Chapter 1 describes attempts at financial equity from 1896 to the 1950s. Chapter 2 examines the current status of financing public education, emphasizing a state's obligation to provide equal educational opportunity despite the vast difference in the distribution of wealth from one district to another. Chapter 3 examines state and local revenues and the equity for taxpayers and students. Chapter 4 explains the types of distribution formulas, the state methods of aiding compensatory education, and state cost-equalization schemes. Chapter 5 explains statistical techniques used to estimate the degree of equity achieved. Chapter 6 shows the rationales used to challenge a state's financial formula. Chapter 7 describes specific lawsuits from "Serrano v. Priest" to "San Antonio v. Rodriguez." Chapter 8 examines contemporary challenges since "Rodriguez." Chapter 9 surveys current litigation strategies that have been successful. Chapter 10 offers predictions for future educational finance issues. State on Monday, October 2, 2017. In the fourth opinion, the Court held the K-12 public financing system was constitutionally inadequate and gave the Legislature an opportunity to bring the State's education financing system into compliance with Article 6, Section 6 of the Kansas Constitution by June 30, 2017. The Legislature subsequently enacted 2017 SB 19, which enacted the Kansas School Equity and Enhancement Act. This memorandum summarizes the Supreme Court's October 2017 opinion, the procedural history of Gannon, and SB 19. Note: This memorandum is not intended to be a full legal analysis of the October 2, 2017, Supreme Court decision, but rather a summary discussion of important points of the decision in the context of broader school finance policy in Kansas. A full legal analysis of the panel's decision will be provided at a later date by the Revisor of Statutes.

Book excerpt: In the past, foreign shocks arrived to national economies mainly through trade channels, and transmissions of such shocks took time to come into effect. However, after capital globalization, shocks spread to markets almost immediately. Despite the increasing macroeconomic dangers that the situation generated at emerging markets in the South, nobody at the North was ready to acknowledge the pro-cyclicality of the financial system and the inner weakness of “decontrolled” financial innovations because they were enjoying from the “great moderation.” Monetary policy was primarily centered on price stability objectives, without considering the mounting credit and asset price booms being generated by market liquidity and the problems generated by this glut. Mainstream economists, in turn, were not majorly attracted in integrating financial factors in their models. External pressures on emerging market economies (EMEs) were not eliminated after 2008, but even increased as international capital flows augmented in relevance thereafter. Initially economic authorities accurately responded to the challenge, but unconventional monetary policies in the US began to create important spillovers in EMEs. Furthermore, in contrast to a previous surge in liquidity, funds were now transmitted to EMEs throughout the bond market. The perspective of an increase in US interest rates by the FED is generating a reversal of expectations and a sudden flight to quality. Emerging countries’ currencies began to experience higher volatility levels, and depreciation movements against a newly strong US dollar are also increasingly observed. Consequently, there are increasing doubts that the “unexpected” favorable outcome observed in most EMEs at the aftermath of the Global Financial Crisis (GFC) would remain.

In the bioeconomy, materials are to a certain extent circular by nature. However, biomaterials may also be used in a rather linear way. Lately, a transition towards a circular economy, a more restorative and regenerative economic model, is being promoted worldwide. A circular economy offers an alternative model aiming at “doing more and better with less”. It is based on the idea that circulating matter and energy will diminish the need for new input. Its concept lies in maintaining the value of products, materials, and resources for as long as possible and at the same time minimizing or even eliminating the amount of waste produced. Focused on “closing the loops”, a circular economy is a practical solution for promoting entrepreneurial sustainability, economic growth, environmental resilience, and a better quality of life for all. The most efficient way to close resource loops is to find value in the waste. Different modes of resource circulation may be applied, e.g., raw materials, by-products, human resources, logistics, services, waste, energy, or water. To that end, this Special Issue seeks to contribute to the circular bioeconomy agenda through enhanced scientific and multidisciplinary knowledge to boost the performance efficiency of circular business models and support decision-making within the specific field. The Special Issue includes innovative technical developments, reviews, and case studies, all of which are relevant to green, closed-loop, circular bioeconomy.
