Book excerpt: This paper combines pre-pandemic face-to-face survey data with follow up phone surveys collected in April-May 2020 to quantify the overall and differential impacts of COVID-19 on household food security, labor market participation and local food prices in Nigeria. We exploit spatial variation in exposure to COVID-19 related infections and lockdown measures along with temporal differences in our outcomes of interest using a difference-in-difference approach. We find that those households exposed to higher COVID-19 cases or mobility lockdowns experience a significant increase in measures of food insecurity. Examining possible transmission channels for this effect, we find that COVID-19 significantly reduces labor market participation and increases food prices. We find that impacts differ by economic activities and households. For instance, lockdown measures increased households' experience of food insecurity by 12 percentage points and reduced the probability of participation in non-farm business activities by 13 percentage points. These lockdown measures have smaller impacts on wage-related activities and farming activities. In terms of food security, households relying on non-farm businesses, poorer households, those with school-aged children, and those living in remote and conflicted-affected zones have experienced relatively larger deteriorations in food insecurity. These findings can help inform immediate and medium-term policy responses, including social protection policies aiming at ameliorating the impacts of the pandemic, as well as guide targeting strategies of governments and international donor agencies by identifying the most impacted sub-populations.

Book excerpt: We assess the impact of Ethiopia’s flagship social protection program, the Productive Safety Net Program (PSNP) on the adverse impacts of the COVID-19 pandemic on food and nutrition security of households, mothers, and children. We use both pre-pandemic in-person household survey data and a post-pandemic phone survey. Two thirds of our respondents reported that their incomes had fallen after the pandemic began and almost half reported that their ability to satisfy their food needs had worsened. Employing a household fixed effects difference-in-difference approach, we find that the household food insecurity increased by 11.7 percentage points and the size of the food gap by 0.47 months in the aftermath of the onset of the pandemic. Participation in the PSNP offsets virtually all of this adverse change; the likelihood of becoming food insecure increased by only 2.4 percentage points for PSNP households and the duration of the food gap increased by only 0.13 months. The protective role of PSNP is greater for poorer households and those living in remote areas. Results are robust to definitions of PSNP participation, different estimators and how we account for the non-randomness of mobile phone ownership. PSNP households were less likely to reduce expenditures on health and education by 7.7 percentage points and were less likely to reduce expenditures on agricultural inputs by 13 percentage points. By contrast, mothers’ and children’s diets changed little, despite some changes in the composition of diets with consumption of animal source foods declining significantly.

As a result of few COVID-19 cases, a relatively short-lived lockdown, and economic momentum prior to COVID-19, Myanmar is one of the few developing countries that the World Bank (2020) forecasts will not go into recession in 2020 – a very modest expansion of just 0.87 percent is forecast. A Social Accounting Matrix multiplier analysis by IFPRI projected a 0.50 percent expansion under a fast economic recovery scenario, but a 2.00 percent contraction under a slow economic recovery scenario (Diao et al., 2020). The IFPRI study projects massive declines in GDP across a range of sectors during lockdown periods, including large increases in unemployment (5 million during the lockdown period) and declines in household income of 20 to 30 percent for April to June, albeit with fast recovery thereafter.

In particular, newly accessible data enabled the revision of the entire series of undernourishment estimates for China back to 2000, resulting in a substantial downward shift of the series of the number of undernourished in the world. Nevertheless, the revision confirms the trend reported in past editions: the number of people affected by hunger globally has been slowly on the rise since 2014. The report also shows that the burden of malnutrition in all its forms continues to be a challenge. There has been some progress for child stunting, low birthweight and exclusive breastfeeding, but at a pace that is still too slow. Childhood overweight is not improving and adult obesity is on the rise in all regions. The report complements the usual assessment of food security and nutrition with projections of what the world may look like in 2030, if trends of the last decade continue. Projections show that the world is not on track to achieve Zero Hunger by 2030 and, despite some progress, most indicators are also not on track to meet global nutrition targets. The food security and nutritional status of the most vulnerable population groups is likely to deteriorate further due to the health and socio economic impacts of the COVID-19 pandemic. The report puts a spotlight on diet quality as a critical link between food security and nutrition. Meeting SDG 2 targets will only be possible if people have enough food to eat and if what they are eating is nutritious and affordable. The report also introduces new analysis of the cost and affordability of healthy diets around the world, by region and in different development contexts. It presents valuations of the health and climate-change costs associated with current food consumption patterns, as well as the potential cost savings if food consumption patterns were to shift towards healthy diets that include sustainability considerations. The report then concludes with a discussion of the policies and strategies to transform food systems to ensure affordable healthy diets, as part of the required efforts to end both hunger and all forms of malnutrition.

This was likely driven by income losses and difficulties accessing food because of shop closures. • By January 2021, the proportion of moderately or severely food insecure households had largely returned to pre-pandemic levels. The September-October 2021 survey showed no meaningful further change in the prevalence of moderate or severe food insecurity despite the strict national lockdown imposed in July-August 2021. • A different picture emerges when we include the prevalence of mild food insecurity. The proportion of households reporting any food insecurity (mild, moderate or severe) increased from the pre-pandemic average of 45.7 percent to 87.8 percent in June 2020, before declining to 70.9 percent in January 2021 and 68 percent in September-October 2021. Dimensions of food insecurity that include consuming less diverse diets, being unable to eat healthy/nutritious food, and above all, being worried about not having enough food increased dramatically at the start of the pandemic and have remained elevated. • Pre-pandemic, the majority of rural households in our sample were fully food secure; 18 months after the onset of the pandemic only 32 percent report no forms of food insecurity. • In the immediate months after the outbreak (June 2020), many rural households coped by reducing expenditures on non-food goods, electricity and other utilities, and health-related items. The use of these forms of coping mechanisms has subsequently declined. However, the proportion of rural households that purchased food on credit (69 percent in June 2020) has barely changed and in all surveys fielded since the start of the pandemic, more than half of surveyed households have borrowed money to buy food. The continued use of savings and the ongoing use of credit to purchase food is consistent with the elevated levels of worry about not having enough food. • A substantial share of rural households reported receiving cash or in-kind safety net support during the pandemic, mostly from government sources. • Continued and expanded support from safety nets may be important, as many rural households face ongoing food insecurity and are using unsustainable coping strategies.

