Through a qualitative analysis in form of a comparison between the agreement texts, it was found that there exists a number of differences which can be grouped in three categories: (1) architecture, scope and coverage, (2) modes of supply, and (3) regulatory framework. The most significant differences can be found in the third category. In general, JEFTA was found out to be more liberal in many respects, because it has a broader coverage, clarifications which do not exist in KOREU and contains provisions on regulatory cooperation, among others. This research identifies the different EU interest in Korea’s and Japan’s financial services sector as the most probable reason for the differences in the agreements. It is concluded that Japan’s financial services sector was more attractive for the EU at the time when negotiations were initiated. This is due to the fact that first, Japan’s banking sector is more developed and second, Japan is more involved in international trade and investment in financial services. Based on the findings, the EU and Korea should work to amend the agreement to improve the efficiency in financial services trade. Furthermore, the EU has to make sure to establish a balance of liberalization and financial stability.

Book excerpt: This monograph compares two trade agreements among three important economic regions, namely, the Korea-EU free trade agree (FTA) and the Japan-EU Economic Partnership Agreement (EPA). The two new types of agreements came into effect in the 2010s. They not only create more favorable trade and economic conditions in these regions but also produce spillover effects to bring about more comprehensive conditions in other area. First, the quantitative research for both agreements using the CGE model and a tentative analysis of the Japan-EU EPA in the analysis show that both have already created positive impacts on all three economies by lifting or reducing tariff and non-tariff barriers. Such positive impacts are also expected to be felt by SMEs in these countries that are involved. Additionally, the high level of tariff and non-tariff liberalization in the two current agreements will make positive impacts on the negotiation of other FTAs and on WTO reform. The advantages of the FTA and EPA dealt with in this book are not restricted to these economic effects. As the agreements are comprehensive, they will create more favorable social conditions not only in these economic regions but in other areas of Asia as well.

Book excerpt: This study analyzes the impact of bilateral free trade agreements (FTAs) on the investment of multinational firms located outside the FTA-covered regions. Specifically, we analyze how Japanese firms located in the European Union (EU) changed their investment behavior in response to the EU-Korea bilateral FTA concluded in 2011. By applying unique Japanese data at the affiliate level, we estimate how the EU-Korea FTA affects the performance of Japanese firms that are already operating in the EU. To mitigate the endogeneity problem due to self-selection into the region, we employed a difference-in-difference method and compared the performance variation of Japanese firms in industries where they competed the most with their Korean counterparts, with that of those with less competition, after controlling for firm and regional characteristics. We find that the EU-Korea FTA reduces the amount of actual amount of foreign direct investment (FDI) but increases the expected amount made by Japanese firms within the EU. Further, we show that such an impact is through the potential channel of trade, supported by the evidence that the FTA positively affects the volume of exports from Japanese affiliates to Japan, especially in industries where Japanese and Korean firms compete intensively. The study reveals that Japan's trade and FDI into the EU complement each other.
