The question is, in what way can the welfare of these societies be rapidly increased and their standard of living raised. An enormous volume of literature on this subject has been published in the last decade and many international organi zations are engaged upon the study of the problem, which - to quote VAN BEUKERING - resolves itself into as many problems as there are underdeveloped areas 1. Much fruitful work has already been done in this field, and in some of the countries concemed the old economic tree has already put forth a few fresh shoots. Yet the problem of development in general is no new dis covery. Development in the sense of differentiation and speciali zation of man and forms of society 2 has, of course, always existed. The relations between human beings are reciprocal, as are those between nations. This reciprocal relationship is one of the most important characteristics of colonization, which is an expansion of social rather than of territorial boundaries.

This book takes as its starting point the curious fact that autonomous regional policymaking may be parallel to regional governments pursuing policy similarity. The author proposes that these observations are paradoxical only if sector-specific policy norms are disregarded and when autonomy is considered as the exclusive goal of regional governments. Focusing on common yet under-studied regional situations where a sense of cultural or historical distinctiveness is not readily apparent, if at all, the book argues that in policy sectors where norms of territorial equality have long been dominant, regional governments endorse them as a way to secure or expand their policy capacity when the central state or other policy entrepreneurs challenge it. Previous studies of the Greek polis have focused on Athens and Sparta, and the result has been a view of Greek society dominated by Sophokles', Plato's, and Demosthenes' view of what the polis was. This study includes descriptions of Athens and Sparta, but its main purpose is to explore the history andorganization of the thousand other city states.The main part of the book is a regionally organized inventory of all identifiable poleis covering the Greek world from Spain to the Caucasus and from the Crimea to Libya. This inventory is the work of 47 specialists, and is divided into 46 chapters, each covering a region. Each chapter contains an account of the region, a list of second-order settlements, and an alphabetically ordered description of the poleis. This description covers such topics as polis status,territory, settlement pattern, urban centre, city walls and monumental architecture, population, military strength, constitution, alliance membership, colonization, coinage, and Panhellenic victors.The first part of the book is a description of the method and principles applied in the construction of the inventory and an analysis of some of the results to be obtained by a comparative study of the 1,035 poleis included in it. The ancient Greek concept of polis is distinguished from the modern term `city state', which historians use to cover many other historic civilizations, from ancient Sumeria to the West African cultures absorbed by the nineteenth-century colonializingpowers. The focus of this project is what the Greeks themselves considered a polis to be.

Regimes of place equality are increasingly critical components of welfare states and territorial administration. They can aggravate disparities in services and taxes, or mitigate and compensate for local differences. The volume examines these regimes in a global sample of eleven democracies, including developed and developing countries on five continents. Dedications and donations by cult personnel, and the honours that they earned, demonstrate their claim on the city’s attention and their financial power. The cityscape itself came to be shaped, in varying intensities and forms, by statues in honour of cult personnel, set up by relatives, fellow citizens and other groups. This set of cultural records, analysed in the studies presented here, is central to understanding how the roles of priests and priestesses were constructed in social and political terms in post-classical Athens. The approaches are both historical and archaeological, and elucidate the religious functions that the cult personnel fulfilled for the city, and their perception, by themselves and by others, as citizens of the polis.

Book excerpt: The imperial government over the central provinces of the Byzantine Empire was sovereign and, at the same time, apathetic, dealing effectively with a narrow set of objectives, chiefly collecting revenue and maintaining imperial sovereignty. Outside of these spheres, action needed to be solicited from imperial officials, leaving vast opportunities for local people to act independently without legal stricture or fear of imperial involvement. In the absence of imperial intervention provincial households competed with each other for control over community decisions. The emperors exercised just enough strength at the right times to prevent the leaders of important households in the core provinces from becoming rulers themselves. Membership in a successful household, wealth, capacity for effective violence and access to the imperial court were key factors that allowed one to act with authority. This book examines in detail the mechanisms provincial households used to acquire and dispute authority.
