Book excerpt: This report summarizes the 2016 season and historical information regarding commercial salmon and herring fisheries, as well as subsistence salmon fisheries within the Kuskokwim Management Area (KMA). These fisheries mainly target 4 species of Pacific salmon (Chinook Oncorhynchus tshawytscha, sockeye O. nerka, coho O. kisutch, and chum O. keta). There was no large scale commercial salmon processor in the Kuskokwim Management Area in 2016. Within the subsistence fishery, amounts reasonably necessary for subsistence (ANS) have been consistently achieved through out the Kuskokwim Area, with the exception of Chinook salmon in recent years. There are 23 escapement goals for salmon within the KMA, 15 of which were met or exceeded in 2016. Historically, Pacific herring (Clupea pallasii) have been harvested for commercial and subsistence purposes in the KMA. In recent years the market for commercial herring has declined and little to no harvest has occurred.

Available in PDF, EPUB and Kindle. Book excerpt: The 2016 Yukon Area management report summarizes management activities of the Alaska Department of Fish and Game, Division of Commercial Fisheries in the Yukon Area of Alaska. The report provides the Yukon Area status of salmon stocks in 2016 with reference to historical data, presents an outlook for the 2017 fishing season, and provides data on the use of salmon species by commercial, subsistence (Aboriginal), personal use (domestic), and sport (recreational) fisheries. Alaska and Canada fisheries are summarized because the Yukon River is a transboundary river. The report further compiles summaries of selected Yukon River projects. Fisheries data in this report supersedes information in previous annual management reports. Some of the data presented are preliminary and may be presented with minor differences in future reports. This report is organized into the following sections: 1) Salmon Fishery: this section presents a description of the area, fishery resources, and fisheries management practices, along with a comprehensive report of the 2016 salmon fisheries, by summer and fall season, and compares the 2016 runs with previous years, 2) Other Marine and Freshwater Finfish Fisheries: this section presents a description of the fishery resources and freshwater finfish fisheries other than salmon (i.e., whitefish and lamprey), and 3) the Cape Romanzof District Herring Fishery.

Available in PDF, EPUB and Kindle. Book excerpt: This report summarizes the 2016 commercial Pacific salmon Oncorhynchus spp. fisheries within the Chignik Management Area (CMA; Area L). The CMA encompasses all coastal waters and inland drainages of the northwest Gulf of Alaska between Kilokak Rocks and Kupreanof Point. All 5 species of North American Pacific salmon were commercially harvested in the CMA: Chinook O. tshawytscha, sockeye O. nerka, coho O. kisutch, pink O. gorbuscha, and chum O. keta salmon. In 2016, the Chignik River Chinook salmon escapement of 1,843 fish was within the escapement goal range of 1,300 to 2,700 fish. The 2016 Chignik River early-run sockeye salmon escapement of 418,290 fish was within the early-run escapement goal range of 350,000 to 450,000 fish. The late-run sockeye salmon escapement of 354,884 fish was also within the late-run escapement goal range of 275,000 to 400,000 fish. The CMA 2016 harvest of Chinook salmon was 20,719 fish. The total 2016 CMA sockeye salmon harvest of 1,394,091 fish (including the department's test fish harvest) was below the most recent 5-year average and similar to the recent 10- and 20-year averages. CMA coho salmon harvest of 94,397 fish was below the most recent 5-year average and similar to the 10- and 20-year averages. Estimated 2016 peak pink salmon escapement in the CMA was very poor and well below the recent 5- , 10-, and 20-even-year averages. The 2016 indexed peak pink salmon escapement estimate of 68,100 fish was well below the even-year sustainable escapement goal (SEG) range of 170,000 to 280,000 fish. The 2016 CMA harvest of 140,913 pink salmon was also well below all recent averages. Estimated peak chum salmon escapement was also below recent averages however, the indexed peak escapement of 69,900 chum salmon was within the SEG range of 45,000 to 110,000 fish. In 2016, 118,435 chum salmon were harvested which was below recent 5-, 10-, and 20-year average harvests. A total of 69 CMA permit holders made deliveries in 2016. The exvessel value for commercial salmon harvest in the CMA for 2016 totaled approximately $8.64 million.

