Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from First Steps of Political Economy The desire of possession is one of our earliest desires. The child desires to have something for its own. This desire becomes in man the desire of property - of wealth. Items of wealth. - The items of wealth are very numerous. Land, houses, furniture, clothing, carriages, watches, money, fruit, cattle - these and a great many other things constitute the wealth or riches of a country. Two things common. - Two things are common to all these articles: 1. They are adapted to gratify some desire; 2. They can be appropriated - that is, can be owned by some person or persons. All articles adapted to gratify desire and capable of appropriation come under the head of wealth. Air and sunlight. - Some objects of desire do not come under the head of wealth. Air is very desirable. All want it, and cannot live without it; but it is not an item of wealth. It cannot be appropriated - cannot become private property. This is owing to its abundance. Water. - The remarks which apply to air and sunlight apply, for the most part, to water. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from First Lessons in Political Economy This book has been prepared for use in High Schools and Academies. In writing its pages, I have been Well aware that the object sought is the most difficult at which an economist can aim. Whether this effort to reach the minds of pupils of fifteen, sixteen or seventeen years has been successful, will only be learned on actual trial. In preparing a text-book for students in the period of life indicated, I have not thought it necessary to make the work childish. It is no Primer of Political Economy which is here offered but a substantial course of study in this vitally important subject. I can only hope that it will be found that those for whom it has been designed will be able to follow that course to their own satisfaction and with good results. Book excerpt: Excerpt from Political Economy Definition of the Science. - We propose in the following treatise to give an outline of the science which treats of the Nature, the Production, and the Distribution of Wealth. To that science we give the name of Political Economy. Our readers must be aware that that term has often been used in a much wider sense. The earlier writers who assumed the name of Political Economists avowedly treated not of Wealth but of Government. Mercier de la Riviere entitled his work The Natural and Essential Organization of Society, and professed to propose an organization "which shall necessarily produce all the happiness that can be enjoyed on earth." Sir James Steuart states, that "the principal object of the science is to secure a certain fund of subsistence for all the inhabitants, to obviate every circumstance which may render it precarious, and to provide everything necessary for supplying the wants of the society." The modern continental writers have in general entered into an equally extensive inquiry. "Political Economy," says M. Storch, "is the science of the natural laws which determine the prosperity of nations, that is to say, their wealth and their civilization." M. Sismondi considers "the physical welfare of man, so far as it can be the work of government, as the object of Political Economy." "Political Economy," says M. Say, "is the economy of society; a science combining the results of our observations on the nature and functions of the different parts of the social body." The modern writers of the English school have in general professed to limit their attention to the theory of Wealth; but some of the most eminent among them, after having expressed their intention to confine themselves within what appears to us to be their proper province, have invaded that of the general legislator or the statesman. Book excerpt: Excerpt from A History of Political Economy It is with great pleasure that I embrace the opportunity afforded me by the publishers of Dr. Ingram's "History of Political Economy" to commend the book to the attention of the American public. Dr. Ingram needs no introduction to our students of economics. His work in the Encyclopaedia Britannica has attracted marked attention wherever earnest thinkers are studying the social and economic problems of our time, whether in Europe or America. The present treatise deserves especial notice, as the first serious attempt by a properly qualified English writer to present a view of the progress of economic thought The works of M'Culloch and Twiss on the same subject were of value only because there was nothing else on the same topic. They testify eloquently to the exceedingly primitive state of the history of economic thought and policy which existed in their day. The work of Blanqui, recently translated into English, is rather a history of economic systems (and a poor one even as such) than of economic theories and doctrines. Up to the time of the appearance of the nineteenth volume of the Encyclopedia Britannica there was no essay on the subject in English which could be considered a very valuable one. We now have a treatise which will compare favourably with any work of similar compass in any other language. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Elements of Political Economy This work is intended primarily for the use of students. The leading principles are stated, as far as possible, without the introduction of controversial matter. At the same time, throughout the work indications are given of the points still in dispute and of the difficulties involved in the further development of the principles and theories of which an elementary exposition is given. The work is based on the "Principles of Political Economy" (3 vols.) by the same author. It is, however, not simply an abstract. In the first four books the material used has been almost entirely recast. In the last book it was thought better to omit certain topics altogether rather than attempt any further condensation of the argument. In order to keep the volume within reasonable limits the greater part of the historical matter which forms a characteristic feature of the larger work has been excluded, though the results of the application of the historical method have been retained. Little space also was available for the history of economic thought and doctrines. In the text, however, the importance of these and other omitted topics has been emphasised, and the student is recommended throughout