Available in PDF, EPUB and Kindle. Book excerpt: First published in 1988, Islands in a Far Sea offers a comprehensive environmental history of Hawai‘i. This thoroughly revised edition begins with an up-to-date account of the geological formation and shaping of the Islands, their colonization by plants and animals, and the patterns of ecology and evolution that unfolded in nurturing seas and on breath-taking landscapes. This book tells the story of human interaction with Hawai‘i's native landscapes and rich biological heritage. The author’s accessible language allows readers to grasp basic geological and biological principles and to understand the perhaps surprising vulnerability of Hawaiian ecosystems--which have coevolved with volcanoes--to human impact. Islands in a Far Sea includes many well-documented historical examples of such impacts, featuring growth and greed, fears and foibles as humans confronted endemic nature in Hawai‘i. Citing a large array of sources, the author makes it possible for interested readers to probe more deeply the changes in natural systems that have ensued on all of the Hawaiian Islands. To date the result has been the tragic reduction of a unique and benign biota. However, the book holds out hope that current efforts to protect what is left of Hawai‘i's flora and fauna in their remaining wild settings may yet succeed.

Its natural resources – water, fish, beaches, reefs, marshes, oil and gas – are the economic engine of the region. The Gulf of Mexico is likewise vitally important to the entire nation as a bountiful source of food, energy and recreation. The Gulf Coast's unique culture and natural beauty are world-renowned. There is no place like it anywhere else on Earth. On April 20, 2010 the eyes of the world focused on an oil platform in the Gulf, approximately 50 miles off the Louisiana coast. The mobile drilling unit Deepwater Horizon, which was being used to drill an exploratory well for BP Exploration and Production, Inc. (BP), violently exploded, caught fire and eventually sank, tragically killing 11 workers. But that was only the beginning of the disaster. Oil and other substances from the rig and the well head immediately began flowing unabated approximately one mile below the surface. Initial efforts to cap the well were unsuccessful, and for 87 days oil spewed unabated into the Gulf. Oil eventually covered a vast area of thousands of square miles, and carried by the tides and currents reached the coast, polluting beaches, bays, estuaries and marshes from the Florida panhandle to west of the Mississippi River delta. At the height of the spill, approximately 37% of the open water in the Gulf was closed to fishing. Before the well was finally capped, an estimated 5 million barrels (210 million gallons) escaped from the well over a period of approximately 3 months. In addition, approximately 771,000 gallons of dispersants were applied to the waters of the spill area, both on the surface and at the well head one mile below. It was an environmental disaster of unprecedented proportions. It also was a devastating blow to the resource-dependent economy of the region. While the extent of natural resources impacted by the Deepwater Horizon oil spill and response (collectively, “the Spill”) is not yet fully evaluated, impacts were widespread and extensive. The full spectrum of the impacts from this spill, given its magnitude, duration, depth and complexity, will be difficult to determine. The trustees for the Spill, however, are working to assess every aspect of the injury, both to individual resources and lost recreational use of them, as well as the cumulative impacts of the Spill. Affected natural resources include ecologically, recreationally, and commercially important species and their habitats across a wide swath of the coastal areas of Alabama, Florida, Louisiana, Mississippi, and Texas, and a huge area of open water in the Gulf of Mexico. When injuries to migratory species such as birds, whales, tuna and turtles are considered, the impacts of the Spill could be felt across the United States and around the globe. This ERP/EA serves as the Trustees' final selection of Phase I early restoration projects, taking into account the suite of potential projects proposed, the NRDA and Framework Agreement process, and public comment on the Draft Phase I ERP/EA. Per the Framework Agreement, the Trustees will move forward with agreements with BP to fund projects and commence implementation, as described in more detail throughout this document.

Book excerpt: "Under the Oil Pollution Act of 1990 (OPA) the Natural Resource Trustee Agencies (Trustees), including the National Oceanic and Atmospheric Administration (NOAA) on behalf of the U.S. Department of Commerce, the United States Fish and Wildlife Service (USFWS) on behalf of the U.S. Department of the Interior, and the Hawaii Department of Land and Natural Resources (DLNR) on behalf of the State of Hawaii, prepared the Final Damage Assessment and Restoration Plan and Environmental Assessment (DARP/EA) for the July 2, 2005, M/VCasitas Grounding at Pearl and Hermes Atoll. The DARP/EA assesses damages and evaluates restoration alternatives for natural resource injuries incurred as a result of this grounding. The M/V Casitas, a 145 foot research vessel, ran aground at Pearl and Hermes Atoll within the Hawaiian Islands National Wildlife Refuge (now also part of the Papahānaumokuākea Marine National Monument) on July 2, 2005. The grounding resulted in injuries to natural resources, as did response actions taken to prevent or reduce the threat of a release of oil from the vessel into the environment. Following the incident, representatives of the Trustees and the vessel owners jointly conducted an assessment to determine the nature and extent of these injuries. In addition to other costs and damages, including those related to the incident response, the vessel owners are liable for natural resource damages, which are used to fund environmental restoration projects to compensate the public for the diminished ecological value of injured resources, including corals injured by the grounding and related response activities"--FONSI.

Book excerpt: "The Natural Resource Trustee Agencies (Trustees) present a description and quantification of the injuries as well as the final selected restoration projects to compensate for the impacts of the Cosco Busan Oil Spill that occurred in San Francisco Bay on November 7, 2007. The spill affected wildlife (primarily birds and fish), habitat (primarily rocky intertidal, salt marsh, tidal flats, sandy beach, and eelgrass beds), and human recreational activities. The Trustees have selected 12 restoration projects to restore and compensate for the injured resources and created a process that is intended to identify numerous recreational use improvements. The projects are: Creation of grebe nesting habitat at Tule Lake National Wildlife Refuge; Creation of over-wintering duck and grebe habitat at the South Bay Salt Ponds; Creation of nesting and roosting habitat for cormorants, pelicans, and shorebirds at the Berkeley Pier; Creation of nesting habitat for seabirds at the Farallon Islands; Creation of a grant project to benefit Surf Scoters; Restoration of Marbled Murrelets in California; Restoration of eelgrass at several sites inside the Bay, to benefit both eelgrass and herring; Restoration of sandy beach habitats at Muir Beach and Albany Beach; Restoration of salt marsh and mudflat habitats at Aramburu Island; Restoration of native oysters and rockweed at several sites inside the Bay, to benefit rocky intertidal communities; Creation of a process to fund a wide variety of human recreational use projects at impacted sites across the spill zone. The Trustees also present their environmental assessment of the selected projects under the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA)"--Abstract.
