They likewise understood why collaboration in mitigating this nuclear danger would serve both their own interests and those of the international community. This volume examines seven little known examples of US-Soviet cooperation for non-proliferation, including preventing South Africa from conducting a nuclear test, developing international safeguards and export control guidelines, and negotiating a draft convention banning radiological weapons. It uses declassified and recently-digitized archival material to explore in-depth the motivations for and modalities for cooperation under often adverse political circumstances. Given the current disintegration of Russian and US relations, including in the nuclear sphere, this history is especially worthy of review. Accordingly, the volume’s final chapter is devoted to discussing how non-proliferation lessons from the past can be applied today in areas most in need of US-Russian cooperation.

Why do countries capable of "going nuclear" choose not to? Brazil, which gained notoriety for developing a nuclear program and then backtracking into adherence to the nonproliferation regime, offers a fascinating window into the complex politics surrounding nuclear energy and American interference. Since the beginning of the nuclear age, author Carlo Patti writes, Brazil has tried to cooperate with other countries in order to master nuclear fuel cycle technology, but international limitations have constrained the country's approach. Brazil had the start of a nuclear program in the 1950s, which led to the United States interfering in agreements between Brazil and other countries with advanced nuclear industries, such as France and West Germany. These international constraints, especially those imposed by the United States, partly explain the country's decision to create a secret nuclear program in 1978 and to cooperate with other countries outside the Nuclear Non-Proliferation Treaty [NPT] regime, such as Argentina and China. Yet, in 1998, Brazil chose to adhere to the Nuclear Non-Proliferation Treaty it so actively opposed only three decades prior, although the country still critiques the unfair nature of the treaty. Patti draws on recent declassified primary sources collected during years of research in public and private archives in eight different countries, as well as interviews with former presidents, diplomats, and scientists, to show how US nonproliferation policies deeply affected Brazil's decisions. Assessing the domestic and international factors that informed the evolution of Brazil's nuclear diplomacy, Brazil in the Global Nuclear Order, 1945-2018 also discusses what it means with respect to Brazil's future political goals.

The focus is on the need to renegotiate the nuclear order, given the conflict between deterrence and disarmament and the unbalanced distribution of rights and responsibilities between the nuclear and nonnuclear states. The study applies the concepts, a relevant social group, and a technological frame developed in the sociology of technology on the current competition between the Non-Proliferation Treaty and the Treaty on the Prohibition on Nuclear Weapons. The negotiations of the nuclear programs of North Korea and Iran form the empirical background. The policy challenges identified in the sociotechnical analysis are threefold. Firstly, there is the need to guarantee the credibility of the nuclear diplomacy in the gap between the “military” and the “peaceful”. Secondly, during the past 50 years the rights of the non-nuclear states have been undermined, while the nuclear-weapon states have ignored their disarmament obligations. There is a need to renegotiate a new balance. Thirdly, the relationship between the two treaties has to be clarified. The proposal is to clearly separate the two into a comprehensive treaty on non-proliferation and to a verifiable treaty on prohibiting nuclear weapons. This book will be of much interest to students of security studies, arms control and disarmament, sociology, STS (Science-Technology-Society) studies, and International Relations.
