Book excerpt: "This book presents a comprehensive overview of Finnish electoral democracy, expertly detailing both its typical representation of a stable European party democracy and its particularities such as, a personalized electoral system, a fragmented party system with tradition of grand government coalitions, and its sensitive geopolitical location. Using the Finnish National Election Study as a basis, it analyzes how voters act and react in an electoral democracy characterized by a high degree of competition between and within parties, yet a democracy in which the possibility for voters to hold governments accountable for their actions is weak, leading to interesting tensions within the system and influences on how voters relate to, and engage in politics. This book not only describes these patterns but also provides the reader with thorough explanations and interpretations from a team of expert contributors. This book will be of key interest to scholars and students of Finnish politics, Nordic/Scandinavian politics and studies, political behaviour, electoral studies, public opinion and more broadly to comparative politics and democracy"--

Available in PDF, EPUB and Kindle. Book excerpt: No subject is more central to the study of politics than elections. All across the globe, elections are a focal point for citizens, the media, and politicians long before--and sometimes long after--they occur. Electoral systems, the rules about how voters' preferences are translated into election results, profoundly shape the results not only of individual elections but also of many other important political outcomes, including party systems, candidate selection, and policy choices. Electoral systems have been a hot topic in established democracies from the UK and Italy to New Zealand and Japan. Even in the United States, events like the 2016 presidential election and court decisions such as Citizens United have sparked advocates to promote change in the Electoral College, redistricting, and campaign-finance rules. Elections and electoral systems have also intensified as a field of academic study, with groundbreaking work over the past decade sharpening our understanding of how electoral systems fundamentally shape the connections among citizens, government, and policy. This volume provides an in-depth exploration of the origins and effects of electoral systems.

Book excerpt: Finland's modern, technologically advanced welfare state is, in fact, a fairly recent creation, because the social changes that led to it occurred in Finland much later than elsewhere in the West. Once underway, however, such changes took place with unprecedented speed. This book is the story of what happens to parties, governments and voters when the fundamental features that conditioned party formation and voter alignments undergo rapid change. It is this that makes the Finnish case interesting and, as far as possible, this book examines Finland in a comparative perspective. Karvonen's study is based on a wealth of new primary evidence. It demonstrates that Finland is indeed a special case in certain respects, especially when it comes to the attenuation of ideological rivalry and the recurrent waves of populist protest.

Available in PDF, EPUB and Kindle. Book excerpt: Any normative theory of democracy involves notions of equity, which are supposed to guide collective decisions. On the other hand, a descriptive theory of any decision-making body must take into account the distribution of power in that body. The development of collective decision theory along two different paths reflects these two foci of interest in the theory of democracy. One direction can be subsumed under the theory of social choice, the other under the theory of games. In the theory of social choice, the participants are characterized only by their preferences among a set of alternatives (candidates, courses of action, etc. ). They do not choose among these alternatives. They only submit their preferences to some central authority ("the Society"), which then chooses among the alternatives in accordance with some fixed rule of aggregating the preferences. On the other hand, the point of departure in the theory of games is a set of actors, each of whom can choose between alternative courses of action (strategies). The totality of choices results in an outcome, which gener ally has different utilities for the different actors. In this book, both approaches are presented in selected papers, from which the reader can get an excellent overview of the state of the art. Both branches of formal decision theory, the theory of social choice and the theory of games, were developed in mathematical language, but very little technical mathematical knowledge is required to follow the arguments.

Book excerpt: Information and communication technologies are increasingly prevalent in electoral management and democratic processes, even for countries without any form of electronic voting. These technologies offer numerous new opportunities, but also new threats. Cybersecurity is currently one of the greatest electoral challenges. It involves a broad range of actors, including electoral management bodies, cybersecurity expert bodies and security agencies. Many countries have found that interagency collaboration is essential for defending elections against digital threats. In recent years significant advances have been made in organizing such collaboration at the domestic and international levels. This guide tracks how countries are making progress on improving cybersecurity in elections. Based on an extensive collection of 20 case studies from all over the world, it provides lessons for those wanting to strengthen their defences against cyberattacks.

Available in PDF, EPUB and Kindle. Book excerpt: Electoral systems matter. They are a crucial link in the chain connecting the preferences of citizens to the policy choices made by governments. They are chosen by political actors and, once in existence, have political consequences for those actors. They are an important object of study for anyone interested in the political process, and in this book we subject them to systematic analysis. In addition to some comparative chapters, the book contains full accounts of the operation of electoral systems in 22 countries: France, the UK, Germany, Italy, Israel, Spain, Austria, Belgium, Denmark, Finland, The Netherlands, Ireland, Hungary, Russia, Australia, Canada, India, the USA, Japan, New Zealand, Chile, and South Africa. The book provides detailed analyses of the operation of a diverse set of electoral systems in their national context. Each chapter explains how the electoral system really works in the given country, examining the strategic incentives the system provides to voters, candidates, and parties. All country chapters have a common format and structure. Successive sections analyse: the institutional context; how each electoral system was chosen historically; how the current electoral system operates (the rules, mechanics, and ballot structure); and the political consequences of the current system (the impact on the party system, the internal life of parties, and the impact on parliament and government formation). Each country chapter then contains a final section which focuses on the politicization of electoral institutions. In recent years many countries have changed their electoral systems, either entirely or in part so there is a strong focus on the processes of electoral reform, both historically and prospectively. The book concentrates on the real world 'politics', as well as the 'political science' of electoral systems. The book will be of interest to those concerned with the practical political business of electoral reform. The book contains a wealth of evidence about the performance of various kinds of proportional representation and of non-PR systems. This will be invaluable for anyone interested in the question: 'What would be the best electoral system for my country?'
