Book excerpt: Securing Europe takes a novel approach to Europeanization among EU member states by employing a sociological institutionalist approach. Watanabe argues that Europeanization as a process of change takes place not as a result of rationally calculating states, but as a result of the reworking of perceptual and normative frameworks.

This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

What are the principal benefits and drawbacks associated with various fiscal rules, particularly compared with alternative approaches to fiscal adjustment? Can fiscal rules contribute to long-run sustainability and welfare without sacrificing short-run stabilization? If so, what characteristics of fiscal rules make this contribution most effective? And in what circumstances and contexts, if any should the IMF encourage its member countries to adopt fiscal rules? This paper seeks to identify sensible fiscal policy rules that can succeed, if chosen by a member country, as an alternative to descretionary fiscal rules.

Available in PDF, EPUB and Kindle. Book excerpt: Can Europe tame the Balkans? That's the question veteran journalist Elizabeth Pond addresses in this timely and absorbing book. Starting with the wars of the Yugoslav succession, Endgame in the Balkans guides readers through the region's tumultuous recent history and explores both how the lure of European Union (EU) membership has affected the Balkans and how Balkan developments have shaped the EU. Drawing on hundreds of interviews, as well as decades of experience as a foreign correspondent, Pond moves deftly across the region, from Bulgaria to Romania, Kosovo, Croatia, Bosnia, Macedonia, Albania, and Serbia and Montenegro. She examines the many hurdles standing between these countries and EU membership—including poverty, corruption, and rabid chauvinism—as well as the hopes and problems that have led Balkan leaders to look to the West. In the process, she paints a vivid picture of the challenges facing the region as it seeks to vault from the nineteenth to the twenty-first century. Already in its brief history, the European Union has forged a historic reconciliation between France and Germany and helped consolidate democracy in Portugal, Spain, and Greece. But in southeastern Europe, it faces one of its most difficult tasks yet. En dgame in the Balkans reveals the full extent of this challenge, as well as the grounds for hope. Rich in detail and penetrating analysis, this book will be essential reading for anyone interested in the future both of the region and of Europe as a whole.

Book excerpt: The current system of international governance (including the United Nations, the G7/G8, the WTO, the IMF and the World Bank) is undergoing serious problems in its attempts to address contemporary global challenges, seemingly ill-equipped to bridge growing political and economic divides and to accommodate the needs of emergent markets. Given these developments, some scholars and practitioners argue there is a need to establish new multilateral forums that reflect 21st century realities, such as a new Leaders Summit comprised of the leaders of 20 nations (called L20, an institution that draws its inspiration from both the current G7/8 leaders' meetings and the G20 finance ministers' meetings). This publication explores the changing nature of relationships in a globalised world and considers the role that a L20 grouping could play in bringing about reform of international economic and financial systems.

Book excerpt: Brexit will have significant consequences for the country, for Europe, and for global order. And yet much discussion of Brexit in the UK has focused on the causes of the vote and on its consequences for the future of British politics. This volume examines the consequences of Brexit for the future of Europe and the European Union, adopting an explicitly regional and future-oriented perspective missing from many existing analyses. Drawing on the expertise of 28 leading scholars from a range of disciplines, Brexit and Beyond offers various different perspectives on the future of Europe, charting the likely effects of Brexit across a range of areas, including institutional relations, political economy, law and justice, foreign affairs, democratic governance, and the idea of Europe itself. Whilst the contributors offer divergent predictions for the future of Europe after Brexit, they share the same conviction that careful scholarly analysis is in need – now more than ever – if we are to understand what lies ahead for the EU. Praise for Brexit and Beyond 'a wide-ranging and thought-provoking tour through the vagaries of British exit, with the question of Europe’s fate never far from sight...Brexit is a wake-up call for the EU. How it responds is an open question—but respond it must. To better understand its options going forward you should turn to this book, which has also been made free online.' Prospect Magazine 'This book explores wonderfully well the bombshell of Brexit: is it a uniquely British phenomenon or part of a wider, existential crisis for the EU? As the tensions and complexities of the Brexit negotiations come to the fore, the collection of essays by leading scholars will prove a very valuable reference for their depth of analysis, their lucidity, and their outlining of future options.' - Kevin Featherstone, Head of the LSE European Institute, London School of Economics 'Brexit and Beyond is a must read. It moves the ongoing debate about what Brexit actually means to a whole new level. While many scholars to date have examined the reasons for the British decision to leave, the crucial question of what Brexit will mean for the future of the European project is often overlooked. No longer. Brexit and Beyond bundles the perspectives of leading scholars of European integration. By doing so, it provides a much needed scholarly guidepost for our understanding of the significance of Brexit, not only for the United Kingdom, but also for the future of the European continent.' - Catherine E. De Vries, Professor in the department of Government, University of Essex and Professor in the department of Political Science and Public Administration Free University Amsterdam 'Brexit and Beyond provides a fascinating (and comprehensive) analysis on the how and why the UK has found itself on the path to exiting the European Union. The talented cast of academic contributors is drawn from a wide variety of disciplines and areas of expertise and this provides a breadth and depth to the analysis of Brexit that is unrivalled. The volume also provides large amounts of expert-informed speculation on the future of both the EU and UK and which is both stimulating and anxiety-inducing.' -Professor Richard Whitman, Head of School, Professor of Politics and International Relations, Director of the Global Europe Centre, University of Kent

