O en las políticas de subvenciones a clubes federados que, en demasiados casos, han excluido a otras entidades deportivas o del ámbito civil que promueven un deporte no competitivo, para todos. El ordenamiento jurídico sectorial del deporte ha conformado un sistema de fomento del deporte federado buscando la eficacia de la acción pública, dando apoyo y vertebrando un deporte implantado en todo el mundo. En la eficacia de esta acción, a pesar de no tener competencias, los Ayuntamientos han sido básicos, ya que son los propietarios de las instalaciones deportivas, recurso imprescindible para su desarrollo. Por otro lado, la sociedad actual está demandando un deporte alternativo, de carácter social, vinculado a la salud, la educación, la naturaleza, la participación, un deporte para todos y todas (igualitario), cuyo fomento acerca a las Administraciones locales hacia su natural competencia de fomento del deporte. El reto de futuro de los Ayuntamientos consistirá en aprovechar la estructura deportiva generada durante tantos años, intentando reconvertirla para que dé cabida a las nuevas demandas deportivas. Las entidades deportivas (competitivas o no) pueden ser, en estos momentos, las que dinamicen un deporte diversificado y plural, que mantengan el desarrollo del deporte de competición pero que también promuevan un deporte de carácter más social en consonancia con los objetivos públicos. Los autores, Julián Hontangas, Juan A. Mestre y Francisco Orts, son reconocidos expertos en Derecho y gestión deportiva, ámbito éste en el que han desarrollado una extraordinaria labor profesional, docente e investigadora, que se ha traducido en varios libros, algunos de los cuales están publicados en esta misma colección.

Seeking to shape the next generation and generate popular support for colonial rule, U.S. officials looked to education as a key venue for promoting the benefits of Americanization. At the same time, public schools became a site where Puerto Rican teachers, parents, and students could formulate and advance their own projects for building citizenship. In Negotiating Empire, Solsiree del Moral demonstrates how these colonial intermediaries aimed for regeneration and progress through education. Rather than seeing U.S. empire in Puerto Rico during this period as a contest between two sharply polarized groups, del Moral views their interaction as a process of negotiation. Although educators and families rejected some tenets of Americanization, such as English-language instruction, they also redefined and appropriated others to their benefit to increase literacy and skills required for better occupations and social mobility. Pushing their citizenship-building vision through the schools, Puerto Ricans negotiated a different school project—one that was reformist yet radical, modern yet traditional, colonial yet nationalist.
