existing programs and for laying the foundation for later reforms.

This book was released on 2002 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The USAID West Bank/Gaza Mission requested studies of the effects of the intifada in the Palestinian Territories on the health infrastructure, particularly nutritional problems. Researchers from the Johns Hopkins University School of Public Health, subcontracted by CARE International's Emergency Medical Assistance Program, designed a nutritional assessment consisting of a household survey, a market survey, and a clinic survey to assess the causes of malnutrition and anemia. Al Quds University and the Global Management Consulting Group partnered with Johns Hopkins in the design and execution of the research. A household sentinel surveillance system was initiated to measure humanitarian health indicators including food security. This report presents the preliminary findings of the completed household and market surveys. They indicate a humanitarian emergency situation regarding acute malnutrition in the Palestinian Territories, particularly the Gaza Strip.

Book Synopsis Development Under Adversity by : Ishac Diwan
Download or read book Development Under Adversity written by Ishac Diwan and published by World Bank Publications. This book was released on 1999-01-01 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: "War, border closures, violence, and unemployment have hampered the Palestinian economy for over a decade. Despite these obstacles and setbacks, the future outlook is optimistic." Based on the research of the Palestine Economic Policy Research Institute (MAS), the World Bank, and other organizations, 'Development Under Adversity' reviews the development of the Palestinian economy since the 1993 Declaration of Principles. The Palestinian economy has enormous potential. Its general development indicators, including life expectancy, literacy, and child mortality rates, are among the best in the Middle East and North Africa. The book identifies the conditions under which the Palestinian economy can grow. They include trade channels that reduce the economy's reliance on Israel; the creation of a more efficient civil service; more investment-oriented public expenditure; and more resourceful support from NGOs in the delivery of health, education, welfare, and infrastructure services. 'Development Under Adversity' provides historical background, an objective examination of recent economic and political developments, and a comprehensive analysis of the contribution that the donor community can make toward alleviating poverty. Throughout its analysis, the book focuses on the human consequences of economic uncertainty. It studies the social and household costs of border closures, and includes complete chapters about the education and health sectors. The result is a book that will be relevant to a wide range of institutional and private lenders, as well as to anyone with a general interest in the well-being and future of the Palestinian economy.