Book excerpt: This report is a summary of the 2016 season and historical data concerning management of the commercial salmon fisheries of the Northwestern and Northern districts of the North Alaska Peninsula in the Alaska Peninsula Management Area (Area M). Most commercial salmon fishing effort on the North Alaska Peninsula targeted sockeye salmon Oncorhynchus nerka. The 2016 commercial salmon harvest on the North Alaska Peninsula was 1,891 Chinook O. tshawytscha, 3,502,785 sockeye, 73,038 coho O. kisutch, 12,274 pink O. gorbuscha, and 88,894 chum O. keta salmon. The North Peninsula Chinook salmon harvest was well below the 10 year average of 3,075 fish. The sockeye salmon harvest in the Northern District of 3,463,187 fish was well above the 2006-2015 average harvest of 1,911,875 fish. Of the Northern District harvest, 90% (3,114,527 fish) were harvested in the sections between Port Moller and Outer Port Heiden. The North Alaska Peninsula chum salmon harvest of 88,894 fish was well below the 10-year average of 188,342 chum salmon, with about 79% (69,903 fish) of the harvest occurring in the Northwestern District, specifically in the Izembek-Moffet Bay Section. Nearly all Northern District chum salmon harvest was incidental as the result of targeted sockeye salmon fisheries. The estimated total sockeye salmon escapement for North Alaska Peninsula streams was 1,611,310 fish, above the 2006-2015 average of 1,016,378 fish. Approximately 63% of the sockeye salmon escapement occurred in the Northern District's 4 systems in which sockeye salmon escapements are enumerated with weirs (Nelson, Bear, Sandy, and Ilnik rivers).

Book excerpt: The 2016 Yakutat set gillnet fishery harvest of 260,000 salmon was 25% below the recent 10-year average. The total harvest included 300 Chinook, 93,000 sockeye, 144,000 coho, 22,000 pink, and 600 chum salmon. The salmon harvest had an exvessel value of $2.4 million which was an increase of $1.0 million from the 2015 exvessel value. The Yakutat set gillnet fishery was comprised of 111 active permit holders, slightly below the recent 10-year average. The 2016 sockeye salmon harvest of 93,000 fish was 28% below the 10-year average. Sockeye salmon harvests in almost all Yakutat District fisheries were below the 5-year average in 2016. Biological escapement goals for sockeye salmon were met in all sockeye salmon producing systems, with the exception of the Lost River. The total coho salmon harvest of 144,000 was slightly above the recent 10-year average. The Situk-Ahrnklin River produced 90% of the total Yakutat Area coho salmon harvest, with the Tsiu River as the second-largest producer. The Chinook salmon harvest was well below the 10-year average. The top Chinook salmon producers were the Alsek River and Yakutat Bay. There were no directed Chinook salmon fisheries in the Situk-Ahrnklin Inlet. The 2016 preseason projection was for a total run of approximately 684 large Chinook salmon returning to the Situk River. Given recent fishery and harvest trends, a run of that size is not expected to achieve the escapement goal without fishery restrictions. For the sixth year in a row, the subsistence, sport, and commercial fisheries were closed for the taking of Chinook salmon. The Situk River pink salmon harvest was well below average. The Situk River chum salmon harvest was less than half the average. Most of the pink salmon harvest came from Situk-Ahrnklin Inlet and Yakutat Bay fisheries.

Book excerpt: The 2016 Bristol Bay Area Annual Management Report is the 55th consecutive annual volume reporting on management activities of the Alaska Department of Fish and Game, Division of Commercial Fisheries staff in Bristol Bay. The report emphasizes a descriptive account of the information, decisions, and rationale used to manage the annual Bristol Bay commercial salmon (sockeye Oncorhynchus nerka, Chinook O. tshawytscha, chum O. keta, pink O. gorbuscha, and coho O. kisutch) and Pacific herring (Clupea pallasii) fisheries. The 2016 inshore sockeye salmon run of 51.7 million fish was 11% above the preseason forecast of 46.6 million fish. Sockeye salmon dominated the inshore commercial harvest, totaling 37.6 million fish of the 39.5 million total commercial salmon harvest. Sockeye salmon escapement goals were met or exceeded in all systems where spawning requirements have been defined with a baywide escapement of 14.1 million fish. There was a total harvest of 33,000 Chinook; 969,000 chum; 769,000 pink; and 91,000 coho salmon. The 2016 Togiak District herring preseason biomass forecast was 162,244 short tons. The combined harvest was 14,879 short tons with an average roe percent of 12.3%. The Dutch Harbor food and bait fishery harvest was 208 short tons, bringing the total harvest for 2016 to 15,087 short tons. All 2016 harvest data are considered preliminary and are based on fish tickets.

