Book excerpt: The National Infrastructure Protection Plan (NIPP) provides the unifying structure for the integration of critical infrastructure and key resources (CIKR) protection efforts into a single national program. The NIPP provides an overall framework for integrating CIKR protection and resiliency programs, strategies, and activities. It identifies the need for a Sector-Specific Plan (SSP) for each of the sectors, which are strategically based by design - the intention of the SSPs is to complement the response-based National Response Framework. The SSPs describe the application of the overall risk management framework for each of the 18 critical infrastructure sectors.

Available in PDF, EPUB and Kindle. Book excerpt: Recent outbreaks of illnesses traced to contaminated sprouts and lettuce illustrate the holes that exist in the system for monitoring problems and preventing foodborne diseases. Although it is not solely responsible for ensuring the safety of the nation's food supply, the U.S. Food and Drug Administration (FDA) oversees monitoring and intervention for 80 percent of the food supply. The U.S. Food and Drug Administration's abilities to discover potential threats to food safety and prevent outbreaks of foodborne illness are hampered by impediments to efficient use of its limited resources and a piecemeal approach to gathering and using information on risks. Enhancing Food Safety: The Role of the Food and Drug Administration, a new book from the Institute of Medicine and the National Research Council, responds to a congressional request for recommendations on how to close gaps in FDA's food safety systems. Enhancing Food Safety begins with a brief review of the Food Protection Plan (FPP), FDA's food safety philosophy developed in 2007. The lack of sufficient detail and specific strategies in the FPP renders it ineffectual. The book stresses the need for FPP to evolve and be supported by the type of strategic planning described in these pages. It also explores the development and implementation of a stronger, more effective food safety system built on a risk-based approach to food safety management. Conclusions and recommendations include adopting a risk-based decision-making approach to food safety; creating a data surveillance and research infrastructure; integrating federal, state, and local government food safety programs; enhancing efficiency of inspections; and more. Although food safety is the responsibility of everyone, from producers to consumers, the FDA and other regulatory agencies have an essential role. In many instances, the FDA must carry out this responsibility against a backdrop of multiple stakeholder interests, inadequate resources, and competing priorities. Of interest to the food production industry, consumer advocacy groups, health care professionals, and others, Enhancing Food Safety provides the FDA and Congress with a course of action that will enable the agency to become more efficient and effective in carrying out its food safety mission in a rapidly changing world.

Available in PDF, EPUB and Kindle. Book excerpt: This work is a historical, multidisciplinary explanation of the complexities of the food system in the United States and around the world, spanning the beginning of the modern era to today's globalized, interconnected market. A revolution in food supply and trade has been ongoing for decades, although most American consumers have been unaware of these changes—after all, to the end buyer, the food seems the same at the supermarket. But today, a large percentage of our food and agricultural products are imported to our country, and the U.S. Department of Homeland Security has designated Food and Agriculture as a "Critical Infrastructure and Key Resources Sector." Cross-border cooperation is essential, given the volume of trade, the nature of testing required, and the importance of ensuring the safety of these products. This book examines our food system in its entirety, discusses threats to food and agriculture security in America and abroad, and covers trade policy issues and U.S.-specific regulations affecting the food supply chain security. Emerging models of cross-border cooperation in Food and Agriculture Security are also described.

Book excerpt: A compelling overview of systems and strategies implemented to safeguard U.S. resources from a plethora of threats, the vulnerabilities and security gaps in these infrastructure systems, and options to enable the future security of the homeland. Since the first edition of this book was published in 2009, significant changes have occurred in the security landscape, both domestically and internationally. This second edition is thoroughly updated to reflect those changes, offering a complete review of the various security and resilience measures currently in place and potential strategies to safeguard life and property within the U.S. homeland. As noted in the U.S. Department of Homeland Security's National Preparedness Goal, the mission area of protection is vital to the homeland in its focus on actions to protect people, vital interests, and our nation's way of life. With that in mind, this book discusses strategies such as risk analysis and assessment, information sharing, and continuity planning. The authors focus on relevant and timely threats and hazards facing specific infrastructure components including, but not limited to, agriculture and food, banking and finance, water, energy, telecommunications, and transportation. The dynamic posture of critical infrastructure security and resilience (CISR) underscores the importance of an integrated, layered all-hazards approach. In describing this approach, the book includes new chapters on planning and guidance, public and private partnerships, cyber issues and threats, and careers in infrastructure protection. Additions such as discussion questions, learning objectives, and fundamental concepts for each chapter provide additional direction for instructors and students alike.

Available in PDF, EPUB and Kindle. Book excerpt: In this introductory volume, readers will learn about the vital role that the various Critical Infrastructure (CI) sectors play in America, in the context of homeland security. The protection, maintenance, and monitoring of these interdependent CI assets is a shared responsibility of governments, private sector owner/operators, first responders, and all those involved in homeland security and emergency management. As this foundational learning resource demonstrates, rapidly advancing technologies combined with exponential growth in demand on the aging infrastructure of America’s power grid is setting the stage for a potentially catastrophic collapse that would paralyze each and every facet of civilian life and military operations. This meticulously researched primer will guide readers through the known world of power failures and cyber-attacks to the emerging threat from a High-altitude Electromagnetic Pulse (HEMP). A HEMP would cause cascading failures in the power grid, communications, water treatment facilities, oil refineries, pipelines, banking, supply chain management, food production, air traffic control, and all forms of transportation. Each chapter in America’s Greatest Existential Threat (Vol. 1) begins with learning objectives and ends with a series of review questions to assess take-up of the chapter material. Similarly, subsequent volumes will explore HEMP and emerging issues in closer detail with current research and analysis now in development.
