Book excerpt: In this pioneering study, historian Andreana Prichard presents an intimate history of a single mission organization, the Universities’ Mission to Central Africa (UMCA), told through the rich personal stories of a group of female African lay evangelists. Founded by British Anglican missionaries in the 1860s, the UMCA worked among refugees from the Indian Ocean slave trade on Zanzibar and among disparate communities on the adjacent Tanzanian mainland. Prichard illustrates how the mission’s unique theology and the demographics of its adherents produced cohorts of African Christian women who, in the face of linguistic and cultural dissimilarity, used the daily performance of a certain set of “civilized” Christian values and affective relationships to evangelize to new inquirers. The UMCA’s “sisters in spirit” ultimately forged a united spiritual community that spanned discontiguous mission stations across Tanzania and Zanzibar, incorporated diverse ethnolinguistic communities, and transcended generations. Book excerpt: Tanzania is a politically stable, much aided country that has consistently grown economically during the first decade of the millennium, while also improving its human development indicators. However, poverty has remained persistent, particularly within rural areas. This collaborative work delves into the reasons why this is so and what can be done to improve the record. The book is the product of both Tanzanian and international poverty experts, based on largely qualitative research undertaken within Tanzania by the Chronic Poverty Research Centre (CPRC). The authors highlight and discuss the importance of macro- and micro-level causes of the persistence of poverty. The latter, on which the book is focused, centre around a negative dynamic affecting a large number of poor households in which widespread failure to provide household food security undermines gender relationships and reduces the possibility of saving and asset accumulation which is necessary for escaping poverty. This results in very low upward mobility. Vulnerability is widespread and resilience against shocks minimal, even for those who are not absolutely poor. Through an in-depth and broad analysis of poverty in Tanzania, the book provides alternative conclusions to those often repeated in the poverty discourse in international and local arenas. The conclusions were reached with the specific aim of informing political and policy debates within Tanzania.

Book excerpt: Through an analysis of the recent political history of Tanzania and Uganda, Wealth, Power, and Authoritarian Institutions offers a novel explanation of why authoritarian parties and legislatures vary in strength, and why this variation matters. Michaela Collord elaborates a view of authoritarian political institutions as both reflecting and magnifying elite power dynamics. While there are many sources of elite power, the book centres on material power. It outlines how diverse trajectories of state-led capitalist development engender differing patterns of wealth accumulation and elite contestation across regimes. These differences, in turn, influence institutional landscapes. Where accumulation is more closely controlled by state and party leaders, as was true in Tanzania until economic liberalization in the 1980s, rival factions remain subdued. Ruling parties can then consolidate relatively strong institutional structures, and parliament remains marginal. Conversely, where a class of private wealth accumulators expands, as occurred in Tanzania after the 1980s and in Uganda after the National Resistance Movement took power in 1986, rival factions can more easily form, simultaneously eroding party institutions and encouraging greater legislative strength. Collord uses this analysis to reassess the significance of a stronger legislature. She considers its influence on distributive politics, both regressive and progressive. She also considers its relation to democratization, particularly in a context of broader liberalizing reforms. The book ultimately encourages a closer examination of how would-be democratic institutions interact with an underlying power distribution, shaping in whose interests they operate. These elements are used for a comparative analysis of the constitutional law that regulates the position of six currently existing special jurisdictions, the Åland Islands in Finalnd, Scotland in the United Kingdom, Puerto Rico in the United States of America, Hong Kong in China, Aceh in Indonesia and Zanzibar in Tanzania. The current sub-state entities examined can be arranged in relation to Memel in a manner that indicates that Hong Kong and the Åland conform to the typical territorial autonomy, while Puerto Rico and Aceh should probably not be understood as territorial autonomies proper. At the same time, the territorial autonomies can be distinguished from federally organized sub-state entities.

He also states that the leaders who played the biggest role in forming the union were President Julius Nyerere of Tanganyika, Tanganyika's minister of foreign affairs, Oscar Kambona; President Abeid Karume of Zanzibar, and Zanzibar's vice president Abdallah Kassim Hanga - but especially Nyerere and Kambona because of the decisions they made and implemented to lay the foundation and facilitate the merger. He cites various sources to document his study. The work is a counter-thesis to the argument that the leaders of the United States and Britain, including their diplomats in the two East African countries, conceived and facilitated formation of the union to protect Western interests in the region. It is argued that they did so in order to neutralise communist influence in Zanzibar because the island nation was in danger of becoming a communist satellite controlled by the Soviets or the Chinese if it came under the leadership of Zanzibar's minister of foreign affairs, Abdulrahman Mohamed Babu, who was considered to be pro-Chinese, or Kassim Hanga who was considered to be pro-Soviet. That would have provided a base for the Soviets or the Chinese and their allies to spread communism and undermine Western interests in the region and in Africa as a whole if indeed, as it was feared by the West, Zanzibar became "the Cuba of Africa." The author also looks at the challenges the union faced when it was being formed and the other challenges it has faced and continues to face since then. The work is an updated version of the author's previous books on the formation of Tanzania, the first and only union of independent states ever formed on the continent since the end of colonial rule.
