Book excerpt: Congress has continued to debate the efficacy and constitutionality of federal regulation of firearms and ammunition, with strong advocates arguing for and against greater gun control. While several dozen gun control-related proposals have been introduced in recent Congresses, only a handful of those bills received significant legislative action. The 109th Congress, for example, passed two bills with firearmsrelated provisions that were enacted into law. P.L. 109-72 prohibits certain types of lawsuits against firearm manufacturers and dealers to recover damages related to the criminal or unlawful use of their products by other persons, and P.L. 109-295 includes a provision that prohibits federal officials from seizing any firearm from private persons during a major disaster or emergency, if possession of that firearm was not already prohibited under federal or state law. Nevertheless, the 110th Congress could possibly reconsider several gun control proposals that were considered as part of appropriations and crime legislation in the previous Congress. During the 109th Congress, the House amended the Children's Safety Act of 2005 (H.R. 3132) to prohibit the transfer or possession of a firearm to or by any person convicted of a sex offense against a minor. The House also amended Secure Access to Justice and Court Protection Act of 2005 (H.R. 1751) to authorize certain federal court judges and officials to carry firearms for personal protection. The Senate passed a different version of H.R. 1751 that included similar provisions, as well as provisions designed to clarify and expand the Law Enforcement Officers Safety Act (P.L. 108-277) -- a law that gives concealed carry privileges to qualified on-duty and retired law enforcement officers. None of those provisions were enacted into law, however. In addition, the House Judiciary considered four gun-related bills: the ATFE Modernization and Reform Act of 2006 (H.R. 5092), the Firearms Corrections and Improvement Act (H.R. 5005), the Firearm Commerce Modernization Act (H.R. 1384), and the NICS Improvement Act of 2005 (H.R. 1415). H.R. 5092 was passed by the House. The 109th Congress, moreover, maintained a fee prohibition for Brady background checks and other funding limitations and conditions related to gun enforcement in the FY2006 DOJ appropriations (P.L. 109-108). Those limitations and conditions have been continued into FY2007 under continuing resolutions. They are often referred to as the "Tiahrt amendment," for their sponsor in the FY2004 appropriations cycle, Representative Todd Tiahrt. Issues addressed in those bills, as well as the Tiahrt funding limitations and conditions, could be reconsidered in the 110th Congress. Senator Charles Schumer, for example, has introduced a bill (S. 77) that would repeal portions of the Tiahrt amendment that limit the sharing of firearm trace data. Other gun control-related issues that may reemerge in the 110th Congress include (1) retaining Brady background check records for approved transactions to enhance terrorist screening, (2) more strictly regulating certain long-range fifty caliber rifles, (3) further regulating certain firearms previously defined in statute as "assault weapons," and (4) requiring background checks for firearm transfers at gun shows. This report will updated to reflect legislative action.

Book excerpt: First published in 1972 Firearms Control is the result of research carried out at the Cambridge University Institute of Criminology, looks at the various problems involved in firearms control. Chief Inspector Greenwood, a serving police officer, makes use, in his investigation of the problem, of fascinating material not previously published or largely forgotten. He reveals massive and dangerous shortcomings in the official statistics, and his detailed and original findings show how badly the problem has been misunderstood. He examines closely current legislation and current policies, showing the effort they involve and the product of that effort. The findings of Firearms Control call into question many of the attitudes and theories which have hitherto been unquestioningly accepted. Colin Greenwood here recommends radical changes both in legislative and administrative attitudes to firearms control, with a view to reducing the burden on the police there by permitting them to devote their time to methods which are likely to be productive. The book will command attention of legislators and police, sociologists, statisticians, lawyers, and laymen.

Available in PDF, EPUB and Kindle. Book excerpt: The gun control debate is more complex than we often acknowledge. What is often phrased as a single question -- should we have gun control -- Is actually made up of three distinct policy questions. First, who should we permit people to have guns? Second, which guns should be allowed? Thirdly, how should we regulate the acquisition, storage, and carrying of the guns people may legitimately own? To answer these questions we must decide whether (and which) people have a right to bear arms, what kind of right they have, and how stringent that right is. We must also evaluate divergent empirical claims about (a) the role of guns in causing harm, and (b) the degree to which private ownership of guns can protect innocent civilians from attacks by criminals, either in their homes or in public. Hugh LaFollette sorts through the conceptual, moral, and empirical claims to fairly assess arguments for and against serious gun control, and ultimately argues that the US needs far more gun control than we currently have in most jurisdictions.

