It concludes with a summary of lessons learned and recommends steps that can be taken in three spheres: Learn from Implementation Experiences Increase Knowledge about Theory and Practice Promote Greater Public Understanding and Participation

However, many of the region's inhabitants are still poorly housed. This book examines three key contributing issues: high housing prices relative to family income, lack of access to mortgage credit, and high land prices.

Available in PDF, EPUB and Kindle. Book excerpt: This book evaluates the impact of 20 years of urban policies in six Latin American countries: Argentina, Brazil, Chile, Colombia, Ecuador and Mexico. It argues that evaluating the fulfillment of past commitments is essential for framing and meeting the new commitments that were taken in Habitat III over the next 20 years. Taken as a whole, the book provides a critical assessment of the economic, social and environmental consequences of urban interventions during Habitat II. The country-level chapters have been written by recognized experts in urban issues, with first-hand knowledge of the Habitat process, and deep familiarity with the problems, statistics, actors and political contexts of their nations. The latter part of the volume considers wider topics such as the Habitat Commitment Index, the New Urban Agenda and the regional and global-scale lessons that can be extracted from this group of countries. Urban Policy in Latin America will be of interest to advanced students, researchers and policymakers across development economics, urban studies and Latin American studies.

This book was released on 2011 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: In large Latin American cities the number of dwellings in informal settlements ranges from one-tenth to one-third of urban residences. These informal settlements are caused by low income, unrealistic urban planning, lack of serviced land, lack of social housing, and a dysfunctional legal system. The settlements develop over time and some have existed for decades, often becoming part of the regular development of the city, and therefore gaining rights, although usually lacking formal titles. Whether they are established on public or private land, they develop irregularly and often do not have critical public services such as sanitation, resulting in health and environmental hazards. In this report from the Lincoln Institute of Land Policy, author Edesio Fernandes, a lawyer and urban planner from Latin America, studies the options for regularization of the informal settlements. Regularization is looked at through established programs in both Peru and Brazil, in an attempt to bring these settlements much needed balance and improvement. In Peru, based on Hernando de Soto's theory that tenure security triggers development and increases property value, from 1996 to 2006, 1.5 million freehold titles were issued at a cost of $64 per household. This did result in an increase of property values by about 25 percent, making the program cost effective. Brazil took a much broader and more costly approach to regularization by not only titling the land, but improving public services, job creation, and community support structures. This program in Brazil has had a cost of between $3,500 to $5,000 per household and has affected a much lower percent of the population. The report offers recommendations for improving regularization policy and identifies issues that must be addressed, such as collecting data with baseline figures to get a true evaluation of the benefit of programs established. Also, it shows that each individual informal settlement must have a customized plan, as a single approach will not work for each settlement. There is a need to include both genders for long-term effectiveness and to find ways to make the regularization self-sustaining financially. Any program must be closely monitored to insure the conditions are improved for the marginalized, as well as be sure it is not causing new informal settlements to be established.

Book excerpt: 'Achieving the goals set by world leaders in the United Nations Millennium Declaration will be difficult without a significant improvement in the lives of slum dwellers, and the lives of slum dwellers cannot be improved without the sound and sustainable economic development that is conducive to the establishment of a strong shelter sector. As Financing Urban Shelter: Global Report on Human Settlements 2005 emphasizes, one of the key challenges in meeting the Millennium Declaration Goal on slums is mobilization of the financial resources necessary for both slum upgrading and slum prevention by supplying new housing affordable to lower income groups on a large scale. . . . It is my hope that, by highlighting the impacts of current shelter financing systems on low-income households and by identifying the types of financing mechanisms that appear to have worked for them, this report will contribute to the efforts of the wide range of actors involved in improving the lives of slum dwellers, including governments at the central and local levels, as well as non-governmental and international organizations.' From the Foreword by KOFI ANNAN, Secretary-General, United Nations Financing Urban Shelter presents the first global assessment of housing finance systems, placing shelter and urban development challenges within the overall context of macroeconomic policies. The report describes and analyses housing finance conditions and trends in all regions of the world, including formal housing finance mechanisms, microfinance and community funding, highlighting their relevance to the upgrading of slums. Recent shelter finance policy development is discussed at the international and national levels, and the directions that could be taken to strengthen shelter finance systems are examined. The Global Report on Human Settlements is the most authoritative and up-to-date assessment of conditions and trends in the world's cities. It is an essential tool and reference for researchers, academics, public authorities and civil society organizations around the world. The preceding issues of the Global Report on Human Settlements have addressed such topics as An Urbanizing World, Cities in a Globalizing World and The Challenge of Slums. Published with UN-HABITAT

Book excerpt: The editors of this book have put together a compelling compendium of explanations and consequences of the global financial crisis. The essays are fairly homogeneous despite their apparent diversity, all providing a useful historical background. There is an obvious Institutionalist twist, with authors examining the changes in organizations and regulations that have accompanied the move towards financialization and money-manager capitalism. This analysis is often informed by the work of Hyman Minsky, pointing towards the inherent destabilizing forces of competition, as well as the dangers of deregulation, self-regulation, securitization, excess leverage, global imbalances, and the illusion of liquidity-enhancing and risk-reducing financial innovations. Marc Lavoie, University of Ottawa, Canada This valuable collection offers a stimulating range of heterodox views on the global financial crisis and proposals for reform of the financial system, nationally and internationally. The perspective of the authors is broadly Post Keynesian, sometimes with a radical or an institutionalist twist. Vigorously argued, clearly presented and largely non-technical, these essays provide a great deal of food for thought. John King, La Trobe University, Australia Though the worst of the financial crisis of 2008 has, with hope, ebbed, it has forever changed the economy in the United States and throughout the rest of the world. Using the financial and economic crisis as a catalyst, this volume examines how to better regulate the financial system and what to expect in the future if no steps are made toward reform. This book lays the foundation for those steps by providing concrete ideas that will push policy in the direction of jobs growth and widespread prosperity. Paired with a history of financial market problems, Heterodox Analysis of Financial Crisis and Reform analyzes complacency regarding the state of the economy, its lack of jobs, growing income disparity, poverty and the consequences of the false but widely shared belief that the economy is self-regulating. This book suggests ways to account for the inherent instability of financial markets and how to make asset values less precarious. Examining both the macro and micro sides of financial instability, the authors argue that existing rules and regulations are either not applied or that they are not effective enough to prevent market fluctuations of the magnitude experienced in 2008. This volume also sheds new light on just how inextricably linked success on Wall Street and welfare on Main Street have become. Students and scholars of heterodox economics, historians, political scientists, policymakers and all those with an interest in an economic renaissance will find this thought-provoking analysis of significant interest.
