Book excerpt: At the end of each census round, FAO reviews and assesses national census practices, methodologies and results, and summarizes the findings in methodological publications, under the Statistical Development Series (SDS). For the WCA 2010 round (2006–2015), these assessments have been presented in two separate publications. The first one, titled “Main results and metadata by country” (SDS 17), published in 2019, presented a compendium of census metadata and main results for a record number of 127 countries and territories. The SDS 18, i.e. this publication, presents in its first part (Chapters 1 to 12) a methodological review of the national censuses. In its second part (Chapter 13), it illustrates global comparable data on key variables characterizing the structure of agriculture. The global review of census results includes key structural variables that are not available elsewhere. Some examples are number and area of holdings, land tenure and holder gender. Other variables are land size classes, average holding sizes, legal status of holders, household sizes, source of farm labour, land use and operated land.

The metadata reviews are complemented by tables with main results on key structural characteristics, such as number of holdings, total area of holdings, area irrigated, machinery, gender, and sex of holders, number of household members, farm labor, livestock, and crop areas. This review of the WCA 2010 round is intended to serve as useful reference material for census planners and data users, providing valuable lessons for future censuses, which will ultimately lead to improved assessments of countries’ agricultural sectors.

Book excerpt: Governments and international development partners investing over $40 USD billion a year in school meals have shown interest in linking these programs with agriculture sector development, through what has become known as “Home-Grown” school feeding (HGSF). Nevertheless, evidence on the effectiveness of HGSF and agriculture is limited. This article reports on the findings of a three-year cluster randomized trial implemented in 58 districts of Ghana including a panel of 1,668 households. Communities were randomly assigned to 1) standard school meals; 2) HGSF or 3) control with no intervention. Post-intervention, the caterer-level analysis highlighted major challenges related to delayed program disbursements, resulting in a mismatch between budgeted and actual caterer outlay on food purchases per pupil equivalent to approximately 50% of the budgeted per child per day allocation. For caterers, by far the largest procurement channel was through traders, though there is evidence that HGSF may have increased the share of value purchased directly from smallholders. We find no strong evidence that the school feeding program or HGSF affected smallholders market structure, farm, non-farm and household income. When interpreting these null results, it is important to consider the findings of two parallel studies that showed positive effects of this national program on school children’s learning, cognition, and nutrition outcomes. The national program can still be considered as an effective social protection strategy with multiple objectives, even if the agriculture objectives remain aspirational.

Economic growth in 2014 is projected at 3.3 percent, adversely affected by electricity disruptions and slower-than-expected implementation of the public investment program. Inflation has remained subdued. Staffs’ baseline assumption is that real GDP growth will average around 4 percent per annum over the medium term, provided reforms are implemented. • Implementation of the 2014 budget was challenging, particularly after mid-year. While revenues were broadly on target, resources were inadequate to meet the higher- than-budgeted wage bill resulting from an increase in teacher salaries in March and previously un-budgeted expenditures, including on elections. Domestically-financed investment spending was severely constrained and temporary arrears were incurred on salaries and external debt. • The key short-term challenge is to find a better balance between available resources and expenditures so that arrears can be avoided. Spending plans need to be based on realistic expectations of the resources likely to be available. The 2015 budget is premised on this principle but the scope for domestically-financed investment is inadequate as obligatory spending on wages and salaries and debt service absorbs most of domestic revenue. • For the medium-term the key challenges are to create fiscal space for infrastructure investment and social spending, accelerate inclusive growth and employment generation, and reduce poverty. The authorities need to focus their efforts on strengthening revenue administration and public financial management to expand fiscal space and improve transparency. Weaknesses in the business environment, including inadequate infrastructure, especially in the energy sector, and difficulties in contract enforcement represent important challenges.
