Book excerpt: Decentralization of local government has become the lead issue in the developing countries like Bangladesh in very recent time. Two goals of many developing countries are the mobilization of resources through the public sector and the decentralization of government activities. These objectives have led government planners to look toward local governments as a source of administration and fiscal strength that is underrecognized and underutilized. This study mainly focuses on two aspects; from macro point of view, it discusses about the present fiscal structure of local government in Bangladesh and in micro level, it attempts to bring out attention to the strong Union Parishad through effective financial management.

Book excerpt: In contemporary world, Local Government Institutions are considered, by global intelligentsia and leaders, as a key to development, minority rights and strengthening of democracy. The efforts to chalk out a Global Charter for Local Self Government and the enforced European Charter of Local Self Government of 1985 are the glaring examples of global commitment to transfer the state authority to LGIs. Bangladesh, has the experience of LGIs since centuries but in a very raw form. Since independence, a number of efforts have been made to decentralize the central government's authority, but all efforts have been limited to the tier-structures rather than strengthening the LGIs. This research has tried to find out the link between Fiscal Decentralization and Local Economic Development by conducting some case studies about the LGIs in Bangladesh. Primary as well as Secondary data has been collected and analyzed and a positive relationship has been found between Fiscal Decentralization and Local Economic Development. Finally, the paper has given some suggestions on how effective decentralization process can be implemented in Bangladesh.

Book excerpt: This book draws on experiences in developing countries to bridge the gap between the conventional textbook treatment of fiscal decentralization and the actual practice of subnational government finance. The extensive literature about the theory and practice is surveyed and longstanding problems and new questions are addressed. It focuses on the key choices that must be made in decentralizing, on how economic and political factors shape the choices that countries make, and on how, by paying more attention to the need for a more comprehensive approach and the critical connections between different components of decentralization reform, everyone involved might get more for their money.

Book excerpt: Dissatisfied with centralized approaches to delivering local public services, a large number of countries are decentralizing responsibility for these services to lower-level, locally elected governments. The results have been mixed. The paper provides a framework for evaluating the benefits and costs, in terms of service delivery, of different approaches to decentralization, based on relationships of accountability between different actors in the delivery chain. Moving from a model of central provision to that of decentralization to local governments introduces a new relationship of accountability-between national and local policymakers-while altering existing relationships, such as that between citizens and elected politicians. Only by examining how these relationships change can we understand why decentralization can, and sometimes cannot, lead to better service delivery. In particular, the various instruments of decentralization-fiscal, administrative, regulatory, market, and financial-can affect the incentives facing service providers, even though they relate only to local policymakers. Likewise, and perhaps more significantly, the incentives facing local and national politicians can have a profound effect on the provision of local services. Finally, the process of implementing decentralization can be as important as the design of the system in influencing service delivery outcomes.

Book excerpt: Fiscal Decentralisation and Economic Development: The Kerala Experience signifies a substantial contribution of the trends in the central government’s fiscal transfers and its impact on Kerala and all state finances between the fiscal years 1980–81 and 2012–13. Regional disparity in resource transfer and economic development are often sources of political tensions and dissatisfaction in a federal system. The fundamental economic argument advanced in favour of decentralised government activity has been that decentralisation is a means to enhance the efficiency of government activity, to increase social welfare and to promote economic development and growth. Despite constitutional recognition of the third tier in 1992, analysis of fiscal decentralisation incorporating the role and functions of the third tier in conjunction with the first two tiers does not exist. This study is an attempt to provide a more complete picture of the fiscal federalism in Kerala incorporating all the three tiers of government. Before the policymakers shift to some new theories on deciding the allocation of very valuable scarce national resources to states through the Finance Commission and Planning Commission and thereby providing strong incentives to influence the development strategy of states, it is pertinent that we consider some empirical relationships from the data on Indian states and this book hopes to provide some insight into this direction, which will be highly useful to policy makers, administrators and academics.

Available in PDF, EPUB and Kindle. Book excerpt: This report offers a comprehensive overview of decentralisation policies and reforms in OECD countries and beyond. Sometimes called a "silent" or "quiet" revolution, decentralisation is among the most important reforms of the past 50 years. The report argues that decentralisation outcomes - in terms of democracy, efficiency, accountability, regional and local development - depend greatly on the way it is designed and implemented. Making the most of decentralisation systems is particularly crucial in the context of a "geography of discontent" and growing divides between places that feel left behind by globalisation and technological change and those that may benefit from the opportunities offered by megatrends. The report identifies 10 guidelines for making decentralisation work and allowing it to be conducive to regional development. Beyond the guidelines, the report proposes concrete tools for policy-makers, including detailed sets of recommendations, checklists, pitfalls to avoid and examples of good practices, both in unitary and federal countries.

Book excerpt: Fiscal decentralization is becoming a pressing issue in a number of countries in sub-Saharan Africa, reflecting demands for a greater local voice in spending decisions and efforts to strengthen social cohesion. Against this backdrop, this paper seeks to distill the lessons for an effective fiscal decentralization reform, focusing on the macroeconomic aspects. The main findings for sub-Saharan African countries that have decentralized, based on an empirical analysis and four case studies (Kenya, Nigeria, South Africa, Uganda), are as follows: • Determinants and effectiveness: Empirical results suggest that (1) the major driving forces behind fiscal decentralization in sub-Saharan Africa include efforts to defuse ethnic conflicts, the initial level of income, and the urban-ization rate, whereas strength of democracy is not an important determi-nant for decentralization; and (2) decentralization in sub-Saharan Africa is associated with higher growth in the presence of stronger institutions. • Spending assignments: The allocation of spending across levels of gov-ernment in the four case studies is broadly consistent with best practice. However, in Uganda, unlike in the other three case studies, subnational governments have little flexibility to make spending decisions as a result of a deconcentrated rather than a devolved system of government. • Own revenue: The assignment of taxing powers is broadly in line with best practice in the four case studies, with the bulk of subnational revenue coming from property taxes and from fees for local services. However, own revenues are a very small fraction of subnational spending, reflecting weak cadaster systems and a high level of informality in the economy.
