Book excerpt: Women's lack of economic empowerment not only impedes growth and poverty reduction, but also negatively impacts education and health outcomes for children. Thus, it is extremely important to ensure that women are economically empowered. Financial inclusion may be defined as the process of ensuring access to financial services and timely and adequate credit - where needed by vulnerable groups, such as women - at an affordable cost. India's Self-help Group (SHG)-Bank Linkage Program was launched in 1992 as a flagship program by the country's National Bank for Agriculture and Rural Development. The objective is to meet the financial needs of the poor by linking SHGs with the formal credit agencies. Financial inclusion of India's women can be best ensured through SHGs. This collection contains papers that provide valuable insights into the importance and functioning of SHGs to ensure financial inclusion and hence economic empowerment of women in India.

Book excerpt: Microfinance, as a concept, involves providing financial services, particularly small credit, fund transfer, and insurance to the unemployed, low-income group, and those who do not have easy access to the banking system. It has emerged as an active agent of financial inclusion, ensuring economic, and social upliftment of the unprivileged. Microfinance is being operated through two channels Self-help Group-Bank Linkage Programme (SBLP) and Micro-finance Institutions (MFIs). The special characteristic of SBLP is its direct connection with the clients at the grass-root level and working towards poverty reduction by providing financial support. The paper is based on a field study on SBLP undertaken for women in the Varanasi District of Uttar Pradesh, India. The increase in women’s participation in economic activities and decision-making reveals that SHGs have made an impact. SHGs have also helped them to create a common platform to participate, discuss, and find a solution of their problems. Women’s income and occupation structure under SHGs have also influenced the standard of living and empowerment level significantly.

Book excerpt: This study investigates the relationship between financial sector development and progress in reaching the Millennium Development Goals (MDGs). It assesses the contribution of countries' financial sector development to achieving the MDGs. The focus is on the relationships between financial development and economic welfare and growth, and the following four MDG-themes: Poverty, Education, Health, and Gender Equality. In doing so, the book reviews the theoretical channels, surveys existing empirical evidence - both cross-country and case study evidence, and provides new evidence. Financial Sector Development and the Millennium Development Goals finds that financial development is an important driver for economic welfare in that it reduces the prevalence of income poverty and undernourishment. In addition, new evidence is provided of a positive association between financial development and health, education, and gender equality.

Available in PDF, EPUB and Kindle. Book excerpt: In India, the advancement and empowerment of women has been a leading objective of state policy ever since the attainment of independence in 1947. Institutions of different types - central, state, and local governments; non-governmental organizations; civil society; and other bodies - are active to ensure gender equality as laid down in the Constitution of India. India's Eleventh Five Year Plan (2007-2012) recognizes women for the first time not just as equal citizens, but as agents of economic and social growth. The Plan's approach to gender equity is based on the recognition that interventions in favor of women must be multi-pronged and that they must be provided with basic entitlements. Self-help Groups (SHGs) have emerged as an effective instrument to promote entrepreneurship and self-confidence among women, particularly in rural areas. This book provides a vivid account of the various measures taken by the government of India for the economic, social, and political empowerment of women. More importantly, it examines the role of SHGs in women's development, thereby envisaging a synthesis of the formal financial system and informal sector.

Book excerpt: Ensuring accessibility to credit to the poor self-employed households is a critical concern for many developing nations. Self-help groups (SHG) formed by women in the developing countries help them to access financial intermediaries and access credit for various income-generating activities. In case of India, SHGs are formed either through state-assisted SHG-Bank Linkage Programme (SBLP) or through private initiatives of micro finance institutions (MFIs) or NGOs. Under the former, the groups access formal banking directly while in case of MFIs, loan is disbursed through MFIs themselves. Rate of interest in case of loans obtained by SHGs through SBLP, therefore, depends on the rate of interest charged by the various types of formal lending agencies and is often found to be lower than the interest charges of the MFIs. It is, however, argued that transaction costs involved in a bank loan are substantial, therefore, borrowers prefer loans from the informal sector, delivered at the borrower’s doorstep. In order to examine this issue rigorously, we have tried to estimate the effective costs towards borrowing by including the transaction costs, estimated using quantitative data collected through our survey. Our results show that the transaction costs contribute only marginally to the cost of borrowing, hence, we argue (using field data) that the programme, which has many additional benefits including ensuring financial inclusion of women and empowering them, should be strengthened and expanded further.

