Book excerpt: This book is a guide to how financial steering is designed, measured and implemented with a special focus on the energy industry. The authors offer an overview of and practical insights into the links between financial steering and accounting, and the temporary cycles of investment, divestment, return and loss, market highs and lows that form the framework of the entire energy industry across all value chain stages. The faster and the larger the cash cycles of investments and their returns, the greater not only the value created, but also the potential loss if the financial steering is not properly designed and managed. Value and value generation require an understanding of how value is both defined and measured in both and how the business/project economics model of a company works – financial steering provides this. Further, the book also discusses accounting topics such as impairments, new IFRS standards and the impact of accounting on key performance indicators of financial steering, which are associated with these investment decision valuations. The combination of accounting with the cash flow perspective provides a complete understanding of selected practical topics of financial steering which are explained in detail in a large number of examples and case studies. The book is intended for a wide range of finance/controlling/treasury/accounting professionals and students. It is written in practical and simple terms to outline the financial steering concept and to bring it to life in daily work and in the decision making process for financial steering. All illustrated concepts are in the same manner relevant and applicable to all other asset-intense industry sectors and their financial steering processes.

Available in PDF, EPUB and Kindle. Book excerpt: This volume is part of the ongoing collaboration between the RMC series and the Socio-Economic Institute for Firms and Organizations (ISEOR), a French intervention-research think tank co-directed by Henri Savall and Véronique Zardet. Building on an earlier collaboration on the ISEOR approach – Socio-Economic Intervention in Organizations: The Intervener-Researcher and the SEAM Approach to Organizational Analysis (IAP, 2007) – Buono and Savall bring together over 30 talented intervener-researchers to explore and examine the ongoing evolution of the Socio-Economic Approach to Management (SEAM). This volume revisits the application of SEAM in the context of intervention challenges in the wake of the recent economic crisis and the disruptive change that has taken hold across the world. The basic foundation of SEAM – built on the idea of strategic patience, the need to undertake holistic intervention in organizations, and the challenge to get organizational members to listen to themselves (through what they refer to as the mirror effect) – has remained the same. In response to economic and organizational pressures in the current environment, however, there has been a concomitant emphasis on helping client organizations achieve short-term results while still maintaining focus on the long term. Many ideas that have become part of the current discourse within ISEOR today were not as explicitly addressed in the initial volume – from the destructive effect of the Taylorism-Fayolism-Weberism (TFW) virus, to the need to focus on ways to ensure the sustainability of a SEAM intervention, the growing importance of collaborative interactions between external and internal consultants, and the growing importance of cocreating knowledge with client firms and organizations.

Available in PDF, EPUB and Kindle. Book excerpt: This authoritative history of the Treasury provides a new perspective on public policy-making in the twentieth century as it explores the role and functions of the Chancellor of the Exchequer and the consequent implications for the changing role of the Treasury. As the central department in British government, the Treasury plays a key role in decisions on public expenditure, and on raising taxes and loans. Professor Peden traces the development of the Treasury's responsibility for managing the national economy and looks at how it became increasingly involved in international relations from the time of the First World War. In further examining the relations between ministers and their official advisers, this history explores the growing influence of economists in Whitehall.

Available in PDF, EPUB and Kindle. Book excerpt: During the 1980s, thousands of Chadian citizens were detained, tortured, and raped by then-President Hissène Habré's security forces. Decades later, Habré was finally prosecuted for his role in these atrocities not in his own country or in The Hague, but across the African continent, at the Extraordinary African Chambers in Senegal. By some accounts, Habré's trial and conviction by a specially built court in Dakar is the most significant achievement of global criminal justice in the past decade. Simply creating a court and commencing a trial against a deposed head of state was an extraordinary success. With its 2016 judgment, affirmed on appeal in 2017, the hybrid tribunal in Senegal exceeded expectations, working to deadlines and within its budget, with no murdered witnesses or self-dealing officials. This book details and contextualizes the Habré trial. It presents the trial and its impact using a novel structure of first-person accounts from 26 direct actors (Part I), accompanied by academic analysis from leading experts on international criminal justice (Part II). Combined, these views present both local and international perspectives through distinct but inter-locking parts: empirical source material from understudied actors both within and outside the court is then contextualized with expert analysis that reflects on the construction and work of: the Extraordinary African Chamber (EAC) as well as wider themes of international criminal law. Together with an introduction laying out the work and significance of the EAC and its trial of Hissène Habré, the book is a comprehensive consideration of a history-making trial.

