Book excerpt: The purpose of this publication is to assist local groups in British Columbia to develop and implement integrated, effective, cost-efficient projects at the watershed scale to rehabilitate or restore fishery resources that have been adversely affected by past forestry practices. It provides a standard framework for identifying the needs and opportunities for fish habitat restoration through systematic resource assessments, and for prescribing and implementing effective activities to improve fishery and aquatic resources. It begins with background on forestry impacts on aquatic resources and on the fish habitat assessment procedure. The procedure is described at three levels: an overview assessment to provide a preliminary indication of factors that limit fish production in the watershed; a level 1 assessment to apply more precise diagnostics to identify habitat impairment, and to provide quantitative information needed initially to define and plan restoration projects; and a level 2 assessment to identify appropriate restoration options and priorities, and to provide detailed site information needed to prepare rehabilitation prescriptions.

Book excerpt: Abstract: Habitat is now the basis of most impact assessments and resource inventories, and it is the basis of many species management plans, mitigation planning, and environmental regulation. Habitats are relatively stable through time, easily defined in intuitive physical terms, and provide a tangible resource for negotiations and decision making. Numerous and varied methods of analyzing and reporting habitat conditions have been developed by federal, state, provincial, and private agencies. Habitat assessment approaches vary greatly among regions of the continent. The great variability in methods and an unusually wide range of practices have impeded the ability of agencies to share and synthesize information. A diversity of methods is desirable in the initial stages of a rapidly developing field, but enough time has passed to assess the state-of-knowledge and identify the best of the currently used methods and techniques. This manual is intended to provide fisheries biologists with a limited set of techniques for obtaining aquatic habitat data. The manual also describes the range of information collected and used in agency habitat analyses. Agencies planning habitat programs should review the synthesis of established and documented methods being used in North America (Appendix 1) and the planning recommendations in Chapter 2. Then, the remaining chapters should be reviewed to determine what types of habitat data should be included in the agency's program.

These procedures allow the evaluation of pre- and post-development scenarios, including any compensatory measures. This report applies these procedures to two case studies consisting of the construction of a 150-metre long headland in Hamilton Harbour and the construction of marina breakwaters in the Bronte Outer Harbour, Lake Ontario. The investigations focused on evaluating the indirectly modified areas, or those affected by changes to wave and current patterns caused by the presence of the new development. Specific impacts examined include changes to surficial substrate and depth, changes to macrophyte coverage, changes to wave conditions, and the relationship between physical processes and macrophyte growth. A new criterion for limiting local wave conditions associated with the survival of macrophytes is proposed and recommendations are made to refine and substantiate such a criterion.