Book excerpt: Women’s self-help groups (SHGs) have increasingly been used as a vehicle for social, political, and economic empowerment as well as a platform for service delivery. Although a growing body of literature shows evidence of positive impacts of SHGs on various measures of empowerment, our understanding of ways in which SHGs improve awareness and use of public services is limited. To fill this knowledge gap, this paper first examines how SHG membership is associated with political participation, awareness, and use of government entitlement schemes. It further examines the effect of SHG membership on various measures of social networks and mobility. Using data collected in 2015 across five Indian states and matching methods to correct for endogeneity of SHG membership, we find that SHG members are more politically engaged. We also find that SHG members are not only more likely to know of certain public entitlements than non-members, they are significantly more likely to avail of a greater number of public entitlement schemes. Additionally, SHG members have wider social networks and greater mobility as compared to non-members. Our results suggest that SHGs have the potential to increase their members’ ability to hold public entities accountable and demand what is rightfully theirs. An important insight, however, is that the SHGs themselves cannot be expected to increase knowledge of public entitlement schemes in absence of a deliberate effort to do so by an external agency.

Available in PDF, EPUB and Kindle. Book excerpt: Financial inclusion through microfinance has become a powerful force in improving the living conditions of poor farmers, rural non-farm enterprises and other vulnerable groups. In its unique ability to link the existing extensive network of India’s rural bank branches with the Self Help Groups (SHG), the National Bank of Agriculture and Rural Development (NABARD) has covered up to 97 million poor households by March 2010 under its Self Help Group Bank Linkage Programme. Policy-makers have proclaimed SHGs as ‘‘the most potent initiative ... for delivering financial services to the poor in a sustainable manner." This book presents a comprehensive scientific assessment of the impact of the Self Help Group Bank Linkage Programme (SBLP) on the member households. The book discusses wide-ranging topics, including the rural financial sector in India, the history and structure of the SBLP, the impact methodologies, the economic and social impact of microfinance, its role in building assets while reducing poverty and vulnerability, the role of women and their empowerment, training and accumulation of human capital and policy implications of lessons learned. The empirical results show that vulnerability of the more mature SHG members declines significantly. Vulnerability also falls for villages with better infrastructure and for SHGs that are formed by NGOs and linked by banks. The results strongly demonstrate that on average, there is a significant increase in the empowerment of the female participants. The economic impact of SBLP is found to be the most empowering. Greater autonomy and changes in social attitudes also lead to female empowerment. The investigation further reveals that training (especially business training) has a definite positive impact on assets but not on income. The impact of training can be improved through better infrastructure (as in paved roads), linkage model type, and the training organiser. Bridging the gap in the existing literature and between academics and practitioners, this book moves beyond the usual theoretical issues in the impact assessment literature and draws on new developments in methodology. It will be of interest to academics, development practitioners and students of economics, political science, sociology, public policy and development studies.

It often involves the empowered developing confidence in their capacities. The subject of empowerment of women has becoming a burning issue all over the world including India since last few decades. Many agencies of United Nations in their reports have emphasized that gender issue is to be given utmost priority. It is held that women now cannot be asked to wait for any more for equality.Inequalities between men and women and discrimination against women have also been age-old issues all over the world. Thus, women’s quest for equality with man is a universal phenomenon. The sex ratio in India has improved from 930 in 1971 to 940 as per 2011 census. The female literacy has also increased from 18.3% in 1961 to 74% in 2011, in addition to decrease in male-female literacy gap from 26.6% in 1981 to 16.7% in 2011.These indicators may show improvement, however, the pace is not desirable. The economic empowerment of women is a vital element of strong economic growth in any country. Empowering women enhances their ability to influence changes and to create a better society.Empowering Women through Education: “Education is one of the most important means of empowering women with the knowledge, skills and self-confidence necessary to participate fully in the development process”. In the political field, the reservation for women is a significant step forward towards their political empowerment. When thirty-three percent reservation for women in Parliament becomes a reality, women’s voice will be heard in the highest forum of democracy.into lime-light the constraints and benefits of empowering women at the integrated process of development and social change. All the articles have been covering a wide range of issues relating to women, particularly women living at grassroots level, downtrodden and helpless. The Article on ‘Efficacy of Entrepreneurial Training Self Help Group Women’ presents the entrepreneurial training given to SHG women to equip them with all the skills required for the establishment and smooth functioning of their micro-enterprises and their responses during pre-training, training and post-training phases.I hope that this book is highly useful to the students and researchers in women’s studies and related fields. I derived encouragement and support from my Husband Mr. P. Muthukumar, Daughter Er. M. Sangeetha and Son Er. M. Vignesh for finalizing these papers. My thanks are due to Mr. Janarthanan of MJP Publishers, Chennai, Tirunelveli and New Delhi, for his constant support and meticulous care in publishing this book.
