Book excerpt: The Law Library presents the complete text of the Fisheries of the Northeastern United States - Atlantic Sea Scallop Fishery - Framework 18 (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 This final rule implements Framework Adjustment 18 (Framework 18) to the Atlantic Sea Scallop Fishery Management Plan (FMP), which was developed by the New England Fishery Management Council (Council). The following management measures are implemented by this rule: Scallop fishery specifications for 2006 and 2007 (open area days-at-sea (DAS) and Scallop Access Area trip allocations); scallop Area Rotation Program adjustments; and revisions to management measures that would improve administration of the FMP. In addition, a seasonal closure of the Elephant Trunk Access Area (ETAA) is implemented to reduce potential interactions between the scallop fishery and sea turtles, and to reduce finfish and scallop bycatch mortality. Book excerpt: The Law Library presents the complete text of the Fisheries of the Northeastern United States - Atlantic Sea Scallop Fishery - Framework Adjustment 19 (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 NMFS is implementing measures included in Framework Adjustment 19 (Framework 19) to the Atlantic Sea Scallop Fishery Management Plan (FMP), which was developed by the New England Fishery Management Council (Council). Framework 19 was developed to achieve the following management measures for the scallop fishery: Limited access scallop fishery specifications for 2008 and 2009 (open area days-at-sea (DAS) and Sea Scallop Access Area (access area) trip allocations); Elephant Trunk Access Area (ETAA) and Delmarva Access Area (Delmarva) in-season trip adjustment procedures; new Hudson Canyon Access Area (HCAA) measures; DAS allocation adjustment measures if an access area yellowtail flounder (yellowtail) total allowable catch (TAC) is caught; adjustments to the scallop overfishing definition; a prohibition on deckloading of scallops on access area trips; adjustments to the industry-funded observer program; a 30-day vessel monitoring system (VMS) power down provision; general category access area specifications for 2008 and 2009; and general category measures dependent on the implementation of Amendment 11 to the FMP, including a quarterly TAC, 2008 and 2009 general category quota allocations, and individual fishing quota (IFQ) permit cost recovery program requirements. NMFS has disapproved the Council's recommendation to eliminate the September 1 through October 31 ETAA seasonal closure, which was implemented under Framework 18 to the FMP to reduce sea turtle interactions with the scallop fishery. NMFS determined that the Council's recommendation would not be consistent with National Standards 2 and 9 of the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). Book excerpt: The Law Library presents the complete text of the Atlantic Coastal Fisheries - Cooperative Management Act Provisions - American Lobster Fishery (US National Oceanic and Atmospheric Administration Regulation) (NOAA) (2018 Edition). Updated as of May 29, 2018 With this final rule, NMFS implements new Federal American lobster regulations that will control lobster trap fishing effort by limiting access into the lobster trap fishery in two Lobster Conservation Management Areas. Additionally, this action will implement an individual transferable trap program in three Lobster Conservation Management Areas. The trap transfer program will allow Federal lobster permit holders to buy and sell all or part of a permit's trap allocation, subject to certain restrictions. The limited entry and trap transfer programs respond to recommendations for Federal action in the Atlantic States Marine Fisheries Commission's Interstate Fishery Management Plan for American Lobster. Available in PDF, EPUB and Kindle. Book excerpt: "This report is an updated assessment of U.S. sea scallops, using data through the end of the 2005 calendar year. The methodology used here is identical to that used in the last fully peer-reviewed stock assessment (NEFSC 2004), but is updated to include two more calendar years of landings and fishery-independent survey data (2004-2005). The Atlantic sea scallop, Placopecten magellanicus, occurs in continental shelf waters of the Northwest Atlantic between Cape Hatteras and Newfoundland. It supports one of the most valuable fisheries in the United States, with an ex-vessel value in 2005 of over $430 million, and is the most valuable wild scallop fishery in the world. Major commercial concentrations of sea scallops in U.S. waters occur in the Mid-Atlantic Bight (Virginia to Long Island), on Georges Bank and surrounding areas (including the Great South Channel and Nantucket Shoals), and near-shore areas in the Gulf of Maine"--Introduction.

Available in PDF, EPUB and Kindle. Book excerpt: This report updates previous studies that measured in economic terms the extent of biological losses attributable to overfishing globally. The new estimates assess these 'sunken billions' at $83 billion annually. The report further shows that a clear path can lead to the recovery of these considerable losses, including through significant reduction in global fishing overcapacity. A breakdown between regions is also included, showing that the effort needed to achieve this reform will not be felt equally throughout the world. While the cost of such reform will likely be high, the expected benefits include an increase in biomass by a factor of 2.7, increase in annual harvests by 13 percent, and a 30-fold increase in annual net benefits accrued to the fisheries sector (from $3 billion to $86 billion annually). This urgent call for action is reinforced by the impacts of climate change on fish stocks and fisheries worldwide.

Available in PDF, EPUB and Kindle. Book excerpt: "Rebuilding depleted stocks is a central part of the fisheries governance agenda. By analysing the available literature, Part 1 of "Rebuilding of marine fisheries" provides a global review of the emergence of the rebuilding paradigm, its key concepts, the trends in fishery resources, and the empirical evidence available on stocks depletion, collapse and rebuilding. It addresses the bio-ecological, economic, and human dimensions of rebuilding or restoration of stocks, multispecies assemblages and habitats/ecosystems and touches on the need for rebuilding at the whole sector level when depletion has become widespread and chronic. The human imensions of stocks and fisheries are given particular attention, looking at conflicting objectives, the bio-economy of rebuilding, its costs and benefits, and the distributional effects of the related reform among actors with their potential social consequences in the short and long terms. Governance is addressed in detail: legal and policy frameworks; rationale and objectives of a rebuilding regime; alternative rebuilding strategies; reference values and protocols; regulatory time-frames; risk management and harvest control rules; impacts of climatic oscillations; management tool-box; implementation guidance and performance evaluation. The document ends with a review of the determinants of success of a rebuilding programme."--Publisher's description for part 1.

This book was released on 1994 with total page 9 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sea scallop gonad samples collected by U.S. commercial scallop vessels fishing Georges Bank during January-August 1993 were analyzed macroscopically and histologically to determine maturity stage and time of spawning on the bank. Reports of a possible winter-early spring spawn on Georges Bank prompted the analysis, which has important biological and management implications. The analyses indicated a general progression from early developmental stages iwinter earlyly spring to ripe in July-August. Gonadosomatic indices indicated a steady progression of maturatIon during July-August. There was, however. a single male scallop, collected south of Martha's Vineyard in early February, that appeared to be actively spawning and two females collected from the Great South Channel area east of Chatham, Mass. in early May in a late developing stage. It is not known whether these three scallops were contributing to a spring spawn in the Southem New England area or on Georges Bank, or were simply maturing earlier during 1993 in response to environmental conditions.
