Therefore, the educational systems in developing countries must continue to improve in quality, in efficiency, and in equality of opportunity if they are to continue serving as important instruments for improving the national economy. Yet, budgetary austerity tightens the public purse-strings, ever increasing school-age populations stretch these dwindling resources, and other social and economic factors present compelling competition for the same funds. The heavy subsidization of education implicit in traditional policy--especially of higher education at the expense of primary schooling--with its concomitant economic inefficiencies and inequities is no longer appropriate. Supported by empirical evidence, this book examines the potential effects of policy alternatives in several areas of education financing and management: (1) The contribution of private financing and selective user changes, especially in higher education, and reallocation of public spending; (2) Selective student loan and scholarship programs in higher education; and (3) Decentralization and role of private and community schools. Implementation of these policies may be difficult because of conflicts with traditional educational and political philosophies, and established administrative institutions. Included are statistical tables, case studies, instances of reform, and a bibliography. (KWL)

To tackle such issues, some governments are exploring demand-side financing, whereby public funds are given directly to individuals or institutions on the basis of expressed demand. Use of decentralized, demand-side financing mechanisms (like vouchers and stipends) is common in member countries of the Organization for Economic Cooperation and Development. After defining several mechanisms, this booklet provides some country examples aiming to increase school enrollment: stipends in Bangladesh, community financing in Chad, targeted bursaries in China and Mexico, voucher schemes in Colombia, assistance to private schools serving poor children in the Dominican Republic and Pakistan, student loans in Jamaica, and community grants in Pakistan. Program success depends on beneficiaries' involvement and support, parents' active participation, private-sector schools' involvement, partnerships with commercial enterprises, flexibility, capacity building, cultural relevance, equity principles, and transparent fund transfer formulas. The author, Caroline Flammer, addresses both issues. She introduces two financing schemes for the funding of early as well as higher education and designs contracts which are self-enforcing. These contracts promise to improve access to education without discriminating against children from underprivileged backgrounds. The first model studies the problem of financing a child's primary education when the parent is faced with credit constraints and contracting with minors is not possible. The second model uses human capital contracts for the financing of higher education in developing countries. In both models, the self-enforcement of contracts is guaranteed by creating an interlinkage between the market for education financing and the market for microcredits. The author also analyzes the impact of increased mobility and anonymity in developing societies on the optimal contract designs.
