Book excerpt: The Colombian government has decided to invest in Non-Conventional Renewable Energies (NCRE) to expand the power grid and generate a higher resilience in the whole grid towards the climatological phenomenon. In the month of October 2019, the government has auctioned 8 NCRE projects for a total installed capacity of 1,398MW . Six of the eight projects that were auctioned and have to be fully operational for the year 2022 are Eolic projects. Many risks are associated with the development of these projects, some of them are associated with the investments, but mainly the NCRE projects have a big variability given the weather conditions and the location they are developed. Given that the revenue generated by the company depends solely in the quantities of energy generated and the price of energy at the moment it is sold, financial derivatives can help hedge the risk associated therefore by changing the coverage ratio of the amount of the energy that is produced with financial instruments the project may generate a more certain NPV that creates value for the project, always depending on the value of the price of the energy hedged.

However, under the current circumstances, and on its own, the interconnected system would not likely promote wind power. This report is targeted to analysts, planners, operators, generators and decision makers in Colombia and other countries in the region and provides a set of policy options to promote the use of wind power. The potential instruments assessed in this study include financial instruments, government fiscal mechanisms, and adjustments to the regulatory system. The single most effective policy instrument to promote wind power in Colombia consists on valuing the firm energy offered by wind, its potential complementarity to the hydrological regime and enabling wind power an access to reliability payments.

Book excerpt: The Regulation and Policy of Latin American Energy Transitions examines the ongoing revolution within the energy landscape of Latin America. This book includes real-world examples from across the continent to demonstrate the current landscape of energy policy in Latin America. It focuses on distributed energy resources, including distributed generation, energy efficiency and microgrids, but also addresses the role of less common energy sources, such as geothermal and biogas, as well as discusses the changing role of energy actors, where consumers become prosumers or prosumagers, and utilities become service providers. The legal frameworks that are still hampering the transformation of the energy landscape are explored, together with an analysis of the economic, planning-related and social aspects of energy transitions, which can help address the issue of how inequalities are affecting and being affected by energy transitions. The book is suitable for policy makers, lawyers, economists and social science professionals working with energy policy, as well as researchers and industry professionals in the field. It is an ideal source for anyone involved in energy policy and regulation across Latin America. Reviews key legal and policy features defining success and failure within the diverse Latin American energy transitions Provides clear descriptions and comparisons of current and potential future policy frameworks in Latin America across differing social, economic, geo-political and policy contexts Analyzes the potential role of new technologies and practices in developing the region's energy economy Poses key regulatory challenges and possible means to finance the envisioned transitions

Book excerpt: Complementarity of Variable Renewable Energy Sources consolidates current developments on the subject, addressing all technical advances, presenting new mapping results, and bringing new insights for the continuation of research and implementation on this fascinating topic. By answering questions such as How can complementarity be used in the operation of large interconnected systems?, What is the real applicability potential of energetic complementarity?, and How will it impact energy generation systems?, this title is useful for all researchers, academic and students investigating the topic of renewable energy complementarity in systems. In just over a decade, the subject of 'energy complementarity' has experienced a growing presence and understanding by researchers and managers of energy resources looking to enhance energy systems. Early research proposed methods to quantify complementarity, the effects of complementarity on performance of hybrid systems, and how to identify and map complementarity between solar energy, wind energy and hydroelectric energy systems. Includes chapter maps to visualize system performance under different complementarity indexes Addresses complementarity in the operation of large and small to medium-sized hybrid systems Provides methods for determining complementarity between various energy sources

Available in PDF, EPUB and Kindle. Book excerpt: This book examines how the on-paper hydropower boom impacts the safe and fair access to water and energy in emerging economies. The global hydropower boom is largely made up of small hydropower plants located in emerging economies, but a lack of funding, over-ambitious planning, and corruption have halted the production of these projects. Describing this state as the ‘on-paper’ hydropower boom, this book shifts attention to the hydrosocial problems arising from hydropower projects that remain on paper. It examines how these proposed but unbuilt projects can lead to disruptions in the control and governance of water resources and increase the international dependence of emerging countries due to deep problems in their sustainable development planning and how all this can affect both ecosystems and the communities that depend on them. In doing so, it critically examines the dominant discourses on energy security and sustainable development, emphasises the extent to which the effects of global imperialism are at play, and examines the effects of international power relations in the hydrosocial context and their implications for perpetuating international relations of dependency. Further, this book provides a unique perspective on the global hydropower boom by highlighting that although the global hydropower boom largely remains on paper, it can still have a significant impact on human–water systems. Contributing to the debate on hydrosocial relationships, each chapter offers an insightful examination of the social, cultural, and political interactions that humans have with water and uses these insights to provide a nuanced understanding of the challenges and issues associated with on-paper plans. This book will be of great interest to students and scholars of water politics, water governance, political ecology, corruption and environmental economics, as well as sustainable development policymakers.

Book excerpt: This paper provides a detailed assessment of key attributes of effective resolution regimes for financial institutions in Columbia. The authorities of Columbia have strong powers to manage weak and failing financial institutions and a track record of using them. Colombia’s resolution regime, however, has shortcomings with respect to standards set in the key attributes. Important resolution powers are not available to the authorities, the regime does not emphasize minimizing the exposure of taxpayers to loss, and taking resolution actions does not hinge on an assessment of non-viability. However, Columbia has a large and diversified financial system compared with peer countries, with significant cross-border institutions and large mixed function conglomerates.

Book excerpt: Rural electrification can have many benefits-not only bringing lighting, but improving the quality of health care, spreading information and supporting productive enterprises. The extent of these benefits has been questioned, arguing that they may be insufficient to justify the investment costs. This book quantifies these benefits. It finds that the benefits can indeed be high, substantially outweighing the costs, and that consumer willingness to pay is generally sufficient to achieve financial sustainability. However, benefits could be increased further by providing smart subsidies to assist connections for poorer households, promote productive uses and further consumer education.
