Book excerpt: Intermediary firms within agri-food value chains operating between the farmgate and retailers typically account for at least as much, if not more, value added as the primary agricultural production sector of the economy, but little is known about how these small and largely informal firms conduct their business. Drawing on a set of innovative surveys implemented amid the arabica coffee and soybean value chains in Uganda and the rice and potato value chains in Bangladesh, we describe the financial activities of the firms that transform agricultural produce into food. We document four sets of results. First, across all intermediary actors in our data the overwhelming majority of transactions are cash-based. Second, although many intermediary actors are un-banked, access to financial accounts varies considerably by value chain segment, commodity, and country. Third, while most intermediary actors report using mobile money for personal purposes, especially in Uganda, very few use mobile money to facilitate business transactions. Fourth, although intermediary actors frequently report exposure to risk, very few effectively manage this risk. We conclude by discussing how intermediary agri-food value chain actors represent an underappreciated population for the promotion of new technologies both to improve the stability of the agricultural sector and to improve outcomes among smallholder farmers.

Systemic issues impact smallholder farmers' livelihoods across markets, land, skills, and capital, with cross-cutting social exclusion issues. Effective application of digital agricultural technologies has emerged as a catalyst in addressing productivity and efficiency challenges and enhancing inclusiveness in agri-food systems. Digital technologies have shown potential to address bottlenecks in access to extension services, marketing systems, suitable financial products, reliable weather information, transport services and logistics as well as supply chain management. Scaling of digital agricultural technologies in Uganda is critical for improving productivity and addressing challenges in the agricultural sector. However, for scaling to be undertaken effectively and inclusively, there is need to address the barriers that limit the use of digital innovations for some populations. However, the issues surrounding scaling and inclusivity of digital services are not well understood. This study therefore sought to contribute to bridging this knowledge gap through an assessment of the existing digitally enabled innovative cross-value chain services to gain insights into how the services are addressing inefficiencies, creating opportunities for improving efficiency and inclusiveness as well as identifying promising innovations for scaling. Specifically, the study focused on innovations in finance and logistics for value chains. For finance, the study specifically looked at digital payments, credit, and insurance, while for logistics, the focus was on supply chain management, transportation, traceability, digital platforms for e-commerce, and (cold) storage across value chains.

Book excerpt: The purpose of this study was to analyse the position of women in the maize and bean value chains in Rwanda, as well as the current and potential role of financial service providers (FSPs) in strengthening the positioning of women in these chains. The study used the women’s economic empowerment framework for the conceptual analysis, while similarly looking at overall financial inclusion indicators. This was all done within the context of a value chain analysis. The value chain concept provided a framework for analysis and explained the different functions in the value chains for bean and for maize, including the roles of men and women. The analysis showed how the available financial services not only reached women but also benefited and empowered them. A desk study, which accompanied the fieldwork and value chain analysis, showed that the enabling environment in Rwanda is very conducive to the promotion of women in agriculture. Government policies support the economic inclusion of women, and clear implementation strategies have been defined. However, women still experience challenges and constraints in terms of access to land and farm inputs, equipment, training, finance and market channels. Strong time constraints also exist due to double burden, as well as limited power in negotiations on decisions between members of their households (known as ‘intra-household bargaining power’). In this case the decisions are on use of resources and income. Furthermore, women still have less access to larger loans for inputs, trading and aggregation.

Furthermore, development practitioners around the world are learning valuable lessons from both failures and successes, but many of these are not well disseminated. This new set of handbooks aims to address these gaps by providing practical guidance on SFVCD to a target audience of policy-makers, project designers and field practitioners. This first handbook provides a solid conceptual foundation on which to build the subsequent handbooks. It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.