Book excerpt: GUN CONTROL: INTERNATIONAL VIEWS, PERSPECTIVES AND COMPARISONS extensively explores gun control policies, firearm ownership landscapes, and associated issues across various countries. It begins with an introductory chapter outlining its scope and purpose. Subsequent chapters delve into topics such as gun control policies encompassing crime prevention, public safety, mass shooting reduction, mental health considerations, domestic violence prevention, accidental shooting prevention, national security, illegal firearm trafficking, and maintenance of public order. The book also addresses the definition of guns, civilian firearm use, responsible gun ownership, and the United States' intricate gun ownership landscape, covering laws, regulations, statistics, and the impact of policies on violent crime and mass shootings. Further chapters extend this analysis to other nations, exploring gun control scenarios in Canada, the United Kingdom, Australia, Germany, Switzerland, Japan, Brazil, South Africa, and Russia. Additionally, the book discusses global perspectives on gun ownership variations, the purchase process, and introduces a rating system for effective gun control policies. The final chapter explores the sociological aspects of sports shooting, covering historical development, cultural influences, community dynamics, inclusivity, economic factors, political aspects, controversies, and the intersection of health and well-being. The inclusion of an index and reference section enhances the book's accessibility and credibility, ultimately presenting a comprehensive examination of diverse aspects within the realm of gun-related subjects.

Book excerpt: Glenn Beck, the New York Times bestselling author of The Great Reset, makes a passionate, fact-based case for guns that reveals why gun control isn’t really about controlling guns at all; it’s about controlling us. When our founding fathers secured the Constitutional “right of the people to keep and bear arms,” they also added the admonition that this right SHALL NOT BE INFRINGED. It is the only time this phrase appears in the Bill of Rights. So why aren’t more people listening? History has proven that guns are essential to self-defense and liberty—but tragedy is a powerful force and has led many to believe that guns are the enemy, that the Second Amendment is outdated, and that more restrictions or outright bans on firearms will somehow solve everything. They are wrong. In Control, Glenn Beck takes on and debunks the common myths and outright lies that are often used to vilify guns and demean their owners: The Second Amendment is ABOUT MUSKETS...GUN CONTROL WORKS in other countries...40 percent of all guns are sold without BACKGROUND CHECKS...More GUNS MEAN more MURDER...Mass shootings are becoming more common...These awful MASSACRES ARE UNIQUE TO AMERICA...No CIVILIAN needs a “weapon of war” like the AR-15...ARMED GUARDS in schools do nothing, just look at Columbine...Stop FEARMONGERING, no one is talking about TAKING YOUR GUNS AWAY. Backed by hundreds of sources, this handbook gives everyone who cares about the Second Amendment the indisputable facts they need to reclaim the debate, defeat the fear, and take back their natural rights.

Available in PDF, EPUB and Kindle. Book excerpt: Gun-related violence remains an intractable problem despite a decline in the past decade. Some believe the solution lies in stricter gun control laws while others think these measures would be ineffective or counter-productive. Guns, Gun Control, and Elections examines current gun control policy and explains how it was adopted by discussing the roles and interactions of elected officials, interest groups, political parties, and the public. Original research on media coverage and public opinion as well as a chapter on state policy (Virginia) make the book both informative and accessible. The book focuses on the utility of gun policy, and its discussion of policy impact is grounded in real-world politics. Wilson also highlights the importance of gun control in the Presidential elections of 2000 and 2004 as well as in some U.S. Senate and statewide campaigns.

The debate over the role of guns and gun regulations in American society tends to be acrimonious and misinformed. DeGrazia and Hunt bring the advantages of philosophical analysis to this highly-charged issue in the service of illuminating the strongest possible cases for and against (relatively extensive) gun regulations.

Available in PDF, EPUB and Kindle. Book excerpt: Starting with Columbine, school shootings have brought the issue of gun control to the forefront of the American consciousness. Why it won't rise to the top of the political agenda is an important part of the story that Will Vizzard tells. Drawing on Congressional hearings, interviews, thirty years of research, and personal experience as a special agent of the Bureau of Alcohol, Tobacco, and Firearms, the author takes a step back from both advocates and opponents of gun control to survey the U.S. gun landscape. What he finds there is a scene dominated by policy and public opinion extremism as well as a powerful combination of history and symbolism that impede the resolution of this conflict. Neither a call for gun prohibition nor a diatribe against gun control, this book is intended for those with a particular interest in firearms as well as serious students of public policy and criminal justice. In addition to covering a century of gun control policy, the author addresses such current issues as assault weapons, right-to-carry and concealed-carry laws, school shootings, and recent elections. Unlike its several counterparts, SHOTS IN THE DARK sheds light on a balanced and pragmatic approach to gun control legislation.
