Book excerpt: Cal Jillson continues to approach the politics of the Lone Star State from historical, developmental, and analytical perspectives, while giving students the most even-handed, readable, and engaging description of Texas politics available today. Throughout the book students are encouraged to connect the origins and development of government and politics in Texas--from the Texas Constitution, to party competition, to the role and powers of the Governor--to its current day practice and the alternatives possible through change and reform. This text helps instructors prepare their students to master the origin and development of the Texas Constitution, the structure and powers of state and local government in Texas, how Texas fits into the U.S. federal system, as well as political participation, the electoral process, and public policy in Texas. Pedagogical Features Each chapter opens with an engaging vignette and a series of focus questions to orient readers to the learning objectives at hand. Each chapter concludes with a chapter summary, a list of key terms, review questions, suggested readings, and web resources. Each chapter includes "Let's Compare" boxes to help students see how Texas sits alongside other states, "Pro & Con" boxes to bring conflicting political views into sharper focus, and "Texas Legend" boxes featuring important figures in Texas political history. Tables, figures, timelines, and photos throughout highlight the major ideas, issues, individuals, and institutions discussed. Key terms are bolded and defined in the text, listed at the end of the chapter, and included in a glossary at the end of the book New to the 6th Edition Comprehensive assessment of the impact of Rick Perry’s unprecedented 14-year tenure as Governor of Texas Thorough consideration of the election of Sylvester Turner as Mayor of Houston and the national response to the police shootings in Dallas Coverage and analysis of the 2014 gubernatorial and state elections, the 2015 state legislative session, and the 2016 national elections as they affect Texas New boxes and narrative on current issues and laws, including: state-constitutional conventions, secession, and federalism voter identification abortion state budget, taxation and spending, and the 2016 Texas Supreme Court school funding decision the University of Texas battle between Wallace Hall, Jr. and William Powers, and its implications for gubernatorial power over directing and changing state institutions

Book excerpt: The Council of Europe, of which all European States are members, plays a pivotal role in the promotion and protection of human rights, democracy, and the rule of law in Europe. Bringing together specialist scholars and practitioners, The Council of Europe: Its Laws and Policies offers profound insights into the functioning of the organization. The organization's primary and secondary law, its institutional structure, and its far-reaching fields of activities are comprehensively and systematically analysed. This volume investigates the impact of the Council's activities within the national legal systems of the Member States and the dense web of relationships between the Council of Europe and other international organisations. An important reference work on one of the most influential organizations in Europe, the book concludes that the Council of Europe has played a considerable role in the constitutionalization process of regional public international law.

Available in PDF, EPUB and Kindle. Book excerpt: How do international organizations in the United Nations system put together their budgets? What is the role of complex principals - most notably member states - and the complex agents in the bureaucracies of international organizations in budgeting processes? And what does a focus on budgeting tell us about the changing nature of the system of international organizations? This book provides answers to these questions through a detailed examination of budgeting in the UN system. The analysis draws on both quantitative and qualitative observations for a total of 22 UN system organizations and detailed case studies for the United Nations, ILO, UNESCO, and WHO. The findings demonstrate the importance of three key organizational outcomes-- proceduralization, routinization, and budgetary segmentation - as international organizations grapple with managing discord over priorities as a result of complex principal-- agent constellations. Contrary to a common view of international bureaucracies as pathological organizations, core budget routines are mostly successfully maintained. However, principal constellations become more complex, notably through the rise of voluntary contributions and non-state donors; budgetary segmentation advances, in some cases even leading to the setting up of new international organizations; and budgeting and resource mobilization become ever more intertwined. As a consequence, the capacity of international bureaucracies to fulfil their budgeting responsibilities is stretched to the limits and beyond. Transformations in Governance is a major academic book series from Oxford University Press. It is designed to accommodate the impressive growth of research in comparative politics, international relations, public policy, federalism, and environmental and urban studies concerned with the dispersion of authority from central states to supranational institutions, subnational governments, and public-private networks. It brings together work that advances our understanding of the organization, causes, and consequences of multilevel and complex governance. The series is selective, containing annually a small number of books of exceptionally high quality by leading and emerging scholars. The series is edited by Liesbet Hooghe and Gary Marks of the University of North Carolina, Chapel Hill, and Walter Mattli of the University of Oxford.

Book excerpt: Intended for use in an International Law survey course, International Law, Seventh Edition provides comprehensive coverage of foundational international law questions, including the nature and sources of international law, core doctrinal topics such as the subjects of international law (states and international organizations), and the jurisdictional powers and immunities of states. The book also addresses key substantive topics in international law, with reference to important contemporary foreign policy issues, such as (i) international human rights, (ii) the law of the sea, (iii) international environmental law, (iv) the use of force and the law of armed conflict, and (v) international criminal law. Key Features: New co-author Duncan Hollis of Temple Law School joins Stanford Law School’s Allen Weiner as the active authors of the book. New discussions of major international developments, including the law governing the use of force [e.g., cyber operations and the military campaign against the Islamic State (ISIS)], nonproliferation (e.g., the Iranian and North Korean nuclear crises), the law of the sea (e.g., disputed maritime claims in the South China Sea), and international environmental law (e.g., the conclusion of the Paris Agreement). New case study in Chapter 1 focused on the international response to the rise of ISIS. Inclusion of extended excerpts from a number of major recent Supreme Court decisions related to international law, including Bond v. United States (on fundamental principles of federalism and the treaty power under Article VI of the Constitution), Zivotofsky v. Kerry (on the separation of powers between Congress and the President in the field of foreign affairs), and Kiobel v. Royal Dutch Petroleum Co. (on the Alien Tort Statute). Adopts a modern, conceptual approach to the presentation of materials on statehood (including Palestinian claims to statehood), international organizations, and international dispute resolution.