to supplement his reading by reference to special works. The work was interrupted by the war, and I was only able to bring it to an end after the conclusion of peace. Unfortunately I was prevented from resuming after the war my investigations in London, so that as far as the beginnings of political economy in the sixteenth and seventeenth centuries are concerned I could not go as deeply as I should have liked into the matter. I was obliged to base the first chapter of this book in the. First instance on reprints of early economic tracts which were obtainable in Warsaw. I have no intention of giving in the following pages a complete list of all theories which have been formulated since antiquity. My aim is a more modest - or perhaps a more ambitious - one. I have been endeavouring to find among the doctrines advanced more than one hundred years ago such theories as still to-day can help us to understand economic phenomena. Such - critical, and at the same time constructive - is the scope of this book. I have tried to separate the chaff from the corn and to put in evidence theories on which modern economic science can build. Book excerpt: Excerpt from Political Economy for Beginners When I was helping my husband to prepare a third edition of his Manual of Political Economy, it occurred to us both that a small book, explaining as briefly as possible the most important principles of the science, would be useful to beginners, and would perhaps be an assistance to those who are desirous of introducing the study of Political Economy into schools. It is mainly with the hope that a short and elementary book might help to make Political Economy a more popular study in boys' and girls' schools that the following pages have been written. In order to adapt the book especially for school use, questions have been added at the end of each chapter. Book excerpt: Excerpt from Principles of Political Economy If the curiosity of our supposed observer be whetted by what he saw on London Bridge, and if the natural impulse to generalize from particulars be deepened in his mind, he may perhaps on his return to America take an opportunity to see what he can see and learn what he can learn within and around one' of the mammoth cotton mills in Lowell or Fall River or Cohoes. Should he take his stand for this purpose at one of these points, say Lowell, he will be struck at once by some of the differences between what he saw on the bridge and what he now sees in the mill. He will indeed see as before some commodities brought in and carried out, such as the raw cotton and new machinery and the finished product ready for sale, but in general no other commodities than the cotton in its various stages of manu facture, and those like the machinery and means of trans portation directly connected with transforming the cotton into cloth and taking it to market. Book excerpt: Excerpt from First Principles of Political Economy: With Reference to Statesmanship and the Progress The world is so full of books on all subjects that it is expected of any one who adds another to the number already existing, that he will offer some apology for the new demand he is making upon public attention. And the Preface seems to be the place and the occasion where he is expected to make it. Having been called some fifteen or twenty years ago to teach Political Economy - in consequence of there being no one else that had leisure to do so - I soon began to prepare the way for the use of the text books I had chosen, by certain elementary definitions and statements, like what are contained in the earlier chapters of the ensuing pages. Gradually, however, the elementary definitions which had thus been commenced, grew into nearly all that is contained in this work. With unabated bounty the land of England blooms and grows; waving with yellow harvests; thick-studded with workshops, industrial implements, with fifteen millions of workers, understood to be the strongest, the cunningest, and the willingest our earth ever had; these men are here, the work they have done, the fruit they have realised is here, abundant, exuberant on every hand of us; and behold some baleful fiat as of Enchantment has gone forth, saying, 'Touch it not, ye master-workers, ye master-idlers;none of you can touch it, no man of you shall be the better for it; this is enchanted fruit.'" - Thomas Carlyle (Past and Present). Book excerpt: Excerpt from Political Economy of Health In the first the people are simply counted; men, women and children, - all have equal share in this enumeration; the infant and the mature, the strong and the weak, the healthy and the sick, are all presumed to contribute an equal portion to the body politic. Numbers have, in themselves, no power. They are merely representatives of things that may be nominally alike, but infinitely various in their degrees of value. A community of children in the forming stages of life, or of invalids, or of patients in hospital, or lunatics, is very differ ent from one that includes only persons in the mature and effective periods of life. Book excerpt: Excerpt from Principles of Political Economy: Applied to the Condition, the Resources, and the Institutions of the American People The work was not designed to be wholly controversial and original; besides suggesting the doctrines which are to take the place of those which have been rejected, it was intended to contain a summary of what is most valuable in other treatises upon the subject, so as to form a con venient text-book of instruction in American colleges. Most teachers will probably accept the conclusion which I have formed, after many years' experience, that it is a wearisome and hopeless task to at tempt to instruct a class Of pupils from any Of the English or French treatises upon the science. This volume contains the substance of a course of lectures upon Political Economy, first delivered before the Lowell Institute in Boston five years ago, and afterwards repeated, with many changes and additions, before successive classes in college. It also comprises all that was deemed worthy of preservation in a series of articles upon various topics in the science, which have been published during the last ten years in the North American Review. I have not deemed it necessary to rewrite what was at first carefully prepared for publication, when time and further reflection had not suggested any change of doctrine, or any material improvements in illustration or phraseology.
