Adding to the jobs challenge is the young and growing population and therefore the need for substantial job creation, coupled with low labor intensity in the mining sector, which has been driving recent growth. Beyond job creation, in a context where most workers are engaged in low productivity jobs, improving the quality of jobs is critical for poverty reduction. Given that Sierra Leone is a post-conflict country, jobs are also central to sustained stability. Yet, despite the importance of jobs for Sierra Leone, the design of policies and interventions to promote these opportunities has been constrained by a limited knowledge base. The 2014 Labor Force Survey report seeks to contribute to solutions to the jobs challenge in Sierra Leone through a foundational analysis of the country’s first dedicated labor survey in nearly three decades. The report provides an overview of the employment situation in Sierra Leone, ranging from labor force participation to the types of employment among the working-age population. Through analysis of specialized modules, the report sheds light on key constraints to self-employment in agricultural activities and non-farm household enterprises, which are, respectively, the first- and second-largest sources of jobs in the economy. It also highlights the extent of informality in both wage employment and non-farm self-employment as well as how an individual’s status in the labor market relates to income poverty. The report also presents information on skills levels and how basic skills are acquired by the working age population. Finally, the report discusses issues related to youth employment and the specific constraints faced by youth in gaining access to productive job opportunities.

Book excerpt: Global and national policy discourse and agendas are moving beyond traditional silos of agriculture, nutrition, health, and climate change to address the challenges facing agrifood systems (AFS). In this paper, we use international labour force statistics to provide the first systematic and documented global estimate quantifying the total number of people employed in AFS. We estimate that 1.23 billion people are employed in AFS and that 3.83 billion people worldwide live in households linked to AFS-based livelihoods. However, international labour force statistics focus on the main labour activity in the last seven days and are likely to undercount the total number of people who are engaged in AFS. Using household survey data from the harmonized multi-country Rural Livelihoods Information System (RuLIS) database, we find that the number of people engaged in AFS is on average 24 percent higher than employment defined only by the main labour activity. This analysis shows the relevance of counting secondary jobs and household farming activities to identify all individuals whose livelihoods depend to some degree on AFS.

S. has increased rapidly. In several states, African immigrants are now major drivers of growth in the black population. While social scientists and commentators have noted that these black immigrants’ social and economic outcomes often differ from those of their native-born counterparts, few studies have carefully analyzed the mechanisms that produce these disparities. In Immigration and the Remaking of Black America, sociologist and demographer Tod Hamilton shows how immigration is reshaping black America. He weaves together interdisciplinary scholarship with new data to enhance our understanding of the causes of socioeconomic stratification among both the native-born and newcomers. Hamilton demonstrates that immigration from the Caribbean and sub-Saharan Africa is driven by selective migration, meaning that newcomers from these countries tend to have higher educational attainment than those who stay behind. As a result, they arrive in the U.S. with some advantages over native-born blacks, and, in some cases, over whites. He also shows the importance of historical context: prior to the Civil Rights Movement, black immigrants’ socioeconomic outcomes resembled native-born blacks’ much more closely, regardless of their educational attainment in their country of origin. Today, however, certain groups of black immigrants have better outcomes than native-born black Americans—such as lower unemployment rates and higher rates of homeownership—in part because they immigrated at a time of expanding opportunities for minorities and women in general. Hamilton further finds that rates of marriage and labor force participation among native-born blacks that move away from their birth states resemble those of many black immigrants, suggesting that some disparities within the black population stem from processes associated with migration, rather than from nativity alone. Hamilton argues that failing to account for this diversity among the black population can lead to incorrect estimates of the social progress made by black Americans and the persistence of racism and discrimination. He calls for future research on racial inequality to disaggregate different black populations. By richly detailing the changing nature of black America, Immigration and the Remaking of Black America helps scholars and policymakers to better understand the complexity of racial disparities in the twenty-first century.

Book excerpt: The COVID-19 crisis has a severe impact on education and employment and exposed the many social inequities that make some populations more vulnerable to shocks. Despite a vast literature on social mobility in advanced economies, little is known about it in African countries, mainly due to data limitations. Using a large harmonized dataset of more than 72 million individuals, we fill this gap and examine socioeconomic status mobility across generations, measured by educational and occupational attainment. We uncover the substantial geographical variations in the degree of upward/downward educational and occupational mobility across and within African countries, and the gender and rural/urban divide. Additionally, we explore the determinants of social mobility in the African region. We find that social mobility on the continent could be partly explained by observable individual characteristics (gender, marital status, age, etc.), and that educational mobility is a driver of occupational mobility. Lastly, we show that the quality of institutions, the level of public spending on education, social protection coverage, natural resource endowments, and countries' fragility are strong predictors of social mobility in Africa.
