Book excerpt: The consideration of risk in regulatory decision-making has long been a part of NRC's policy and practice. Initially, these considerations were qualitative and were based on risk insights. The early regulations relied on good practices, past insights, and accepted standards. As a result, most NRC regulations were prescriptive and were applied uniformly to all areas within the regulatory scope. Risk technology is changing regulations by prioritizing the areas within regulatory scope based on risk, thereby focusing on the risk-important areas. Performance technology, on the other hand, is changing the regulations by allowing requirements to be adjusted based on the specific performance expected and manifested, rather than a prior prescriptive requirement. Consistent with the objectives of risk-informed and performance-based regulatory requirements, BNL evaluated the feasibility of applying risk- and performance-technologies to modifying NRC's current regulations on fire protection for nuclear power plants. This feasibility study entailed several case studies (trial applications). This paper describes the results of two of them. Besides the case studies, the paper discusses an overall evaluation of methodologies for fire-risk analysis to support the risk-informed regulation. It identifies some current shortcomings and proposes some near-term solutions.

Book excerpt: After a 1975 fire at the Browns Ferry nuclear plant in Alabama threatened the unit¿s ability to shut down safely, the Nuclear Regulatory Comm. (NRC) issued prescriptive fire safety rules for commercial nuclear units. However, nuclear units with different designs and different ages have had difficulty meeting these rules and have sought exemptions to them. In 2004, NRC began to encourage the nation¿s 104 nuclear units to transition to a less prescriptive, risk-informed approach that will analyze the fire risks of individual nuclear units. This report examines: (1) the number and causes of fire incidents at nuclear units since 1995; (2) compliance with NRC fire safety regulations; and (3) the transition to the new approach. Includes recommendations. Illustrations.

Book excerpt: This Safety Guide provides specific recommendations on protection against internal and external hazards in the operation of nuclear power plants. It provides new or updated recommendations derived from enhanced understanding of operational aspects of hazards and combinations of hazards. Operating experience gained from incidents and accidents in nuclear power plants around the world has demonstrated that fire can be an important risk contributor in many Member States. However, there are other internal and external hazards that have also to be considered in the design and operation of nuclear power plants. This Safety Guide supersedes and expands the scope of lAEA Safety Standards Series No. NS- G-2. 1, Fire Safety in the Operation of Nuclear Power Plants, to include recommendations on these other hazards.

Book excerpt: A program plan for nuclear power plant fire protection research has been presented in this report. The principal objective of the program is to create a data base that would reduce the uncertainties in fire probabilistic risk assessment of plants. A three-pronged approach of characterization of potential fires, determination of the ensuing environment, and determination of failure thresholds of safetyrelated equipment in that environment is described. The techniques are to be applied to estimating the fire safety margin, available in a control room.
