Book excerpt: A new initiative, Fire Adapted Communities, acts as an overarching framework that guides wildland-urban interface communities in addressing wildfire risks. Fire Adapted Commmunities' approaches include wildfire education, planning, community partnership-building and hands-on activities designed to provide wildland-urban interface citizens with the necesssary knwoledge, tools and motivation to prepare their communities for inevitable wildfires. Post-fire recovery is also an area of emphasis. The more steps a community takes toward wildfire preparedness, the more fire-adapted it becomes.

Yet, no matter the name, they pose an evolving threat to lives and property in an increasing number of communities across the United States. Homes near natural areas, the wildland/urban interface (WUI), are beautiful places to live. These pristine environments add to the quality of life of residents and are valued by community leaders seeking to develop new areas of opportunity and local tax revenue, but these areas are not without risk. Fires are a part of the natural ecology, living adjacent to the wilderness means living with a constant threat of fires. Fire, by nature, is an unpredictable and often uncontrollable force. Recent fires in 2011, like those seen in Texas, the West, and even the Mid-Atlantic States, serve as a reminder to the fire service, emergency managers, local decisionmakers, and the public of the need to better understand the environment we live in and the positive role each group can collaboratively play in a wildland fire solution. The concept of fire-adapted communities (FACs) holds that, with proper community-wide preparation, human populations and infrastructure can withstand the devastating effects of a wildland fire, reducing loss of life and property. This goal depends on strong and collaborative partnerships between agencies and the public at the State, Federal, and local levels, with each accepting responsibility for their part. This guide will frame the FAC concept and current efforts to define its scope, explain the roles that groups can adopt to improve their fire safety, and provide guidance on future steps. The U.S. Fire Administration (USFA) believes that by reviewing the roles and responsibilities each group can adopt now, communities will become better prepared to realize the FAC goal in the future.

Available in PDF, EPUB and Kindle. Book excerpt: Building resilience -- the ability to bounce back more quickly and effectively -- is an urgent social and economic issue. Our interconnected world is susceptible to sudden and dramatic shocks and stresses: a cyber-attack, a new strain of virus, a structural failure, a violent storm, a civil disturbance, an economic blow. Through an astonishing range of stories, Judith Rodin shows how people, organizations, businesses, communities, and cities have developed resilience in the face of otherwise catastrophic challenges: Medellin, Colombia, was once the drug and murder capital of South America. Now it's host to international conferences and an emerging vacation destination. Tulsa, Oklahoma, cracked the code of rapid urban development in a floodplain. Airbnb, Toyota, Ikea, Coca-Cola, and other companies have realized the value of reducing vulnerabilities and potential threats to customers, employees, and their bottom line. In the Mau Forest of Kenya, bottom-up solutions are critical for dealing with climate change, environmental degradation, and displacement of locals. Following Superstorm Sandy, the Rockaway Surf Club in New York played a vital role in distributing emergency supplies. As we grow more adept at managing disruption and more skilled at resilience-building, Rodin reveals how we are able to create and take advantage of new economic and social opportunities that offer us the capacity to recover after catastrophes and grow strong in times of relative calm.

Book excerpt: Over the past decade, a growing body of research has been conducted on the human dimensions of wildland fire. Building on a relatively small number of foundational studies, this research now addresses a wide range of topics including mitigation activities on private lands, fuels reduction treatments on public land, community impacts and resident behaviors during fire, acceptance of approaches to postfire restoration and recovery, and fire management policy and decisionmaking. As this research has matured, there has been a recognition of the need to examine the full body of resulting literature to synthesize disparate findings and identify lessons learned across studies. These lessons can then be applied to fostering fire-adapted communities-those communities that understand their risk and have taken action to mitigate their vulnerability and increase resilience.

Book excerpt: The strategy establishes a framework that restores and maintains ecosystem health in fire-adapted ecosystems for priority areas across the interior West. In accomplishing this, it is intended to improve the resilience and sustainability of forests and grasslands at risk, conserve priority watersheds, species and biodiversity, reduce wildland fire costs, losses, and damages, and better ensure public and firefighter safety.
