Higher government spending, taxes that did not keep pace with expenditures, and severe recession led to an unsustainable debt-to-GDP ratio of 52 percent in 2002. Short-term tax increases, even coupled with spending reforms, have not restored Colombia to fiscal balance. A Colombian government commission charged with researching more long-term tax and fiscal reforms gave rise to the selected essays included in this book, each coauthored by Colombian and North American public finance experts. The analyses and recommendations have particular policy relevance for developing economies in general.The studies include both broad discussions of Colombian fiscal and tax systems and detailed analyses of such specific tax instruments as the payroll tax, value-added tax, and the bank debit tax. The focus is on three key concerns: the sustainability of Colombia's fiscal situation, possible reforms to the national tax system, and the fiscal relationship between the national and subnational governments. The theme that emerges from these studies--the importance of moving toward a more efficient and equitable tax system while also raising revenue--suggests the limitations of stopgap measures and the real need for long-term fiscal reform.

Book excerpt: Richard A. Musgrave (1910-2007) is remembered today as the American economist who established modern foundations for public finance theory in the middle of the twentieth century. His work as a tax expert in developing countries has received little historical scrutiny. Musgrave was the chief economist of the 1949 World Bank mission to Colombia chaired by Lauchlin Currie. Twenty years later, he himself chaired an import fiscal reform mission in Colombia, the report of which served as a roadmap for the 1974 Colombian tax reform. Drawing from archival material and published sources, this paper reconstructs the intellectual baggage that Musgrave brought on his travels to Colombia. It situates his policy recommendations in the context of the Cold War developmentalist age and the rise of American expertise in Latin America. Musgrave's worldview was consistent over the period. The paper shows how Musgrave employed normative principles of tax equity and positive knowledge about the economy to make the case for progressive reforms to the tax structure. In the long run, the legacy of the Musgrave mission in Colombia is less visible, but that was to be expected, as the conclusion of the paper argues.

Book excerpt: This Selected Issues paper assesses the monetary policy stance and broad financial conditions in Colombia. It uses a dynamic stochastic general equilibrium model of a small open economy to estimate the neutral rate. A financial conditions index is also constructed to assess overall financial conditions through three different transmission channels (credit, leverage, risk) of the financial sector to the state of the economy. Results reveal that both monetary policy and broad financial conditions in Colombia remained tight in 2016. The results also show that tighter financial conditions could have had a sizable impact on GDP growth.
