So far, the achievements are impressive. In the mid-1980s, the country failed to feed its population, suffered from hyperinflation and faced general economic stagnation. In the early 1990s, the annual economic growth rate had accelerated to some eight to nine percent, the inflation rate had fallen to two-digit levels - sometimes even lower - and the country had become one of the world's largest rice exporters. Add some more details - the increased foreign trade, the inflow of foreign investments, the diversification of agriculture, and ~e various reform measures taken to alter the basic economic structure - and the success story of the Vietnamese transition is told. The country has hence followed the same path as its northern neighbor China, and provided a counterexample to much more cumbersome processes that have been adopted in a number of other transforming countries, notably those of the former USSR. This transition is by no means over. Indeed, it is misleading to think of transition as a process that departs from a well-defined pre-condition and moves towards an equally well defined end-point.

Lim examines the role of the state and its interaction with market forces in bringing this change about. Taking the motorcycle and banking industries as case studies, this book explores the dynamics between the state and transnational corporations in shaping the manufacturing and service sectors, respectively. Vietnam, as one of Southeast Asia’s quintessential latecomer economies with little prior experience of dealing with transnational corporations, has nevertheless been quite successful in maintaining some control over the impact of foreign direct investment. Yet, the learning outcomes remain highly uneven. In addition, Lim argues that Vietnamese advancement in both industries mirrors only partially the more generalized patterns of state-led development in East Asia’s earlier batch of latecomer economies. Vietnam’s case thus presents practical lessons on how to succeed in crafting and utilizing policy instruments to achieve domestic economic and technological upgrading. Book excerpt: Why have some countries been able to escape the usual dead end of international development efforts and build explosively growing capitalist economies? Based on years of fieldwork, this book provides a detailed account of the first generation of entrepreneurs in Vietnam in comparison to those in other transition countries. Focusing on the emergence of private land development firms in Ho Chi Minh City, the author shows how within seven years the private sector produced the majority of all new houses in the real estate market. This book demonstrates that capitalist entrepreneurialism was not the result of state initiative, properly incentivized policies, or individual personality traits. Rather, a society-wide reconstruction of cognitive paradigms enabled entrepreneurs to emerge and transformed Vietnam from a poor, centrally planned economy to one of the fastest growing, market economies in the world.