Book excerpt: A distinctive feature of urbanization in the last 50 years is the expansion of urban populations and built development well beyond what was earlier conceived as the city limit, resulting in metropolitan areas. This is challenging the relevance of traditional municipal boundaries, and by extension, traditional governing structures and institutions. "Steering the Metropolis: Metropolitan Governance for Sustainable Urban Development,” encompasses the reflections of thought and practice leaders on the underlying premises for governing metropolitan space, sectoral adaptations of those premises, and dynamic applications in a wide variety of contexts. Those reflections are structured into three sections. Section 1 discusses the conceptual underpinnings of metropolitan governance, analyzing why political, technical, and administrative arrangements at this level of government are needed. Section 2 deepens the discussion by addressing specific sectoral themes of mobility, land use planning, environmental management, and economic production, as well as crosscutting topics of metropolitan governance finance, and monitoring and evaluation. Section 3 tests the concepts and their sectoral adaptations against the practice, with cases from Africa, America, Asia, and Europe.

Book excerpt: Public finance is crucial to a country’s economic growth, yet successful reform of public finances has been rare. Ethiopia is an example of a country that undertook comprehensive reform of its core financial systems, independent of the IMF and the World Bank, and successfully transformed itself into one of the fastest-growing economies in Africa. With Ethiopia’s twelve-year reform as its guiding case study, this book presents new analytical frameworks to help governments develop better financial reforms. It shows in detail how four core financial systems—budgeting, accounting, planning, and financial information systems—can be reformed. One of the principal findings presented is that governments must establish basic public financial administration before moving to more sophisticated public financial management. Other key findings include the identification of four strategies of reform (recognize, improve, change, and sustain), the centrality of ongoing learning to the process of reform, and the importance of government ownership of reform. This book will be of interest to researchers and policymakers concerned with public finance, developmental economics, and African studies.

Available in PDF, EPUB and Kindle. Book excerpt: Sustainability has become the key challenge for urban planners, housing and infrastructure policy makers. Citizens are increasingly encouraged to live more compactly; in denser urban developments, to use less water and other natural resources and to choose public transport. While councils, government agencies and private business invest in a broad range of promotions offering discounts on sustainable products and services, uptake has been slow and the impacts marginal at a time when environmental stresses suggest that we must act fast. This book examines this pressing problem in a holistic way, discussing broad-scale sustainability policies and programmes for achieving sustainable urban futures. It brings together academics and practitioners to analyze the complexity and interdependence of principles, models, processes and practices of sustainability in a range of integrated sectors as well as the establishment and maintenance of sustainable physical infrastructure in cities.

Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, much of big business in the industrialized Western world has been organized around particular corporate societies—notoriously referred to as “old boy” networks. With the recent drift toward a more liberal market economy, however, these networks have been showing signs of decline—in some cases, all but disappearing. Eelke M. Heemskerk combines formal network analysis and interviews with key members of the corporate elite in order to examine how this decline has affected Dutch capitalism. Even in a liberal market economy, however, corporate directors need social networks to communicate and coordinate their strategic decisions, and Decline of the Corporate Community considers the shift of the corporate elite to the new private and informal circles where networking takes place.

Book excerpt: New public management is a topical phrase to describe how management techniques from the private sector are now being applied to public services. This book provides a completely up-to-date overview of the main theoretical models of public sector management, and examines the key changes that have occurred as more and more public services are contracted out to private organisations, as the public sector itself grapples with 'internal markets'. Drawing on economics, organisational theory and poliltics, Jan-Erik Lane presents new public management from an analytical perspective. This book uses game theory and empirical studies in order to assess the pros and cons of new public management.