Book excerpt: The United States Department of Agriculture's most recent food insecurity data indicated that 37.2 million Americans were food insecure, meaning they did not have access to enough food to lead happy and healthy lives. Food insecurity is linked to a plethora of health issues including diabetes, hypertension, hyperlipidemia, asthma, poor mental health, birth defects, and impaired cognitive development in children. Like many public health challenges, there are severe racial disparities. White Americans experience food insecurity at a rate of 8.1%, while Black Americans and Latinx Americans experience it at rates of 21.2% and 16.2%, respectively. The COVID-19 pandemic has devastated the U.S. economy with over 44 million Americans filing for unemployment by mid-June 2020. This economic devastation is expected to force an additional 17.1 million Americans into food insecurity. Federal and state governments are adapting key food security programs and implementing new interventions to meet these challenges. This Chapter will examine how the Supplemental Nutrition Assistance Program (SNAP), the nation's largest nutrition program, is being leveraged during the pandemic. While key adaptations are being made to increase the effectiveness of these programs, additional measures are needed to protect vulnerable Americans during the pandemic. This Chapter's recommendations include, but are not limited to: increasing the maximum SNAP allotment; withdrawing or repealing regulations that limit access to SNAP; repealing the national ban that prohibits individuals with drug felonies from accessing SNAP; making online SNAP utilization available in all states; and providing for the delivery of online SNAP orders with no additional cost to the beneficiary.This paper was prepared as part of Assessing Legal Responses to COVID-19, a comprehensive report published by Public Health Law Watch in partnership with the de Beaumont Foundation and the American Public Health Association.

We undertake a systematic review of the growing microeconomic literature on the association between COVID-19 and food (in)security in Africa, discussing its implications for food policy and research. In doing so, we highlight some of the methodological weaknesses in answering policy-relevant questions on the causal link between COVID-19 and food insecurity. We also review the various coping strategies households are using to build resilience to COVID-19 and explore the role of social protection and other tools in mitigating some of the negative effects of COVID-19. This review provides evidence that COVID-19 is associated with food insecurity both ex-ante and ex-durante. There are many attempts to suggest this relationship may be causal with some robust methods in some contexts, but data limitations prevail which constrains causal learning. We also find evidence that income losses, loss of employment, and heightened food prices may be mediating the relationship between COVID-19 and food insecurity. Going further, we additionally review the mitigating role of social protection and remittances in reducing the negative effects of COVID-19 on food insecurity. Relatedly, we also show evidence that households are using various coping strategies such as food rationing and dietary change to cushion themselves against the COVID-19 shock but most of these measures remain adversely correlated with food insecurity. We end with a discussion on some potential interesting areas where future efforts can be geared to improve learning on the relationship between COVID-19, food insecurity, and building resilience to shocks.

Wide-ranging environmental phenomena—including climate change, extreme weather events, and soil and water availability—combine with such socioeconomic factors as food policies, dietary preferences, and market forces to affect agriculture and food production systems on local, national, and global scales. The increasing simplification of food systems, the continuing decline of plant species, and the ongoing spread of pests and disease threaten biodiversity in agriculture as well as the sustainability of food resources. Complicating the situation further, the multiple systems involved—cultural, economic, environmental, institutional, and technological—are driven by human decision making, which is inevitably informed by diverse knowledge systems. The interactions and linkages that emerge necessitate an integrated assessment if we are to make progress toward sustainable agriculture and food systems. This volume in the Strüngmann Forum Reports series offers insights into the challenges faced in agrobiodiversity and sustainability and proposes an integrative framework to guide future research, scholarship, policy, and practice. Book excerpt: The purpose of this study was to investigate the impact of COVID-19 on food insecurity among undergraduate, graduate, and professional students enrolled at postsecondary institutions in the United States. The research objectives are to systematically review peer-reviewed and grey literature with the following goals: (1) to explore the impact of the COVID-19 pandemic on food insecurity among college students at a 2-year and 4-year institutions in the United States: (2) to compare the rate of food insecurity among college students at 2-year and 4-year institutions in the United States before and during the COVID-19 pandemic; and (3) to identity strategies to improve student hunger in higher education during distance learning during the COVID-19 pandemic. A systematic review was conducted in accordance with Preferred Reporting Items for Systematic Review and Meta-Analysis statement (PRISMA) protocols using PubMed, ScienceDirect (Elsevier), MEDLINE, Wiley Online Library, JSTOR, Google Scholar, other related articles, and grey literature. Researcher found that changes in employment and food environment were predictors of worsened food security status among college students during the COVID-19 pandemic. Further research is needed to determine the long-term impact and prevalence of the COVID-19 pandemic on food insecurity among college students in the United States.
