The conference was devoted to the development of European food policies, principally in the nineteenth and twentieth centuries. Several of the papers illustrate the significance of philanthropy in the initiation of food policies, others illustrate the voluntary initiatives for the feeding of poor schoolchildren in The Netherlands and England. Another paper demonstrates the ways in which scientists began to be incorporated into some sectors of the British food industry between 1870 and 1940, especially into some of the newer consumer industries where quality control was particularly important. Several papers are concerned with the introduction of new foods, illustrating how, in general, food habits are remarkably conservative and resistant to change; others illustrate the administrative difficulties of establishing rationing systems in the First World War.

Food security has also been directly associated with hunger, poverty and humanitarian aspects. Although agriculture and fisheries are fundamental and essential components of the food system, it is misguided to address the future of food security without looking at the system's many other determinants. The time has come to overcome this conventional approach and to look systemically at food security and its complex nature. The JRC Foresight on Global Food Security 2030 brought together a group of experts and stakeholders to develop a vision for food security in 2030. This vision was then challenged in a test of resilience to unexpected occurrences and/or underestimated trends. The entire process was designed to establish a structured and inclusive discussion that could be useful for guiding future EU policies. This report shows that it is essential for Europe to move towards an integrated examination of a much broader landscape. By 2030 and beyond, food security will increasingly be considered as securing food supply in response to changing and growing global demand. Food security is not only a global and systemic challenge, but also an opportunity for the EU to play a role in innovation, trade, health, wealth generation and geopolitics. Better coordination and coherence at EU level are necessary in order to move from a food-security to a food-systems approach. This report calls for an evolution of present-day policies on food security and beyond into a Common Food Systems Policy in which both the systemic and global dimensions of food security are fully incorporated.

The EFSA does, however, clearly establish food law as an autonomous branch of EU law. The current structure of the global food system is increasingly recognized as unsustainable. In addition to the environmental impacts of agricultural production, unequal patterns of food access and availability are contributing to non-communicable diseases in middle- and high-income countries and inadequate caloric intake and dietary diversity among the world's poorest. To this end, there have been a growing number of academic and policy initiatives aimed at advancing food system transformation, including the 2021 UN Food Systems Summit, the Sustainable Development Goals (SDGs), and several UN Climate conferences. Yet, the policy pathways for achieving a transformed food system are highly contested, and the enabling conditions for implementation are frequently absent. Furthermore, a broad range of polarizing factors affect decisions over the food system at domestic and international levels - from debates over values and (mis)information, to concerns over food self-sufficiency, corporate influence, and human rights. This volume explicitly analyses the political economy dynamics of food system transformation with contributors who span several disciplines, including economics, ecology, geography, nutrition, political science, and public policy. The chapters collectively address the range of interests, institutions, and power in the food system, the diversity of coalitions that form around food policy issues and the tactics they employ, the ways in which policies can be designed and sequenced to overcome opposition to reform, and processes of policy adaptation and learning.
