Book excerpt: While it is relatively easy to construct industrial development strategies and concessions to entice industrial clients, some incentives are not based on sound economic principles and may ultimately cost a local government more than the benefits derived from attracting the industry. Financing Economic Development in the 1980s provides a broad base of information on business trends, factors underlying location decisions, cost-effectiveness of public incentives, and the outlook for local government in declining areas, particularly the Midwest.

Available in PDF, EPUB and Kindle. Book excerpt: In the decade of the 1970s the U.S. economy experienced its worst performance in four decades. Rising U.S. inflation and stagnant productivity growth were responsible for the worst economic performance of any Western country. The institute has published a number of studies on specific economic problems—on energy, planning, health care, tax reform, international trade, and other subjects. This is our first attempt to present an integrated view of the economy as a whole, looking back at serious problems experienced in the 1970s as part of fashioning a systematic statement of what reforms are necessary to restore to the U.S. economy the growth and stability of prior decades.

Available in PDF, EPUB and Kindle. Book excerpt: Since the early 1980s, Korea’s financial development has been a tale of liberalization and opening. After the 1997 financial crisis, great strides were made in building a market-oriented financial system through sweeping reforms for deregulation and the opening of financial markets. However, the new system failed to steer the country away from a credit card boom and bust in 2003, a liquidity crisis in 2008, and a run on its savings banks in 2011, and has been severely tested again by the ongoing COVID-19 pandemic crisis. Financial liberalization, clearly, has been no panacea. This study analyzes the deepening of and structural changes in Korea’s financial system since the early 1980s and presents the empirical results of the effects of financial development on economic growth, stability, and the distribution of income. It finds that, contrary to conventional wisdom, financial liberalization has contributed little to fostering the growth and stability of the Korean economy and has exacerbated income distribution problems. Are there any merits in financial liberalization? The authors answer this query through empirical examinations of the theories of finance and growth. They point to a clear need to further improve the efficiency, soundness, and stability of Korean financial institutions and markets.

Book excerpt: This book brings together thirteen experts in subnational politics to examine the effects on local and regional governments of the pessimistic perception that governments are limited in their problem-solving abilities. Contributors discuss the issue of popular participation in the political decision-making process, which has led to the creation of community action groups and local and regional organizations that foster economic development. They take a hard look at the nature of relationships with other levels of government and address the problems caused by a shrinking budget.

Available in PDF, EPUB and Kindle. Book excerpt: Controlling inflation is among the most important objectives of economic policy. By maintaining price stability, policy makers are able to reduce uncertainty, improve price-monitoring mechanisms, and facilitate more efficient planning and allocation of resources, thereby raising productivity. This volume focuses on understanding the causes of the Great Inflation of the 1970s and ’80s, which saw rising inflation in many nations, and which propelled interest rates across the developing world into the double digits. In the decades since, the immediate cause of the period’s rise in inflation has been the subject of considerable debate. Among the areas of contention are the role of monetary policy in driving inflation and the implications this had both for policy design and for evaluating the performance of those who set the policy. Here, contributors map monetary policy from the 1960s to the present, shedding light on the ways in which the lessons of the Great Inflation were absorbed and applied to today’s global and increasingly complex economic environment.

Book excerpt: The papers published in this book were presented and dis cussed on occasion of the celebration of Albert Kervyn de Lettenhove's retirement on 29-30 May 1986. This conference was made feasible through the participation of a large au dience and the generous financial support of the Commission of the European Communities. The sessions were organised under three topics, as are the papers in this book. The first session, chaired by Massimo Russo, Director-General, Commission ofthe European Com munities was devoted to an evaluation of past and current debates of central macro-economic problems, those of growth and business cycle stabilization. The second session, chaired by Jean Godeaux, Governor of Belgium's National Bank, looked at innovations in the conduct of monetary pol icy and the opportunities offered and problems associated with innovations in fiancial markets. The last session, chaired by Baron Michel Woitrin, formerly Professor of Eco nomics and Head Administrator of the Universite Catholi que de Louvain, contains several empirical analyses and pol icy proposals. I 30 years ago growth theory was a very promising research field, at the center of macroeconomics and macroeconomics was at the center of economics. Robert Solow -one of the major contributors to growth theory -reexamines the perti nence of that body of theory to problems of our times. A. Steinherr and D.
