An additional budget can create uncertainty and carries an economic cost. Treasury and business managers also need to ensure that there is adequate Parliamentary time to allow proper scrutiny of the Finance Bill. About half of general government expenditure is to be protected from the new spending cuts but the complete protection of ring-fenced departmental budgets will be difficult to sustain while other departments are substantially affected. The Committee also intends to question the future Governor of the Bank of England, Dr Mark Carney, on possible alternatives to the inflation targeting that currently underpins the work of the Monetary Policy Committee of the Bank. The Treasury and to some extent the Bank were at fault for failing to coordinate the announcement of the Asset Purchase Facility transfer with that of the November MPC press release. It is vital that the MPC fulfils its duty to demonstrate its independence. There is concern at reports that the Funding for Lending Scheme may be biased in favouring lending for mortgages rather than lending to SMEs. The sums expected from the sale of the 4G spectrum and Swiss tax repatriation represent the majority of the additional receipts the Treasury intends to offset against the tax reductions and investment but both are uncertain. The Chancellor must also use the 2013 Budget to set out a clearer strategy for fuel duty over at least the medium term

Book excerpt: This report sets out forecasts for the period to 2017-18 and assesses whether the Government is on course to meet its medium-term fiscal objectives. The economy grew slightly more strongly in 2012 than expected but also shrank more than expected in the final quarter, and entered 2013 with reduced momentum. This leads the OBR to revise growth forecasts to 0.6 per cent in 2013 and 1.8 per cent in 2014. Thereafter the forecasts are unchanged rising to 2.8 percent by 2017. The pace of recovery is constrained by slow growth in productivity and real incomes, continued problems in the financial system, the fiscal consolidation and the outlook for the global economy. Public sector net borrowing (PSNB) is expected to be broadly flat this and next, then will resume its fall in 2014-15. Underlying deficits in PSNB are forecast to be very close to £120 billion in 2011-12, 2012-13 and 2013-14. Tax receipts are £5.1 billion lower but central government departments are expected to underspend by almost £11 billion this year. The Government has a more than 50 per cent chance of meetings its fiscal mandate. Other forecasts by the OBR include: the ILO unemployment rate to peak at 8.0 per cent in 2014 before falling back to 6.9 per cent in 2017. Real wage growth is expected to be negative in 2013, only marginally positive in 2014 before picking up to 2 per cent in 2016. Private consumption and housing investment have grown whilst business investment and net trade continue to disappoint. The forecast for GDP growth in 2013 is revised up to 1.4 per cent, but this is not expected to be maintained in 2014 as productivity and real earnings growth remain weak. The positive growth is judged to be cyclical, reducing the amount of spare capacity in the economy, rather than indicating stronger underlying growth potential. Productivity-driven growth in real earnings is necessary to sustain the recovery and the outlook for productivity growth is the key uncertainty. Nevertheless, the forecast for growth in 2014 is now 2.4 per cent. Public sector net borrowing (PSNB) - the gap between what the Government spends and raises in revenue - is forecast to be £111.2 billion this year, £8.6 billion lower than the March forecast and £3.8 billion lower than in 2012-13. Underlying PSNB is estimated to have fallen by a third between 2009-10 and 2012-13, the pace of reduction slowing in 2012-13. The employment forecast is now expected to reach 31.2 million in 2018, with unemployment falling steadily over the coming years, reaching 7 per cent in mid-2015 and 6 per cent by the end of 2017. CPI inflation is forecast to fall back to the Bank of England's 2 per cent target during 2016 whilst house price inflation is revised upwards, expected to be above 5 per cent in 2014 and 7 per cent in 2015.

