A study of most of the works on Florida, from that of Le Moyne, who visited the territory as artist to the French expedition under Laudonniere in 1564, and the Bartrams, who visited it as naturalists in 1772, to the latest publications, including periodicals, pamphlets, and' newspa pers; access to all the records bearing upon the subject in the possession of the War Department, the library of the Surgeon General, and other depositories in Washington; a careful col lation of the various meteorological and other tables included in these records; personal interviews with distinguished medi cal officers of the army, who have served in all parts of Flor ida, and with many of the scientific and medical residents of the State, with some of her representatives in Congress; and, lastly, the opportunity for consulting a considerable number of the thousands of intelligent visitors and invalids, who passed through, or located for the season at the writer's winter residence, have afforded him unusual facilities for unraveling' the intricacies of the subject so graphically described by Scoresby Jackson. The last source of information, as regards the relative merits of various climates, he considers of more value than all the others, more so than even an extended per sonal observation. For invalids are by far the best judges of climate; they are living barometers and hygrometers. Here, you have the opportunity to question and cross-question the reporters, and not only thus to arrive at the truth, but, what the books seldom give, the whole truth. All of these indi viduals were intelligent and educated people, most of them invalids who had traveled the world over in search of health, and tested its renowned sanitary resorts, some of them winter after winter. Few of them had any particular prejudice for or against any special locality, save from its actual effect, but were, from self-interest, in search of the best. Ponce de Leon with his expedition, discovered the land of the Floridas in 1512. He landed on the east coast near the St. Johns river where St. Augustine now stands, and named the country Florida, on account of the rich and fertile growths, which everywhere met his gaze. It was at this place where he afterwards founded the Huguenot colony, which spread and flourished in these parts for upwards of 40 years; and of whose persecution afterwards by the Spaniards, history furnishes another thrilling accouut of the religious terrors of the 16th century. In 1520, when Cortez opened the conquest, of Mexico, Luke Vasques de Ayllon in the same year, equipped two ships and sailed from Hispaniola for the contemptuous and shortsighted purpose of capturing and placing the innocent natives into bondage. Arriving on the east coast, he invited the Indians on board, and when secured, he set sail for St. Domingo and sold them into slavery. Fernandina had severe epidemics in 1871 and 1877. Tampa had a visitation in the early fifties, with Widespread fatalities. In 1887 panic-stricken from knowledge gained in earlier sieges, the exodus from the city of Tampa was so hasty that it is reported lamps and stoves were left burning. Port towns all along the west coast were victims of yellow fever epidemics in cluding Cedar Key, St. Marks, Apalachicola, and Pensacola. One of the most memorable epidemics occurred at St. Joseph. This thriving west coast community was, for all practical purposes, wiped out in 1841. It has never regained its importance as a seaport. Commenting on his experience in such epidemics, Dr. R. D. Murray, Surgeon in the Marine Hospital Service (later the U. S. Public Health Service), said, We have suffered with yellow fever and the Gulf Coast has tales of horror which put foreign wars in the light of junketing parties. My war experience was a holiday com pared to my anti-pest duties and privations. Thus, the major public health problem in this era in Florida was prevention of introduction of yellow fever at its port cities. A similar hazard from the dread cholera was recognized. One illustration must suffice. On one occasion a steamer came into-key West for medical' aid and provisions. There was a cholera epidemic on board. The bodies of victims were being thrown overboard while the steamer was in dock. On discovering this, the steamer was cut free to drift out to sea. The floating bodies of those who died so quickly that proper burial was impossible were snagged by boat hooks and towed into the channel of the outgoing tide.
