Book Synopsis A Thousand Cuts by : Alexandros Kentikelenis
Download or read book A Thousand Cuts written by Alexandros Kentikelenis and published by Oxford University Press. This book was released on 2023 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The dominant policy response to economic crises over the past four decades has been the introduction of austerity. How has this mix of budget cuts and reforms to downsize the role of the state evolved over time? What affect has it had on social policies and on people's lives? This book examines the activities of the world's leading advocate of austerity: the International Monetary Fund (IMF). This international organization lends to countries facing economic trouble in exchange for the implementation of far-reaching austerity measures. Drawing on new data, the authors reveal that although the precise content of IMF-mandated austerity has changed considerably over time, the organization continues to place a high burden of reform on countries in crisis. These reforms then decrease the availability of important social services, and contribute to rises in income inequality and declines in population health. These findings form the first systematic assessment of how austerity has impacted people's lives and livelihoods around the world. Will such policy mistakes be avoided in the post-pandemic world? The early evidence presented in this book do not raise grounds for optimism. Public expenditure projections reveal that by 2023, 86 out of 189 countries-mostly middle-income ones-will face contractions in government spending compared to their 2010s average, thereby exposing a cumulative total of 2.3 billion people to the socio-economic consequences of budget cuts"--

This book was released on 2004-03-18 with total page 83 pages. Available in PDF, EPUB and Kindle. Book excerpt: The draft 2004 budget passed by the assembly is consistent with the Financial Sector Assessment Program (FSAP). Achieving the programmed strengthening of the tax effort remains a challenge. On the expenditure side, the aim is to improve the anti-poverty and pro-growth orientation of public spending. The operating surplus of state enterprises is improved in 2004. The stance of monetary policy is appropriate, as evidenced by the continued achievement of the program objectives for Net International Reserves (NIR) and inflation (in the context of the crawling peg regime).

Book Synopsis Corruption by : International Monetary Fund. Fiscal Affairs Dept.,
Download or read book Corruption written by International Monetary Fund. Fiscal Affairs Dept., and published by International Monetary Fund. This book was released on 2016-05-11 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: In an environment in which growth and employment prospects in many countries remain subdued and a number of high-profile corruption cases have fueled moral outrage, and amid a growing consensus that corruption can seriously undermine a country’s ability to deliver inclusive economic growth in a number of different areas, addressing corruption globally—in both developed and developing countries—has become increasingly urgent. When corruption impairs government functions, it can adversely affect a number of important determinants of economic performance, including macrofinancial stability, investment, human capital accumulation, and total factor productivity. Moreover, when systemic corruption affects virtually all state functions, distrust of government can become so pervasive that it can lead to violence, civil strife, and conflict, with devastating social and economic implications. This Staff Discussion Note focuses on corruption that arises from the abuse of public office for private gain, whether it manifests itself transactionally (for example, a bribe) or through powerful networks between business and government that effectively result in the privatization of public policy. While designing and implementing an anticorruption strategy requires change on many different levels, the IMF's experience in assisting member countries suggests that several elements need to be given priority: transparency, rule of law, and economic reform policies designed to eliminate excessive regulation. Perhaps most important, however, addressing corruption requires building effective institutions, with the clear objective of developing a competent civil service that takes pride in being independent of both private influence and public interference.
Book Synopsis Tajikistan's Difficult Development Path by : Martha Brill Olcott
Download or read book Tajikistan's Difficult Development Path written by Martha Brill Olcott and published by Brookings Institution Press. This book was released on 2012-11-27 with total page 467 pages. Available in PDF, EPUB and Kindle. Book excerpt: Tajikistan teeters on the brink of failure. This mountainous and landlocked country, the poorest in Central Asia, confronts the challenges of good governance and economic survival. These domestic struggles become even more problematic as international forces prepare to withdraw from neighboring Afghanistan, leaving Central Asian countries to ensure regional stability. In Tajikistan's Difficult Development Path, Martha Brill Olcott traces the political, economic, and social change following the country's independence and international efforts to avert state collapse. The Tajik government's commitment to reform has been inconsistent, and substantial foreign assistance provided since the end of the country's civil war has not led to the desired economic and political development. Olcott concludes that the Tajik leadership faces a serious dilemma: fully embrace reform or continue moving toward state failure. Tajikistan's decision will have very real implications for this troubled region.

The IMF staff supports the authorities’ request for completing the first program review and the request for a waiver.

Book Synopsis Program Design in Currency Unions by : International Monetary Fund. Strategy, Policy, & Review Department
Download or read book Program Design in Currency Unions written by International Monetary Fund. Strategy, Policy, & Review Department and published by International Monetary Fund. This book was released on 2018-03-16 with total page 71 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Despite a long history of program engagement, the Fund has not developed guidance on program design in members of currency unions. The Fund has engaged with members of the four currency unions—the Central African Economic and Monetary Community, the Eastern Caribbean Currency Union, the European Monetary Union, and the West African Economic and Monetary Union—under Fund-supported programs. In some cases, union-wide institutions supported their members in undertaking adjustment under Fund-supported programs. As such, several programs incorporated—on an ad hoc basis—critical policy actions that union members had delegated. Providing general guidance on program design for members in a currency union context would fill a gap in Fund policy and help ensure consistent, transparent, and evenhanded treatment across Fund-supported programs. This paper considers two options on when and how the Fund should seek policy assurances from union-level institutions in programs of currency union members. Option 1 would involve amending the Conditionality Guidelines, which would allow the use of standard conditionality tools with respect to actions by union-level institutions. Option 2—which staff prefers—proposes formalizing current practices and providing general guidance regarding principles and modalities on policy assurances from union-level institutions in support of members’ adjustment programs. Neither option would infringe upon the independence (or legally-provided autonomy) of union-level institutions, since the institutions would decide what measures or policy actions to take—just as any independent central bank or monetary authority does, for example, in non-CU members."

Book excerpt: There has been progress in strengthening public financial management; however, improving budget execution and strengthening public finances is required. The tax and custom administration reforms will help bolster private sector-led growth and meet the ambitious revenue target to finance priority expenditure. Monetary and exchange rate policy is required to reduce inflation while preventing an overshooting of the exchange rate. Further progress is needed to foster financial sector development. A more ambitious rehabilitation plan for the electricity sector needs to be designed and implemented with urgency.

Women have extremely low representation in parliament and in other decision making bodies. Despite this, women are increasingly involved in private sector development and in the market economy. Available statistics suggest that women own nearly 30 percent of all businesses and approximately 20 percent of small and medium-sized enterprises. Yet, government support for women's economic empowerment and women in business has been limited, and reforms are needed to the general legal framework to ensure gender equality. This v.

Tajikistan should proceed with care on the Roghun project, paying close attention to social, macroeconomic, and debt sustainability. Macroeconomic policies are appropriate, but the weakened health of the banking sector and of state-owned enterprises needs to be addressed urgently.

This book was released on 2002-05-03 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines Lesotho’s 2001 Article IV Consultation, Second Review Under the Poverty Reduction and Growth Facility Arrangement, and a Request for Waiver of the Performance Criterion. The economic program remains on track. Key economic indicators are performing as expected, and all quantitative performance criteria for end-September 2001 were observed. However, one structural performance criterion, making the Lesotho Revenue Authority operational, was delayed because of late parliamentary action. One benchmark—completing the 2000/01 public accounts for auditing—was not completed because of a decision to complete accounts from 1993/94 in sequence.