Urgent action is taken to eliminate the bulk of the structural deficit through plans for additional consolidation of £40 billion per year. This will include £32 billion per year from spending reductions; £11 billion in welfare reform savings; a two year freeze in public sector pay, except for those earning less than £21,000 a year; and £8 billion per year from net tax increases, including an increase in VAT to 20% and higher rate of insurance premium tax from 4 January 2011. Plans to support business and restore competitiveness include: a reduction in the main rate of corporation tax to 24% over four financial years from April 2011; a reduction in the small profits rate to 20% from April 2011 and a reduction in capital allowances in April 2012; an increase in the Enterprise Finance Guarantee and the creation of a new Growth Capital Fund; an increase in the threshold for National Insurance Contributions by £21 a week above indexation in April 2011; and a Regional Growth Fund in 2011-12 and 2012-13. The Government also wants to ensure that every part of society makes a contribution to deficit reduction while supporting the most vulnerable. To this end, plans include: an increase in personal allowance for under 65s; capital gains increase to 28%; the introduction of a levy based on banks balance sheets; freezing of council tax in 2011-12. There will also be reforms to the housing and disability benefit and tax credit systems and child benefit will be frozen for three years. Pensions will also be uprated by a triple guarantee of earnings. There will be no increases in the rate of duty on beer, wine or spirits at this budget.

It means risks are pooled, there is a common insurance against uncertainty and no one area or sector of the larger economy is too exposed. Within a sterling currency union, an independent Scottish state would find it more difficult to adjust to the effects of economic challenges. The continuing UK would become unilaterally exposed to much greater fiscal and financial risk from a separate state. Greater fiscal risk would come from UK taxpayers being asked to support the wider economy of another state and also financial risk were banks from that state to fail. The experience of the euro area in the financial crisis highlighted the challenges of creating a durable and effective currency union, illustrated by the very difficult economic adjustments required by some members and the financial risks that have been accepted by other members and their taxpayers. On the basis of the scale of the challenges, and the Scottish Government's proposals for addressing them, HM Treasury would advise the UK Government against entering into a currency union. There is no evidence that adequate proposals or policy changes to enable the formation of a durable currency union could be devised, agreed and implemented by both governments.

Book excerpt: Although Armed Forces personnel have a lower rate of criminal offending than the general population, the rate for violent incidents is substantially higher, particularly amongst those who have previously been deployed in combat roles and those who misuse alcohol. The MoD needs to understand better the links between deployment, alcohol misuse and violent behaviour especially domestic violence. In particular, there has been no research as to the incidence of domestic violence amongst Armed Forces personnel. The Committee also found a 'shocking' backlog in the processing of claims for War Pensions and for the Armed Forces Compensation Scheme. The Committee is concerned that the demand for support from the Defence Recovery Capability already exceeds supply. Veterans need more support navigating the overlapping bureaucracy of the health system. Despite assurances from the MoD and the Department of Health, the Committee is concerned that, as operations in Afghanistan and Iraq fade from the public's mind and personnel move on to other lives, the necessary long term support for those injured physically and psychologically will not be maintained. The MoD, in conjunction with the Health Service, has introduced some measures to support veterans with mental health problems and amputees but other conditions also require this focus. The MoD should monitor the results of its work and report the outcomes in its annual report on the Armed Forces Covenant.

Public Sector Net Debt is expected to be 79.9 per cent of GDP in 2015-16 before falling to 77.3 per cent by 2017-18. This Statement sets out a further £6.6 billion package of savings in the spending review period, made up from welfare, Official Development Assistance (ODA) and departmental current spending. A £5.5 billion of additional infrastructure will be funded, including in new roads, science and free schools and academies. There will be a further 1 per cent cut in the main rate of corporation tax from April 2014, to 21 per cent and a significant temporary increase in the Annual Investment Allowance from £25,000 to £250, 000 for two years. A greater proportion of growth-related spending will be devolved to local areas and a Business Bank will be created to deploy £1 billion of additional capital and enable UK Export Finance to provide up to £1.5 billion in loans with a package of reforms to promote export. Other measures include: first £10,000 of income to be tax free in 2014-15; cancellation of planned fuel duty increases; a new tax-free Childcare Scheme and increased child support in Universal Credit; implement the £72,000 cap on reasonable social care costs; reduce beer duty by 2 per cent; crackdown on tax avoidance, with the Isle of Man, Guernsey and Jersey entering into tax information exchange agreements.
