Book excerpt: A central question in the debate on justice in immigration is whether immigrants have a right to stay; this book argues that liberal-democratic receiving states should also grant migrants a right not to stay. This claim runs against the presumption that migrants always desire to move on a permanent basis and intend to forge a completely new life in the country of destination. From this perspective, temporary migration is always a second-best option for migrants, engendered by the closed and often punitive migration policies of receiving countries. This book's innovative focus on the right not to stay is prompted instead by the realization that increasing numbers of migrants throughout the world conceive and plan their migratory experience as circumscribed in time and instrumental to goals and projects that they will pursue once back in their country of origin. These temporary migration projects are worthy of being accommodated by the receiving states as much as the migratory plans of those who resolve or aim to immigrate on a permanent basis. Accommodating them entails setting up the appropriate welfare measures and programs in the host country and, through bi-lateral agreements, in the country of return. This is especially important in view of the fact that very often the migrants who engage in temporary migration projects find themselves in a condition of high vulnerability and risk. The "right not to stay" advocated in this book is a positive and substantive right to see one's project of temporary migration-and-return protected and accommodated by institutions.

Since the 1980s under successive governments the police have been allowed to suppress protests, using aggressive tactics—from batons to horse charges to kettling. In 2020, Donald Trump nominated Michael Pack, a right-wing documentarian and close friend of Steve Bannon, to lead the organization and curb what Trump saw as the network's overly negative reporting on the U.S. During the seven months that Pack oversaw the agency, more than 30 whistleblowers filed complaints against him, a judge ruled that he had infringed journalists' constitutional right to freedom of speech, and he refused to respond to a subpoena issued by the Senate Committee on Foreign Relations. How did such a major international public service media network become intensely politicized by government allies in such a short time, despite having its editorial independence protected by law? What were the effects on news output? And what can we learn from this situation about how to protect media freedom in the future? Capturing News, Capturing Democracy puts these events in historical and international context--and develops a new analytical framework for understanding government capture and its connection to broader processes of democratic backsliding. Drawing from in-depth interviews with network managers and journalists, and analysis of private correspondence and internal documents, Wright, Scott, and Bunce analyze how political appointees, White House officials, and right-wing media influenced VOA changing its reporting of the Black Lives Matter movement, the presidential election, and its contested aftermath.
