Framework 19 was developed to achieve the following management measures for the scallop fishery: Limited access scallop fishery specifications for 2008 and 2009 (open area days-at-sea (DAS) and Sea Scallop Access Area (access area) trip allocations); Elephant Trunk Access Area (ETAA) and Delmarva Access Area (Delmarva) in-season trip adjustment procedures; new Hudson Canyon Access Area (HCAA) measures; DAS allocation adjustment measures if an access area yellowtail flounder (yellowtail) total allowable catch (TAC) is caught; adjustments to the scallop overfishing definition; a prohibition on deckloading of scallops on access area trips; adjustments to the industry-funded observer program; a 30-day vessel monitoring system (VMS) power down provision; general category access area specifications for 2008 and 2009; and general category measures dependent on the implementation of Amendment 11 to the FMP, including a quarterly TAC, 2008 and 2009 general category quota allocations, and individual fishing quota (IFQ) permit cost recovery program requirements. NMFS has disapproved the Council's recommendation to eliminate the September 1 through October 31 ETAA seasonal closure, which was implemented under Framework 18 to the FMP to reduce sea turtle interactions with the scallop fishery. NMFS determined that the Council's recommendation would not be consistent with National Standards 2 and 9 of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). The new estimates assess these 'sunken billions' at $83 billion annually. The report further shows that a clear path can lead to the recovery of these considerable losses, including through significant reduction in global fishing overcapacity. A breakdown between regions is also included, showing that the effort needed to achieve this reform will not be felt equally throughout the world. While the cost of such reform will likely be high, the expected benefits include an increase in biomass by a factor of 2.7, increase in annual harvests by 13 percent, and a 30-fold increase in annual net benefits accrued to the fisheries sector (from $3 billion to $86 billion annually). This urgent call for action is reinforced by the impacts of climate change on fish stocks and fisheries worldwide.

Book excerpt: Sea scallop gonad samples collected by U.S. commercial scallop vessels fishing Georges Bank during January-August 1993 were analyzed macroscopically and histologically to determine maturity stage and time of spawning on the bank. Reports of a possible winter-early spring spawn on Georges Bank prompted the analysis, which has important biological and management implications. The analyses indicated a general progression from early developmental stages iwinter earlyly spring to ripe in July-August. Gonadosomatic indices indicated a steady progression of maturatIon during July-August. There was, however. a single male scallop, collected south of Martha's Vineyard in early February, that appeared to be actively spawning and two females collected from the Great South Channel area east of Chatham, Mass. in early May in a late developing stage. It is not known whether these three scallops were contributing to a spring spawn in the Southem New England area or on Georges Bank, or were simply maturing earlier during 1993 in response to environmental conditions.
