This paper discusses one of the most effective ways to promote sound policies for managing and financing road networks--commercialization. Book excerpt: Road asset management is one of the top priorities of the Central Asia Regional Economic Cooperation (CAREC) Transport and Trade Facilitation Strategy 2020. The implementation of performance-based road maintenance contracts (PBCs)—an essential element of road asset management—promotes effective and efficient maintenance of road networks. Well-designed PBCs keep roads in predefined good condition at relatively low cost. This guide aims to help policy makers in CAREC member countries understand and implement PBCs. After a brief history of the development of PBCs, it discusses the various types of PBCs and their relative advantages and disadvantages. It highlights PBC implementation in selected developed, developing, and transitional countries, including CAREC member countries, to illustrate best practices.

Available in PDF, EPUB and Kindle. Book excerpt: This book seeks to enhance understanding of the impacts of project setup and its implementation environment on project performance by leveraging information from the study of a rich set of European transport infrastructure project cases. It puts forward a system’s view of project delivery and aims to serve as a strategic tool for decision makers and practitioners. The proposed approach is not limited to specific stakeholder views. On the contrary, it allows stakeholders to formulate their own strategies based on an holistic set of potential implementation scenarios. Furthermore, by including cases of projects that have been influenced by the recent financial crisis, the book aims to capitalise on experiences and provide guidelines as to the design and implementation of resilient projects delivered both through traditional as well as Public Private Partnership (PPP) models. Finally, the book proposes a new Transport Infrastructure Resilience Indicator and a corresponding project rating system that can be assessed with an eye to the future, ultimately aiming to support the successful delivery of transport infrastructure projects for all stakeholders involved.

Available in PDF, EPUB and Kindle. Book excerpt: "In The Road to Renewal: Private Investment in U.S. Transportation Infrastructure, R. Richard Geddes surveys the current state of the American transportation system and finds that, like the roads themselves, the existing policy approach is in desperate need of repair. Drawing on the basic economic principles behind supply, demand, competition, and incentives, Geddes argues that a shift toward increased use of public-private partnerships (PPPs)--contractual agreements between public agencies and private parties that allow private participation in the design, construction, operation, and delivery of transportation facilities--could significantly improve the quality of America's transportation infrastructure. By learning to see themselves as customers and investors--rather than mere users--of roads and highways, Americans should expect to receive a reasonable return on their investment: thorough, effective maintenance of America's transportation infrastructure. The Road to Renewal shows how incorporating increased private participation can halt the deterioration of America's transportation system and become the foundation for a safer, more efficient transportation future."--P. Beginning with a succinct analysis of the practical issues faced while developing the BRI’s investment and financing system, the author puts forward several approaches to optimizing and reestablishing the system for the further advancement of investment and financing among and beyond the Belt and Road countries. Topics include credit rules, management and control systems, investment protection, dispute settlement and risk assessment while establishing a new mechanism that helps resolve debt defaults, checks for potential corruption and bribery, fosters new growth, and enhances information transparency. The book will be a practical reference for researchers interested in the Belt and Road Initiative and world investment and finance, as well as policymakers, financial institutions and enterprises relevant to the BRI.

Available in PDF, EPUB and Kindle. Book excerpt: This introduction for practitioners offers a balanced view of project financing, integrating legal, contractual, scheduling, and other areas that participate in large multiparty projects, large single-asset purchases, and broad-based financing programs for fleets of assets. It mixes theories and case studies but avoids becoming too oriented toward applications in any one particular industry. It focuses on the concepts and techniques required by project finance people without being overly academic or beset by case studies. The author, who has a legal background, recognizes that some legal information is necessary, but he doesn't attempt to write a law book. Project Finance refers to the techniques of financing projects which are dependent on cash flows for repayment, as defined by the contractual relationships within each project. By their very nature, these types of projects rely on a large number of integrated contractual arrangements for successful completion and operation. Project finance is an element within the larger field of project management. Many organizations around the world utilize project management to enable innovative processes, to plan, organize, and control strategic initiatives, to monitor enterprise performance, to analyze significant deviations, and to forecast their impact on the organization and project(s). Project management can be found in many industries today, from construction and information systems to healthcare, financial services, education, and training. - A comprehensive and authoritative guide to the theory and practice of project finance - An international scope, covering projects in both the developed and developing worlds - The book describes and explains: Sources of project finance - Typical commercial contracts (such as those for construction of the project and sale of its product or services) and their impact on the project finance structure - Project finance risk assessment from the points of view of lenders, investors, and other project parties - Structuring the project finance debt - The key issues in negotiating a project finance debt facility - Extensive glossary and cross-referencing - No prior knowledge of project finance or financing techniques is assumed

Book excerpt: Investment in infrastructure can be a driving force of the economic recovery in the aftermath of the COVID-19 pandemic in the context of shrinking fiscal space. Public-private partnerships (PPP) bring a promise of efficiency when carefully designed and managed, to avoid creating unnecessary fiscal risks. But fiscal illusions prevent an understanding the sources of fiscal risks, which arise in all infrastructure projects, and that in PPPs present specific characteristics that need to be addressed. PPP contracts are also affected by implicit fiscal risks when they are poorly designed, particularly when a government signs a PPP contract for a project with no financial sustainability. This paper reviews the advantages and inconveniences of PPPs, discusses the fiscal illusions affecting them, identifies a diversity of fiscal risks, and presents the essentials of PPP fiscal risk management.
