It plays a significant role in economic development and higher education contributes to human resource development in many ways. Thus investment in higher education can be a key contributor to country's economic growth. The study is based on both the primary as well as on the secondary data. The secondary data are collected from Education India - MHRD, Reports of University Grants Commission, Andhra Pradesh Four Decades of Development, and the reports of the Directorate of Economics and Statistics from 1956-57 to 1998, various Budgetary Reports of Government of Andhra Pradesh. The primary data are collected from a sample of 30 colleges, and these colleges - six private aided and 24 private unaided. The detailed proforma was distributed to all these selected colleges to collect the required data. The paper analyzes financing pattern of higher education in India and sheds a light on the Andhra Pradesh higher education. It provides implications for the policy purposes.

Book excerpt: Although education in Latin America is a highly profitable investment, the present financial crisis puts constraints on the amount of resources available for investment in the sector. Also, resources already devoted to education may not be used as efficiently as they could be, and they may be inequitably distributed among different groups in the population. This paper presents a number of facts and issues related to the financing of education in Latin America and discusses some possible solutions. It is argued that cost-recovery in higher education, combined with the increased availability of educational credit and decentralization through private schools, may be the best policy package for addressing many "crisis" issues in education. Such a package would lead to a higher level of efficiency, in the sense that existing resources devoted to education will be better utilized. It will also attract more resources to a sector in which investments exhibit a high social profitability. Beyond the efficiency effect, charging for higher education would paradoxically be socially more equitable relative to the present situation of indiscriminate subsidies.

At the first hearing witnesses testified about the legitimacy and reasonableness of Stanford University's overhead charges and the adequacy of government oversight provided by the Office of Naval Research. The hearing revealed extensive abuses at the university and ineffective oversight from the Navy. Appearing were witnesses representing the Office of Naval Research, the General Accounting Office, Stanford University, and the Defense Contract Audit Agency. Two months later the committee met again to hear suggestions for changing the regulatory and staffing practices of audit agencies, and to hear about the status of audits initiated shortly after the first hearing at the 41 universities that the Office of Naval Research oversees.
