This study incorporates data from comparable surveys across five African countries--Ghana, Malawi, Mali, Senegal, and Tanzania--to analyze how small and micro enterprises have been positively and negatively affected by policy liberalization schemes. Some grow rapidly by adapting their products, while others stagnate because of import competition and increased self- employment. Comparisons were made between small firms, with 6 to 49 workers, and microenterprises, with fewer than 6. The study suggests a two-pronged strategy: (1) to facilitate widespread participation in microenterprises, broad measures are needed to lower the costs of entry, generate demand for their goods and services, raise the educational level and incomes of the poor, and encourage informal financial institutions; (2) to stimulate growth of potentially dynamic enterprises, well-targeted measures may be appropriate to lower the costs of entry, increase access to credit, and provide demand-driven business services. The report notes the risk-sharing arrangements developed by Korean policymakers and the flexible adaptation of directed credit programs to the changing needs of the Korean economy. The authors also emphasize the long-term costs of reliance on directed credit programs and the measures taken in recent years to redirect the programs' objectives and redress the imbalances that have arisen along Korea's path to economic development.

The Congress Party, a catch-all party that brought independence in 1947 and governed India for much of the period since then, no longer dominates the electoral scene. Political parties which draw support from particular caste and religious groups are now more powerful than ever before. Democracy Without Associations explains why religious and caste-based political parties come to dominate the electoral landscape in 1990s India and why catch-all parties have declined. Arguing that political parties and state policy can make some social divisions more salient than others and also determine how these divisions affect the political system, the author offers an explanation for the relationship between electoral competition and the politicization of social differences in India. He notes that the relationship between social cleavages and the party system is not axiomatic and that political parties can influence the links they have to social cleavages. The argument developed for India is also used to account for emergence of class-based parties in Spain and the electoral success of a religious party in Algeria. Democracy Without Associations will interest scholars and students of Indian politics, and party politics, as well as those interested in the impact of social divisions on the political system. Regional conflicts, adverse shifts in terms of trade, and marginalization of poor countries in the new global economy explain this outcome. This highlights the need to reform development assistance and improve its effectiveness. Making Development Work examines the four key principles of the Comprehensive-Development Framework, a World Bank initiative currently being piloted in twelve developing counties. The initiative promotes a holistic long-term vision of development, domestic ownership of development programs, and focus on results; and stronger partnership between government, the private sector, and the civil society. The first section of the volume describes the evolution in development thinking that culminated in this new consensus. The second focuses on country ownership of development policies and programs. Based on empirical evidence, it proposes a new view of the aid relationship as a mutual-learning process. The third section focuses on results and on the ways aid agencies might enhance development impact of their operations. It concludes with a preliminary assessment of strategies for scaling up from specific projects to sector and programmatic approaches, and suggests ways to adapt them to counter conditions. The experience of a bilateral aid agency, U.S. Agency for International Development (USAID), is examined in this context. The fourth section focuses on partnership, emphasizing that aid agencies must be explicit about the kinds of partnerships they seek with countries and the kinds of strategic selectivity they will exercise. The final chapter pulls together the lessons of development experience at various levels of operation. It outlines key tensions between comprehensiveness and selectivity, ownership and conditionality, speed and broad-based ownership, focus on results and poor local evaluation capacity, and enhanced country focus and globalization. Promising approaches to manage these tensions are put forward to replace one-size-fits-all prescriptions with client empowerment and social learning.
