La Loi sur l'eau (1992) et la Directive cadre Européenne sur l'Eau (DCE) (200) ont renforcé l'intérêt des Agences de l'eau pour les zones humides à l'échelle des grands bassins versants. L'objectif de nos recherches, menées à la demande de l' Agence de l'eau Seine-Normandie, est de concevoir des indicateurs de suivi de l'évolution du fonctionnement hydrologique des zones humides de ce bassin afin d'optimiser les interventions visant à les préserver et à les reconquérir. L'originalité de la démarche, d'ordre méthodologique, tient à l'hypothèse de départ : la rareté des données purement hydrologiques peut être compensée par l'intégration et l'interprétation d'informations hétérogènes, quantitatives et qualitatives, provenant de diverses disciplines et sources. Nous avons recensé, analysé et exploité les connaissances historiques, géomorphologiques, hydrologiques, écologiques, et socio-économiques relatives à trois zones humides, les Marais de Saint-Gond (Marne), le secteur de La Bassée (Ile-de-France) et le Marais Vernier (Eure), et conforté certains points par les informations issues d'un examen partiel du Lac du Der. La procédure consiste, pour chaque site, à identifier les paramètres clés du bilan hydrologique, à inventorier et à interpréter les données disponibles pour établir un diagnostic des impacts environnementaux liés à un excès ou à un déficit hydrique et à repérer les politiques à l'origine des changements observés et à venir. La méthode comprend le traitement de données acquises (bibliographie, bases de données), complété par des entretiens avec des experts ou des acteurs impliqués dans la gestion des sites. L'agrégation d'informations hétérogènes d'un point de vue contextuel, spatial et temporel permet de reconstituer l'évolution de ces zones humides, de dégager les tendances à venir et de structurer leur suivi à moyen terme. Il est possible par cette méthode de caractériser le bilan et le régime hydrologique, étape indispensable à leur suivi. Cette approche permet également d'estimer la vulnérabilité des sites vis-à-vis de l'hydrologie et de mettre à la disposition des gestionnaires un référentiel méthodologique utilisable en l'absence de données précises. Dans une optique prospective, les enjeux liés au suivi et à l'évaluation du fonctionnement hydrologique des zones humides sont situés par rapport à l'application de la DCE, de ses attendus à l'horizon 2015, et de la nécessité d'innover en matière d'articulation avec les politiques éditoriales

In a sense the interest in fundamentals of unsaturated flow in this ARW was not just for the sake of knowledge but also and primarily for the sake of action.
