Book excerpt: This clear and accessible text explores Vietnam's successful transition from neo-Stalinist central planning to a market economy—\"Vietnamese style.\" After describing the north Vietnamese system prior to 1975 and its colonial and precolonial antecedents, the authors uncover the mechanisms of that changeover. They contend that the Vietnamese transition was largely bottom-up in character and that it evolved over a long enough period for the country's political economy to adjust. This explains in part the rapid shift to a high-growth, externally oriented development path in the early 1990s, despite the loss of Soviet aid and the lack of significant Western substitutes until 1992-1993. Based upon extensive incountry experience, a wealth of primary materials, and wide comparative knowledge of development issues, the book challenges many preconceived notions, both about Vietnam and about the general nature of transition processes.

Available in PDF, EPUB and Kindle. Book excerpt: In 1986, Vietnam initiated its extensive economic reform program, known as Doi Moi, which saved the country - then in a devastating economic crisis - from a collapse. The introduction of market system has brought back substantial changes in both people's life and the national economy. Market mechanism, commercial institutions, private properties and capital goods ownership, free trade... have since come into existence. Gradually, financial markets have grown up to be a critically component of Vietnam's economic transition. This book provides some in-depth introduction and analysis of Vietnam's financial markets with emphasis on corporate debts and equity, gold and foreign exchange. It may be regarded as one of the most important contributions to the literature of Vietnam's financial economics, thus far. It contains original research results, which should benefit readers with interest in understanding the contemporary issues of Vietnam's economy, for either business or academic purposes. In addition, policy makers and international donors could also find its insights and implications useful; many of which are original and supported by empirical evidences.

Book excerpt: "If you want to become a doctor, practice in a war; if you want to become an economist, practice in Vietnam". 1 Phan Van Tiem Vietnam is one of many countries presently undergoing fundamental institutional change: the market mechanism is replacing central planning. So far, the achievements are impressive. In the mid-1980s, the country failed to feed its population, suffered from hyperinflation and faced general economic stagnation. In the early 1990s, the annual economic growth rate had accelerated to some eight to nine percent, the inflation rate had fallen to two-digit levels - sometimes even lower - and the country had become one of the world's largest rice exporters. Add some more details - the increased foreign trade, the inflow of foreign investments, the diversification of agriculture, and ~e various reform measures taken to alter the basic economic structure - and the success story of the Vietnamese transition is told. The country has hence followed the same path as its northern neighbor China, and provided a counterexample to much more cumbersome processes that have been adopted in a number of other transforming countries, notably those of the former USSR. This transition is by no means over. Indeed, it is misleading to think of transition as a process that departs from a well-defined pre-condition and moves towards an equally well defined end-point.

Available in PDF, EPUB and Kindle. Book excerpt: Since the doi moi reforms in 1986, Vietnam has experienced a dramatic socioeconomic transformation. Lim examines the role of the state and its interaction with market forces in bringing this change about. Taking the motorcycle and banking industries as case studies, this book explores the dynamics between the state and transnational corporations in shaping the manufacturing and service sectors, respectively. Vietnam, as one of Southeast Asia’s quintessential latecomer economies with little prior experience of dealing with transnational corporations, has nevertheless been quite successful in maintaining some control over the impact of foreign direct investment. Yet, the learning outcomes remain highly uneven. In addition, Lim argues that Vietnamese advancement in both industries mirrors only partially the more generalized patterns of state-led development in East Asia’s earlier batch of latecomer economies. Vietnam’s case thus presents practical lessons on how to succeed in crafting and utilizing policy instruments to achieve domestic economic and technological upgrading. This book will be of great interest to scholars of political economy and industrial policy in East Asia, as well as to scholars and policy professionals analyzing approaches to development strategy more broadly.

Book excerpt: This title aims to provide a detailed and thorough account of how Vietnam's dependance on Soviet aid during the 1960s and 1970s sustained, and yet ultimately undermined, the centrally-planned economy. Foreign aid provided most of the resources which, in the context of an under-developed agrarian economy, permitted planned industrialization. However, chronic shortages emerged, encouraging individuals and enterprises to divert resources to local uses. This book outlines the many problems facing Virtnam, not least how new global forms of integration are affecting future development.

Book excerpt: This study analyses the difficulties and problems encountered in transforming the Vietnamese financial sector from one that is subordinate to government objectives and goals to an autonomous sector guided by market forces and competitive pressures. Here, the history of financial sector liberalization is traced and close attention paid to the activities and autonomy of the State Bank of Vietnam, the institution responsible for the supervision and regulation of the financial sector in Vietnam. Overall, the authors argue that ensuring a timely, fair and transparent supervision and regulation of the financial sector is of central importance to financial sector development and stability. Liberalizing financial markets is not solely a question of limiting and/or restricting government influence but may in fact involve the opposite, the influence and power of supervisory and regulatory institutions in many cases needing to be strengthened.

Book excerpt: This essay considers the basic issues facing transitional socialist economies, including price reforms, enterprise and financial sector reforms, and institutional changes relating to the role of government. Using Viet Nam as the case in point, it identifies the key constraints facing governments seeking to move rapidly to the market system. Although Viet Nam is only on its third year of reform, it has achieved a number of successes, prominant among which are almost complete price decontrol and a flexible exchange rate. The essay addresses a number of specific concerns facing Viet Nam. Among these are links between enterprise and banking form, issues of decentralization, industrial policy, changes in ownership and private sector development, and issues of social justice. The objectives of this paper are to: (i) inform a broad readership about the bold economic reform program being undertaken without international assistance in Viet Nam; (ii) to identify for the authorities key bottlenecks and future issues to be addressed; (iii) to constrast where possible this experiment vis-a-vis reform programs in other countries; and (iv) to begin the process of generalizing lessons from these cases so as to better understand the transformation process itself.

Available in PDF, EPUB and Kindle. Book excerpt: Why have some countries been able to escape the usual dead end of international development efforts and build explosively growing capitalist economies? Based on years of fieldwork, this book provides a detailed account of the first generation of entrepreneurs in Vietnam in comparison to those in other transition countries. Focusing on the emergence of private land development firms in Ho Chi Minh City, the author shows how within seven years the private sector produced the majority of all new houses in the real estate market. This book demonstrates that capitalist entrepreneurialism was not the result of state initiative, properly incentivized policies, or individual personality traits. Rather, a society-wide reconstruction of cognitive paradigms enabled entrepreneurs to emerge and transformed Vietnam from a poor, centrally planned economy to one of the fastest growing, market economies in the world.
