Book excerpt: Research on flexible delivery of training in Australia since 1990 was reviewed to identify main trends in the delivery of training, the adequacy of research on the topic, and topics that should be addressed in future studies. Selected conclusions of the review are as follows: (1) flexible delivery strategies are valuable in facilitating access to vocational education and training (VET) by disadvantaged groups; (2) more innovation is occurring in off-campus contexts than on VET campuses; (3) effective staff and management development strategies are central to effecting necessary cultural change in training providers and in industry; (4) flexible delivery appears to be entering a more systemic phase of development; (5) Australian national policy toward flexible delivery is now being focused on a more strategic basis within a 5-year strategy; and (6) the emerging new strategic phase of implementation will likely highlight tensions between economic and efficiency objectives in VET provision. According to the review, the following types of research are needed: studies of the application of adult learning principles; research on the learning benefits and outcomes of alternative delivery strategies; longitudinal studies of the change process; and ongoing statistical monitoring of delivery mode and productivity outcomes. Available in PDF, EPUB and Kindle. Book excerpt: As institutions and organisations around the world move to more open and flexible delivery of educational and training programmes, there is increasing need for effective forms of staff development to encourage and support change. Staff development is not only critical in helping teachers and trainers acquire and improve their knowledge and skills in alternative modes of delivery, but in helping to shape the policies, procedures and attitudes that are needed for more learner-centred approaches. This book draws together the experiences, insights and findings of some of the world's leading staff developers in open and flexible education. It is designed to provide an overview of the trends, influences and events which are shaping the work of these professionals, and the policy changes, processes and outcomes they are helping to bring about in this expanding field. The book offers various frameworks and strategies for staff development activities, with examples from commercial, professional and educational settings, and shows how these can be refined and adapted to more specific contexts.

Book excerpt: Not Just Getting By chronicles groundbreaking thinking and research on new and innovative workforce development initiatives to create flexible and collaborative programs and policies. Author Mary Gatta builds on extensive interviews and focus groups with 128 women enrolled in a U.S. Department of Labor pilot program in New Jersey focusing on how they attain education through online courses while working, raising their children, and dealing with the many demands on their lives. The book addresses three main areas: It engages current policy debates demonstrating how online learning and other forms of flexible learning opportunities will reorganize the way federal and state governments deliver skills training, especially working poor single mothers, within the context of Temporary Aid to Needy Families (TANF), the Workforce Investment Act (WIA) and other legislated workforce development programs in the 21st century. It explores the development of the program and qualitatively details the experiences of the women as they spend a year receiving online learning courses. It explores how to rethink workforce development so that online learning for low wage workers and other innovative programs can be successful. As both a piece of scholarship and a case study in successful policy development, this text will be a useful supplement for courses in the sociology of labor, women's studies, or adult education. It will also serve policymakers and others who are looking for a model of training and skills delivery that actually works.

Offering guidance on how distance education and new technologies are being used to support vocational education and training, this book will help senior institutional managers and policy makers to understand and appreciate: * the role distance education can play in increasing skills levels in young people and the existing workforce * the challenges in using educational technologies, and distance education to deliver vocational education and training * how to devise effective policies to meet these challenges.

Book excerpt: This document consists of a user's guide to flexible delivery of professional development activities aimed at teachers in Australia's system of vocational education and training and a collection of profiles and "snapshots" of successful flexible staff development programs and activities. The user's guide examines the following topics: redefining flexible delivery (roles involved in flexible delivery, some advantages of flexible learning); "practicing what we preach" (staff development for teachers, possible tools, networking, quality systems and process improvement); and determining the suitability of flexibility exercises (using the tools, addressing cultural and management issues). An annotated bibliography contains 55 courses and resources, websites and links, and publications. The profiles and "snapshots" section contains 26 profiles of flexible delivery programs and activities focusing on the following: changing attitudes and practices, extending training skills, leading edge strategies, and professional skills in resources and administration management. Appended is a practical analysis tool that was developed for use in an adult education bachelor of education program and called GLLADRAPPS (an acronym for the 11 elements of learning environments that can be manipulated to develop flexible and adaptive learning environments: grouping, location, learning strategies, attendance, dependency, resources, results, assessment, pace, purpose, and sequence).
