The following research question guided this study: Which resource allocations produce statistically significant correlations between the resource allocation variances among school district and student achievement? An ordinal logistic regression analysis included 1009 school districts in the State of Texas, 18 of 26 possible finance function codes provided per-pupil dollar amounts, and 9 of 11 possible demographic categories were utilized for the study. The study held the school district as the unit of analysis. The statistical model was used to regress the dollar amounts categorized by financial function codes and percent student demographics to determine if a relationship existed with the dependent variable of the Texas Education Agency's defined accountability rating during the 5-year time period--2004-2008. At the national level, there is a long-standing debate over whether the amount of money allocated to education affects student achievement. The literature review presents two sides of the debate concerning whether financial resources make a difference with regard to student achievement as represented through district-level accountability ratings. The research revealed that specific school district resource allocations by function code are statistically significant with regard to district level accountability measures through the Texas Education Agency (TEA) accountability system. However, the odds ratios temper the impact of the significance. The research also revealed that demographics are statistically significant in the State of Texas accountability system.

Book excerpt: The purpose of this record of study was to analyze efficiency in Texas public schools through the use of the Financial Allocation Study of Texas (FAST). A quantitative analysis of the FAST was conducted using ordered logistic regressions as a means of determining which factors contribute to the efficiency. Data from the three years of the FAST were used in the analysis. The biggest predictor of efficiency in the FAST was the percent of students who were economically disadvantaged. Additionally, it was found that larger districts are more efficient than smaller districts. Efficient districts spend less overall per pupil in 9 of the 15 functions of spending reported by schools and spend less on a variety of programs, including regular education, special education, and athletics/cocurricular spending. However, it was found that spending in the area of bilingual/ESL increased efficiency. It was also found that districts with high property wealth were less efficient overall and that the student/teacher ratio and teacher experience was negatively correlated with efficiency. The implications of this research include the need for districts wishing to become more efficient to increase the class size of classrooms and focus spending on improving the achievement of economically disadvantaged students. In addition, districts should focus resources on campus level administrators rather than instructional or curriculum specialists. Book excerpt: The current fiscal crisis in U.S. institutions of higher education is a direct result of the 2008 global recession. The collapse in the financial industry, housing foreclosures, and high unemployment are just a few of the consequences that continue to wreak havoc on state and local governments. Funding cuts continue to trickle down as state revenue sources decline. Debates over what should be funded (national security, health, or education) leave legislative bodies at odds. Higher education is especially vulnerable in part because lawmakers are less willing to slash such programs as Medicaid, children's health insurance and K-12 public education. The competition for state funding leaves public institutions with fewer resources and major deficits to address. Given the challenging fiscal environment that community colleges continue to face, this research, focusing specifically on community colleges in the state of Texas, presents the pressing array of challenges that confront community colleges and identifies the techniques that have been adopted to allocate resources most effectively. Exploration of the issue may provide insight into the best practices, and strategies that can help other institutions address fiscal challenges. A mixed method research design, using survey and interview research methods, was used to implement this study. The survey findings provide useful insights into what is currently going on at Texas community colleges. Follow up interview discussions compliment the survey findings and provide the researcher with important contextual information pertaining to "why" things are as they are based on participant perceptions.

This study of educational productivity adds to the field of research by examining the relationship between resource allocation in a school district and student performance. PURPOSE: This study examined the relationship between allocation of resources and individual student achievement as measured by state-mandated assessments over a four year period. Four research questions guided the inquiry: 1) What is the relationship between expenditures on district leadership and student achievement for K-12 public school districts in Texas as measured by the Reading and Mathematics Texas Assessment of Knowledge and Skills (TAKS) at grades 3, 4, 5, and 6 over four academic years, 2002-2003 through 2005-2006? 2) What is the relationship between expenditures on campus leadership and student achievement for K-12 public school districts in Texas as measured by the Reading and Mathematics TAKS at grades 3, 4, 5, and 6 over four academic years, 2002-2003 through 2005-2006? 3) What is the relationship between expenditures on instruction and student achievement for K-12 public school districts in Texas as measured by the Reading and Mathematics TAKS at grades 3, 4, 5, and 6 over four academic years, 2002-2003 through 2005-2006? 4) What is the relationship between expenditures on professional development and student achiement for K-12 public school districts in Texas as measured by the Reading and Mathematics TAKS at grades 3, 4, 5, and 6 over four academic years, 2002-2003 through 2005-2006? METHODS: Data from 8,120 students within 43 districts across the state of Texas who participated in TAKS math and reading in grades three, four, five, and six for school years 2002-2003 through 2005-2006 were used in the analyses. Data was obtained from each of the 43 participating districts. Financial data for school years 2002-2003 through 2005-2006 was obtained online from the Texas Education Agency (TEA). Descriptive statistics and One Way Analysis of Variance (ANOVA) were used to examine the relationships between expenditures and reading and math achievement. A multilevel growth model was calculated to explain the amount of variation at the campus or student level as well as the district level. FINDINGS: Results of this study support the mixed findings of previous research in that some expenditures impact achievement and some do not. By categorizing percent of a district budget expended on each fund area into low, median, and high, results revealed that there is a difference between how much districts spent for district leadership and both reading and math achievement over the time period of this study, 2002-2003 through 2005-2006. Results of the multilevel growth modeling revealed that students who were coded low socioeconomic status (SES) started lower for both math and reading achievement. Additionally, low SES students' scores for math and reading achievement actually declined three to five points for each year of the study. Expenditures on district leadership had no effect on reading or math achievement over the time of this study. Results for expenditures on campus leadership revealed that districts who spent more on campus leadership started slightly lower on reading achievement but there was no effect on growth over time. For math achievement, districts who spent more on campus leadership began 62 points higher, but declined about 48 points for each year of the study. In regard to expenditures on instruction, there was no effect for math achievement. However, for reading achievement, districts who spent more on instruction started slightly higher, but there was no effect over the time of the study. Districts who expended higher percentages of the budget on professional development had higher starting points for grade three TAKS reading. However, those same districts started slightly lower for grade three TAKS math. While expenditures examined in this study had some effect on student achievement, expenditures at the district level are too far removed to reveal the true effects on individual student achievement.