Available in PDF, EPUB and Kindle. Book excerpt: This annual report reviews the Alaska salmon fisheries enhancement program. The success of this program is attributable to the development of statutes, regulations, and policies that require hatcheries to be located away from important natural salmon stocks and to use local broodstock sources. To maintain genetic diversity, Alaska hatcheries do not selectively breed for size or other trait and use large numbers of broodstock for production. Nearly all hatchery releases are marked so that fisheries managers can estimate the strength of wild stocks in the catch and manage wild stocks conservatively. Currently, 28 salmon hatcheries are operating in the state. Most (24 facilities) are operated by private nonprofit corporations, which are funded primarily from the harvest of a portion of hatchery returns. Two additional sport fish hatcheries are operated by the state, one research hatchery by the National Marine Fisheries Service, and one hatchery by the Metlakatla Indian Community. About 27 million adult salmon returned to Alaska hatcheries in 2016, which was the lowest hatchery return since 1992. The exvessel value of the commercial hatchery harvest was an estimated $85 million, and represented 21% of the exvessel value of the statewide salmon harvest. About 227,000 Alaska hatchery fish were caught in the sport, personal use and subsistence fisheries. Hatchery production in Alaska is intended to supplement--not replace--wild stock production. There are no stocks of concern in Prince William Sound or Southeast Alaska, indicating that adequate escapements to wild stock systems are being met over time in areas with the most hatchery production. Abundance-based wild stock management priority and habitat protection reflect the state's commitment to conservation of wild stocks and provide the foundation of its salmon fisheries enhancement program.

Available in PDF, EPUB and Kindle. Book excerpt: Ecosystem-based fishery management (EBFM) is rapidly becoming the default approach in global fisheries management. The clarity of what EBFM means is sharpening each year and there is now a real need to evaluate progress and assess the effectiveness and impacts. By examining a suite of over 90 indicators (including socioeconomic, governance, environmental forcing, major pressures, systems ecology, and fisheries criteria) for 9 major US fishery ecosystem jurisdictions, the authors systematically track the progress the country has made towards advancing EBFM and making it an operational reality. The assessment covers a wide range of data in both time (multiple decades) and space (from the tropics to the poles, representing over 10% of the world's ocean surface area). The authors view progress towards the implementation of EBFM as synonymous with improved management of living marine resources in general, and highlight the findings from a national perspective. Although US-centric, the lessons learned are directly applicable for all parts of the global ocean. Much work remains, but significant progress has already been made to better address many of the challenges facing the sustainable management of our living marine resources. This is an essential and accessible reference for all fisheries professionals who are currently practicing, or progressing towards, ecosystem-based fisheries management. It will also be of relevance and use to researchers, teachers, managers, and graduate students in marine ecology, fisheries biology, biological oceanography, global change biology, conservation biology, and marine resource management.

Book excerpt: This report is a summary of the 2017 season and historical data concerning management of the commercial salmon fisheries of the Northwestern and Northern districts of the North Alaska Peninsula in the Alaska Peninsula Management Area (Area M). Most commercial salmon fishing effort on the North Alaska Peninsula targeted sockeye salmon Oncorhynchus nerka. The 2017 commercial salmon harvest on the North Alaska Peninsula was 2,858 Chinook O. tshawytscha, 3,861,515 sockeye, 6,655 coho O. kisutch, 11,341 pink O. gorbuscha, and 82,230 chum O. keta salmon. The North Peninsula Chinook Salmon harvest was comparable to the 10-year average of 2,500 fish. The sockeye salmon harvest in the Northern District of 3,772,502 fish was well above the 2007-2016 average harvest of 1,947,355 fish. Of the Northern District harvest, 90% (3,409,118 fish) were harvested in the sections between Port Moller and Outer Port Heiden. The North Alaska Peninsula chum salmon harvest of 82,230 fish was well below the 10-year average of 184,060 chum salmon, with about 70% (57,663 fish) of the harvest occurring in the Northwestern District, specifically in the Izembek-Moffet Bay Section. Nearly all Northern District chum salmon harvest was incidental to targeted sockeye salmon fisheries. The total exvessel value of all North Peninsula fisheries is estimated to be 22.9 million dollars. The majority of the value of the North Peninsula fisheries is made up of sockeye salmon harvested in the Northern District (22.2 million dollars). Total sockeye salmon escapement for North Alaska Peninsula streams was 2,365,317 fish, above the 2007-2016 average of 1,057,754 fish. Approximately 66% of the sockeye salmon escapement occurred in the Northern District's four systems in which sockeye salmon escapements are enumerated with weirs (Nelson, Bear, Sandy, and Ilnik rivers).