With future enlargements unlikely in the short-term, the EU faces new challenges in securing stable relationships with these neighbouring countries, while not fostering false hopes of early accession.

Book excerpt: The unprecedented rise and persistence of large-scale budget deficits in many developed and developing nations during the past three decades has caused great concern. The widespread presence of such deficits has proved difficult to explain. Their emergence in otherwise diverse nations defies particularistic explanations aimed at internal economic developments within a specific country. Fiscal Institutions and Fiscal Performance shifts emphasis away from narrow economic factors to more broadly defined political and institutional factors that affect government policy and national debt. This collection brings together new theoretical models, empirical evidence, and a series of in-depth case studies to analyze the effect of political institutions, fiscal regulations, and policy decisions on accumulating deficits. It provides a fascinating overview of the political and economic issues involved and highlights the role of budgetary institutions in the formation of budget deficits.

It examines long-term fiscal strategies for meeting the fiscal burden of population aging. The paper presents estimates of the fiscal costs of population aging in Belgium, and discusses their sensitivity to underlying assumptions. Strategies for meeting the fiscal costs of aging are discussed. Specifically, a strategy of swift debt reduction is discussed to see what budget surplus would be needed to reduce debt and interest payments rapidly enough to finance these costs. Alternative policy options are also discussed to show the consequences of delayed fiscal adjustment.

Book excerpt: The Global Financial Crisis has led to a renewed attention for the management of public debt and deficits of advanced and developing industrial states. To successfully deal with such problems of public finances raises particular concerns in federal states where fiscal competencies are split between two levels of government. This book offers comparative in-depth knowledge of political struggles related to fiscal consolidation policies in eleven federal states since the 1990s, including the Global Financial Crisis and its aftermath. It identifies conditions that lead to "robust" solutions that can both commit federal actors to prudent fiscal policy-making and avoid conflicts between federal actors that cause federal instability. This text will be of key interest to scholars and students of political economy and comparative politics in general and comparative federalism and EU Politics in particular.

The geography and the history of Mediterranean Europe are very different from those of the other European regions, but their role in the relationships with the other shores of the Mediterranean can be of great assistance to Europe as a whole. All the countries bordering the sea that witnessed the birth of some of the major civilisations of the world share a long tradition of economic and cultural relations. In the past numerous diasporas knit the harbour cities together, transmitting the ideas of the Enlightenment; today an uninterrupted flow of raw materials traverses the Mediterranean, together with people, ideas and technology. The European Union is called upon to develop a major Mediterranean policy, both through the accession of new countries, and by means of a policy of neighbourhood or of privileged associations. The principal tool should be a cultural policy that serves as a bridge between east and west, north and south. A common policy to spread the values contained in the project of the European constitution. In its motto «United in diversity», the Union recognises diversity as its most valuable asset. The countries of Mediterranean Europe, with their experience and their knowledge, can make a precious contribution to this policy. This book, the fruit of international co-operation among 20 researchers, offers a contribution to the study of Mediterranean Europe not only in the historic, economic, demographic and politological ambit, but also in the sphere of international relations and cultural policy.
