Book excerpt: The sizeable increase in income inequality experienced in advanced economies and many parts of the world since the 1990s and the severe consequences of the global economic and financial crisis have brought distributional issues to the top of the policy agenda. The challenge for many governments is to address concerns over rising inequality while simultaneously promoting economic efficiency and more robust economic growth. The book delves into this discussion by analyzing fiscal policy and its link with inequality. Fiscal policy is the government’s most powerful tool for addressing inequality. It affects households ‘consumption directly (through taxes and transfers) and indirectly (via incentives for work and production and the provision of public goods and individual services such as education and health). An important message of the book is that growth and equity are not necessarily at odds; with the appropriate mix of policy instruments and careful policy design, countries can in many cases achieve better distributional outcomes and improve economic efficiency. Country studies (on the Netherlands, China, India, Republic of Congo, and Brazil) demonstrate the diversity of challenges across countries and their differing capacity to use fiscal policy for redistribution. The analysis presented in the book builds on and extends work done at the IMF, and also includes contributions from leading academics.

It identifies the main channels through which fiscal policy can influence growth and distills practical lessons for policymakers. The particular mix of policy measures, however, will depend on country-specific conditions, capacities, and preferences. The paper draws on the Fund’s extensive technical assistance on fiscal reforms as well as several analytical studies, including a novel approach for country studies, a statistical analysis of growth accelerations following fiscal reforms, and simulations of an endogenous growth model.

Book excerpt: Originally published in 1960, with a second edition in 1969, this book is of special interest for having been the first systematic attempt to discuss problems of fiscal policy from the point of view of promoting economic growth in underdeveloped countries. It deals mainly with problems of tax policy, and outlines the economic principles by which the structure of taxation in developing economies can be constructed and evaluated. The work made a distinct contribution in the field of Development studies by reorienting the theory of fiscal policy originally developed in the economically advanced countries to the problems, requirements and institutional structure of an underdeveloped, over-populated country with a mixed enterprise system.

Book excerpt: Ever since Shaw and McKinnon published their path-breaking works on financial development in 1973, there has been extensive research on the effects of monetary and financial policies on economic growth of developing countries. This book puts forward a new paradigm of monetary development theory along Keynesian lines. The approach is substantiated by providing a fresh perspective on India's economic development after Independence.

From the late 1940s to 1980, India's per capita income grew at an average annual rate of only two percent. Expansionist economic reforms during the 1980s boosted economic growth but also unfortunately resulted in high inflation and a balance of payments crisis. As a consequence, in 1991 the government announced sweeping new changes in economic policies. Economic Policy Reforms and the Indian Economy evaluates the effects of those changes and identifies areas of the Indian economy still in urgent need of reform. After an overview of Indian economic policies and development since independence, papers focus on the country's fiscal situation, the environment for private economic activity, education, the reservation of certain activities for small-scale industry, and determinants of differentials in rates of growth across the different Indian states. Contributors include respected academic specialists on India and policy reform, high-level Indian administrators, and present and past policymakers.

Book excerpt: This study analyses recent changes in India's economic policy and performance, and their implications for economic growth in the nineties, focusing on economic liberalization and the transition from a command to market economy. The author believes that the recent liberalization and rationalization in economic policies in general and fiscal policies in particular have boosted the performance of the Indian economy and further liberalization will enable it to perform significantly better as the decade proceeds. Although the major part of the discussion revolves around India, the principles and strategies discussed are largely applicable to most developing countries of South and South-East Asia. The book is divided into two parts and covers a wide canvas. Part I discusses inter alia the growth theories, models, and principal doctrines of leading growth economists like Arthur Lewis, Rostow, Schumpeter, Nurkse, and Galbraith, and provides a historical perspective covering a period of about two centuries which saw the emergence of Capitalism, Socialism, Mixed Economy, and the ideas and theories of Adam Smith, Keynes, Marx, Mill, Milton Friedman, and others. Against this backdrop it analyses the macroeconomic aspects of economic policies and problems confronting developing countries, advocates remedial measures and planning strategies to accelerate the momentum of growth, and provides a critical analysis of the existing policy framework and performance of the Indian economy per se and in the context of the international economic environment in which it operates. Part II is concerned with fiscal policies for growth in developing economies, including evaluation and suggestions for reform of theIndian tax system. Of particular interest is discussion of two canons of taxation based on empirical evidence and an original theory of the Corporate Nucleus Capital (CNC) Super-Multiplier advanced as a useful instrument of fiscal policy in Chapter 20. The penultimate chapter discusses current economic perceptions and future perspectives for the country, including the need for a synthesis between employment and growth; the final one providing an overview of the New Economic Policy enunciated in June 1991. Pleasantly and accessibly written, the work as a whole thus juxtaposes the present and projections of the future with the historical backdrop to provide a well-rounded picture, replete with rich and practical insight. It will therefore appeal not only to economists and government planners but also students and others interested in the growth prospects of India and other developing countries.

Available in PDF, EPUB and Kindle. Book excerpt: When India's economy faced an unprecedented macroeconomic crisis in 1991, fiscal consolidation constituted a major objective of the policy response. For this purpose, it became necessary to enhance tax and non-tax revenue, curtail current expenditure growth, restructure public sector undertakings, improve fiscal-monetary co-ordination, and deregulate financial system. The need for improvements in budgetary practices led to the enactment of the Fiscal Responsibility and Budget Management Act, 2003, which ushered the Indian economy into an era of fiscal consolidation based on fiscal policy rules. The passage of the Constitution (Seventy-Third Amendment) Act, 1992 marked a watershed in the history of modern India. With this amendment, a uniform structure of panchayats (village councils) emerged throughout the country. Similarly, the passage of the Constitution (Seventy-Fourth Amendment) Act, 1992 was a landmark in the history of municipal administration in India. As a result, panchayats and municipalities are now constitutional bodies which form the third tier of the federal polity of India. This decentralization initiative poses challenges and offers opportunities. This book provides an account of the fiscal developments in India during the post-liberalization period, with particular emphasis on decentralization initiatives. It also examines prospects and challenges facing the Indian economy. An appendix included in the book contains the Fiscal Policy Strategy Statement presented to Parliament by Shri Pranab Mukherjee, Minister of Finance, on February 26, 2010.

Book excerpt: This paper reviews the theoretical and empirical literature on the effectiveness of fiscal policy. The focus is on the size of fiscal multipliers, and on the possibility that multipliers can turn negative (i.e., that fiscal contractions can be expansionary). The paper concludes that fiscal multipliers are overwhelmingly positive but small. However, there is some evidence of negative fiscal multipliers.
