Book excerpt: Low outflow rates from unemployment and cuts in benefit entitlement periods resulted in sharp reductions in the coverage by Unemployment Insurance of the unemployed stock in Central and Eastern European countries during the 1990s. From mid-1994 in Hungary the most common benefit received by the registered unemployed stock is means-tested Unemployment Assistance (UA), but so far very little is known about its receipt. In the paper, using microdata from the unemployment register we investigate the operation of the UA scheme in Hungary, including the benefit levels, the characteristics of benefit recipients and the determinants of flows to and from receipt.

The book follows the pattern of analysis used in "Labour markets in transition", a previous monograph by the authors, and re-examines the different dimensions of flexibility, including flexible forms of employment. It studies fluctuations of labour turnover over the economic cycle. Then it review changes in the regulatory provisions, collective bargaining, labour taxation and labour market policies and their impacts on key labour market indicators for the period 1999-2003 as compared with the end of the 1990s. Through a series of national case studies, the volume examines how the countries of Croatia, Bulgaria, Hungary, Lithuania and Poland have attempted to balance labour market flexibility and security since the late 1990s. A discussion on wage flexibility is also included. The search for abetter combination of flexibility and security has been a major challenge within the European Union and it is often seen as indispensable for improving competitiveness and at the same time maintaining the European social model. This book looks into how this can be achieved through the flexicurity approach and shows how "activation" of labour market policies and social dialogue can be the keys to success.

Alexandru Grigorescu argues that international organizations are best understood as falling on an 'intergovernmental-nongovernmental continuum'. The placement of organizations on this continuum is determined by how much government involvement factors into their decision-making, financing, and deliberations. Using this fine-grained conceptualization, Grigorescu uncovers numerous changes in the intergovernmental versus nongovernmental nature of global governance over the past century and a half. These changes are due primarily to ideological and institutional domestic shifts in powerful states. The Ebb and Flow of Global Governance assesses the plausibility of these arguments through archival research on a dozen organizations from the global health, labor, and technical standards realms. Grigorescu concludes that there has been a continuous ebb and flow in world politics, rather than an inexorable movement towards greater roles for nongovernmental actors, as existing literature argues.
